On December 21, 1994 the Board of County Commissioners i� ' ' reviewed and accepted the 1993 Non-Metro Residential GMQS m , j scores as forwarded by the Pitkin County Planninq and Zoning „T-, ''� 4:'` Commission. The Board of County Commissioners understands that the Z � � Planning and Zoning Commission reviewed five (5) applications o N ' � for the 2993 Non-Metro Residential GMQS allocations and scored �.p , 'r.� them as 'follows: �'�' •s <o � WiTdcat Ranch Homestead #14: 73.5 �:�' � Reservoir At West Buttermilk: 69.75 �" Hardy: 68.75 T"� Bonanza Placer: 58.5 -`� Wildcat Ranch (guest houses): 58.0 `�°� � . � . � . �� . . � - - T �- , '. ' 3. The Soard recognizes that the Wildcat Ranch (guest housesj � application did not meet the minimum threshold in the �°,� : "Employee Housing" category (Category D), and that the Bonanza m� �� Placez application did not meet the minimum threshold in the �cn "Availability of Public Facilities and Services" category (Category A) and was subsequently withdrawn by the Applicant. : 4. on February 8, 1994, the Board of County Commissioners considered an appeal of the Planning and Zoning Commission 1 score for the Wildcat Homestead #14 application. The appeal �,m application was filed by wildcat Ranch Ltd. and Doug Carlston ;�� . - -- on January 4, 1994, within the 14 day appeal period provided •� foz in Section 5-510.5(b) (5) of the Land Use Code as amended ' by Ordiriance 93-6. The appeal involved the scores in three of a the scoring categories i.e., Open Space, Density Reduction, n and Employee Housing. After considering the argument of the `� Applicants, Staff comments, arid testimony from the public regarding the scoring appeal, the Board voted to uphold the � Planning Commission scores for the Density Reduction and � Employee Aousing categories and to amend the Planning and Zoning Commission score for the Open Space category. The amendment resulted in a one point increase in the score for � the open Space Category and a commensurate one point increase ,t. ' � in the overall score, making the total revised score 74.5 �<? �; � points. Since the Wildcat Homestead #14 applicatian receive@ ` ! the highest score during the Planning and Zoning Commission ; � scoring, the amendment did not change the hierarchy of scoring that was established by the Planning Commission. ? 5. At that meeting, the Board granted general � - submission approval for the Hardy project. The Board also - approved on first reading the required rezoning for the � Wildcat Homestead �14 project and continued final approval of i �- the general submission portion of the Wildcat application N pending second reading and approval of the rezoning which was m . ' � scheduled for the March 29, 1994 regular Board meeting. On � March 29, 1994 the Board granted general submission approval �, ��.,�. for the Wildcat Homestead #14 project. � ,:$ � � 6.
