TO PROVIDE PROPERTY TAX RELIEF TO LOW—INCOME SENIORS ' • !`

RECITALS

1. There are homeowners over the age of 60 (hereafter referred to i
as Seniors) in Pitkin County with fixed incomes which have not kept �'
pace with the cost of living in Pitkin County. I

I 2. Property taxes have become burdensome for low-income seniors, �,.
threatening their ability to remain in Pitkin County.
3. The Board of County Commissioners wanCs to insure that low-
i:� incame Seniors are not forced out of Pitkin County because of
inability to afford property taxes. 1
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF PITKIN COUNTY THAT
1. Hereby creates a Property Tax Rebate Program for the purpose
of rebating a percentage of prior years property tax to low-income i
Seniors. The dollars allocated for this program will be determined
on an annual basis by the Board of County Commissioners during the
, . � .; budget process.

'� 2. A Property Tax Rebate Program will be administered by Pitkin
County Manager or Designee.
;�
3. Qualifications for the programs will be defined by Senior
Services and include age, length of residency, income and other '
appropriate factors. �
4. The amount of the rebate in 1994 for qualified senior property - �
owners will be equal to 50� of their 1993 Pitkin County Caxes for
PITKIN, OPEN SPACE and DEBT categories. For qualified renters, the '
; ;
1994 rebate will be 1.25°s of annual rent.
5. A review of the Property Tax Rebate Program will be conducted ��
by the Board of County Commissioners every 3 years beginning in .
December of 1993 to insure that the guidelines remain current with
cost of living and other factors. _
