:� 1. The Aspen Skiing Company, hereinaftez ��Applicant", has applied
� v"� to Pitkin County to request a Temporary Use Permit pursuant to

Section 3-8.11 0£ the Land Use Code.
2. The project is located on the 23.44 acre site owned by
Buttermilk Associates (a/k/a Stapleton property), immediately west
of the main Buttermilk Ski Area Parking Lot.
',� ' 3. The Applicant proposes to plow an area no greater than one (1)

acre in size to accommodate overflow parking for up to 100
automobiles. The ovexflow parking may occur for one 3-day period
running from Saturday February 19th, 1994 through Monday February

parking does not mitigate any impacts that may have been caused by
upgrades or improvements completed by the applicant, including but
not necessarily limited to lift replacements at the Tiehack Ski

4>: � 6. The Board further finds that use of this site or any other site
: � for overflow parkinq for the '94-'95 Ski season would require

� approval of an amended or new Master Plan for the Tiehack Ski Area,
and that no further temporary use permit approvals for this type
of request shall be considered by the Board. The applicants are
advised that timely submission of a land use application is
necessary to obtain future approvals for a Master Plan application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
. '�' Commissioners of Pitkin County, Colorado that it hereby grant six

- Temporary Use Permits for those dates specified above, to the Aspen
Skiing Corporation subject to the following conditions:
1. The applicant shall employ traffic control officers during
these weekend periods. These officers shall be responsible
for ensuring safe and efficient ingress and egress onto West
Buttermilk Road from the ski area parking facilities. No
parking on Highway 82 shall be permitted.
2. The Applicant shall be responsible for counting turning
� movements into and out of the Ski Area parking lot onto
�� Highway 82. These counts shall be promptly delivered to the
i5 Planning Office. .

;� 3. The temporary parking lot(s) shall be cumulatively limited to
one acre of area, and no more than 100 parking stalls. Snow �'=
`�=`� plowing shall avoid known and mapped wetland areas of the

�� 4. The applicant shall be responsible for immediately contacting ?
:;;;� the west Buttermilk Homeowners Association and noticing them �;
of this approval, including limitations contained herein.

Immediate adjacent land owners of the Stapleton site shall
also be contacted.
5. The Environmental Health Department shall be responsible for
, noticing the applicant when ground conditions and/or high PM- '
10 levels necessitate the use of the overflow parking areas
to cease operation. Moreover, the applicants shall consult
with the Environmental Health Department regarding
4. implementing necessary mitigation to reduce or prevent to the
extent feasible mud from being carried from ovexflow parking
areas onto public roads or streets. As necessary, the
, applicants shall clean mud that builds at the intersection of
:.;;,
West Buttermilk Road and Highway 82.
6. The applicants shall be responsible for revegetating areas
` disturbed by overflow parking areas, as directed by the Board
' of County Commissioners.
7. The applicant shall provide prompt statistics to the County
{Planning Office) indicating the total number of cars in the
existing Main Tiehack parking lot and the overflow areas.
Counts shall be taken at 11AM and iPM on the days authorized
under these temporary use permits.
