In February 1997, by Ordinance 97-8,the Board of County Commissioners adopted � the 1497 Pitkin Coun Road Mana ement&Maintenance Plan the"Plan" . .� �^ h' 8 ( ) �.,,; ;. . 2. Amendment of the Plan is necessary to include road standards for roads located in �'�:•' . areas speci&ed to promote the health, safety and welfare of Pitkin County residents �; ; and visitors. 3. The USFS has adopted road standards for rural areas,and Pitkin County desires to ;�;': • , adopt standards which are consistent with the USFS standazds. ��:: � 4. The goal of the road standards is to allow roads to be constructed in remote areas of �' the county with the least amount of environmental impacts. F�`w:�. 5. The Board of County Commissioners has the authority to adopt ihe PJan under ' v`r: Colorado statutory and constitutional law including,but not limited to, the provision •., '1' of the Colorado Revised Statutes,Title 30,Article 11 and 35,and Title 42,Article 4. ,�( ._i . i �I NOW 1'HEREFORE BE IT ORDAINED by the Board of County Commissioners of 'I i Pitkin County,Colorado that; � ( 1. The 1997 Pitkin County Road Management&Maintenance Plan is hereby amended to , '� i add a new section 430 as foliows: 4.30 ROAD STANDARDS FOR ROADS LOCATED IN AREAS ZONED � RURAL AND REMOTE The following road standards have been developed for access to county approved development in areas zoned rural � and remote. The goal of the standards is to allow roads to be constructed in remote areas with the least amount of environmental impact. The � standards have been developed in conjunction with the United States Forest Service and their road standards developed for private roads ; constructed on Nationai Forest System Lands. I �' '� 430.01 GENERAL Plans for construction of the road shall be signed by a � Colorado registered Professionai Engineer. Surface Materials: Natural soil sur£aces shai be maintained with e j � necessary gravel road base applications only in extreme situations where safe travel is compromised � i by road conditions. ;�:;= jCut Slope Ratios: Side slopes over 60% require � full bench construction and(or placement of a - i retaining wall with design approval required from registered professional engineer. Slopes 2:1 and ! flatter may be constructed for the cut and fill slopes - iwith a height no greater than 5 feet. Slopes 1.5:1 { and less can be used for those slopes greater than 5 j feet in height. _._ 1 � Drainage: Roads with grades S%and less should • E maintain an out-slope of 2%and utilize roiling dips :' and/or cuiverts. Roads with grades exceeding 8% i should maintain an out-slope of 2% and utilize � culverts or other drainage structures.
