� NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners that it does hereby grant 1041 Hazard Review and

General Submission approval £or the Urschel Parcel #1, subject to

I� 1. Prior to building permit appZication, the Applicant shall � '
lo record a 24 x 36 inch mylar 1041 Hazard Review Site Plan which
' meets the approval of the Planning Office and the County
'r,� '� Attorney. The site plan shall be modified to include the
i � followinq:
a. ��The provisions of these regulations do not in any way
� assure or imply that areas outside of designated hazard
j.: areas will be free from hazards, or that approved
� :o mitigation measures wi11 guarantee the safety of any

delineated on the site plan.

i� 14. The Applicant shall have the option of constructing a berm,
, instal2ing an in-stream structure, or reinforcing the streain
,� � bank as the solution for preventing Maroon Creek from changing
course and flowing onto the property. If a berm is
� constructed, as indicated on the site plan, then the building
-- � envelope sha21 be modified to include the berm. If an in-
stream structure, or stream bank reinforcement are pursued,
i ~ then the Applicant shall be required to obtain a "Development
4a ' within the Floodplain Permit" fzom the County and any other
i + o permits necessary, including any permits from the Army Corps
� of Engineers, prior to issuance of any building permits.
�. � ja 15. The Applicant shall submit additional information to the
� � � � Environmental Health Department regarding the qua2ity and
° quantity of well water prior to building permit review.

- 16. If wastewater disposal for the property is to be served by
� the Aspen Consolidated Sanitation District, then an outside
users agreement shall be filed with the District. All
� improvements necessary to serve the site shall be coordinated
� ' a wzth the ACSD and the County Engineer.

, � This letter report is intended to supplement a 1041 Application through Pitkin County
' �.-. far the above referenced property. It is proposed to construct one (1} single family
:'•>; residence on the lot.

?�- The buildable portion of the lot lies between Maroon Creek Road and Maroon Creek,
: !a The lot is characterized by a flat bench focated immediately ad jacent and several feet
- i above the creek and a side hill which runs from the bench area upwards to Maroon
' — Creek Road. Maroon Creek Road is in turn benched into the side hill.
� Access
° The tot ad joins Maronn Creek Fioad a�d it is proposed to have an access direcYly off
of Maroan Creek Road. Because of the elevation difference between Maroon Creek
IIa Road and the 6ench area of the property, it is not possihie to access from Maroan
' ';�_. Creek Road and descend to the elevation of the bench. Therefore, the garage
� entrance and parking platform associated with the residence will be located
<Q' immediately adjacent to Maroon Creek Aoad at the elevation of Maroon Creek Road.
-� The County Engineer, as a result of past discussions concerning this tot, has
!�� recommended that sufficient room be provided adjacent to Maroon Creek Road such
�" that a vehiCle exiting the lot does so going forward; backing onto Maroon Creek Road ..
will not be allowed.
- Based on site examination, there is sufficient site distance available along Maroon
Creek Road. There are no o6structions to siYe distance!o the west. Maintenance of
_ roadside vegetation may be required to the east over the life of the project to
� � maintain site distance.

� Water Utility
Tfle proposed residence wiil be served by a driiled well and associated pumping
equipment. Based on our examination of existing wells in the area, discussion with . �!
local well drillers and our general knowledge of subsurface water resources in the
Maroon Creek Valley, it is our opinion there exists sufficient groundwater resources �_
t.�.. at the site to provide an adequate domestic well supply. There appears to be a
shaltow coliuvial cover on the lot. However, it is our anYicipation that the
groundwater supply will come from the fractured bedrock zone beneath the surficial
materials. Typically, bedroek weils yield on the order of 5 gpm ta 75 gpm,a sufficient
yield for a single family residence. These welis typically yield a water supply that '-!

is hard and individual homeowners frequently elect to install water softening
equipment as part of the water delivery system. We anticipate that the water quality
from a bedrock well wiil meet all requirements of the Colorado Primary Drinking Water
Sta�dards. With respect to fire protectian,we recomme�d that consideration be given
'� to provide in-housesprinklers for the residence. Thealternate af providing ground
'; storageby means of acistern is nat possibleon this site becauseof the access being
Q, '_ { from Maroon Creek Road and the area available for construction of a cistern being on
the lower bench. The fire protection system would 6e sized based on the final
I�, residence configuration and wouid likely involve intermediate storage.
� ° Sewer Utility

,: a Two alternatives are available for sewer utility. The first would be an on-site
disposal system and the second would be a lengthy force main to the centraf sewer
system located in the generai vicinity af the Highlands Ski Area.
— It appears that the bench area of the property consists of locafly deposited stream
_ sediments forming a deposit of unknown depth over the underlying bedrock. If there
° is a restraint to development of an Individual Sewage Disposal System (ISDS) it will
� likely be either a high ground water table or shatlow bedrock depth. In those cases,
it is anticipated that a mound system would need to be constructed. Without
restraints on the property, it is likely that the materials on site wouid provide
. G adequate percoiation for an ISDS.
i,�;, The second alternative is the construction of a sewage pumping statian on the site
'� and construction of a force main to the central sewer system. The force main wouid
"' need ta be constructed within the pavement section of Maroon Creek Road and would
- result in the need to reconstruct at least half the width of Maroon Creek Road
throughaut the length of installation. The combination af the construction costs, tap
fees and impacts on Maroon Creek Road and the inconvenience to the motoring puhlic
makes this alternative the least desirable. !
Other Utilities
. Electric service, telephone service and gas service are all avaitable to the building
site by extension af service lines from existing primary utility systems in the area. -e
Service extensions would he made according to the policies of the individual utility
companies.
Floodplain oi'
A floodplain analysis has previously been compteted for the property. A copy of the
map showing the location of the floodplain is attached hereto. There is adequate area �
� on the lot outside the 1oD year floodplain to allow for construction of a single family
� residence.

� io Dear Mr. Harn:
� '° I have completed my geologic investigation for purposes of House
4 Hill 3041 of your client's site on the west side of the Maroon
�r Creek Road. The lot is in Sec. 14, T 10 S� R 85 W, of the 6ixth
(!o P,M. within the Aspen 7 1/2 minute quadrangle, Pitkin County,
Colorado. The site is on the east hank of the creek.
� The topography of the site con�ists of a gently west slcpe
� �overed largely hy aspens, cottonwoods, and native grasses. The
; hamesite rests on the stream bank some six to eight feet above
- io- normal stream level. This is o� the outgide of a weat curving
. :� portion qf the stream. It is my understanding that the home is
proposed ta be entared at road level with a step-down design
- toward the stream.
� The geology of the site conaists af Jurassic age Morrison
'"' Pormation dipping about 25 degrees to the north in Ehin area.
_ The valley alluvium below . the site is of Quaternary age and
_ contains mostly silt, sand;� cobbles and boulders. The area of
the site centains moraine material of the same tomposition but
unstratified. It is older than the stream alluvium.
Site specific soils engineering studies will need to be performed
in order to insure proper foundation design, especially in view
of the cut ta be made in the steep slope behind the site which
forms the edge of the roadway. This cut needs to be reinforced
and retained both during a�d after construction as per the soils
engineers recammendations. There is the potential far erosion
into the stream during con6truction of the home which wi21 need
to be controlled during the pro]ect.
Even thouqh the home sfte is said to be out of the 100 year flood
:� plain, it sits on the outside of a curve in the stream where, in
very high water, the stream may change course taward the site.
For this reason I recommend a diY.e or berm as conceptually shown
on the ac�ompanying sketch map that will protect the home in that
event. It should ba designed by a civil engineer to withstand
the #lqws of the 100 year event, should the stream change course.
. This will entail tying into the original higher (3 to 4 feet) �
hank slightly back from the 300-year-boundary, and being
i � compacted to at least S5% Proctor Density. Re-vegetation ot the
�, ( structure� if it is of soil, should also be ac�omplished. The
purpose wauld be to keep the stream in its present channel and
erevent it from reachina the homesite. .---,

Wate� will need to be developed through the drilling of a
� domegtic well which may need to be 100 feet in depth in this
• area. Waste disposal should be available thraugh the use of a
kY ; septic syatem with aceompanying leach field in these soils. The
i percolation rates will be suitahle hut the proximity ta the
�^ stream may make an engineered system neceasary. Depth to hedrock
��- will be sufficient. The Pitkin Cdunty Sanitatian Engineer should

, be consulted for hts specifi� recommendations.
�'y' i°- The site choaen is suitable fram a geclogic standpoint if the
preceding recommendations are followed. The home should he
�o designed ta preclude the accumulation of radon qas as tfiis is
• becoming standard practice in the State. Due to the presence of
� old� inactive faults in the vicinity which could he a factor in
� � the case of a seismic event, the home should de desiqned to the
� specifications given in the Uniform Huilding Code for Seiemic
