1. Roberta and Darwin Caulfield, hereinafter "Applicants",

County, Colorado, hereinafter "Board", for the following land

� NOW, THEREFORE, BE IT REBOLVED by the Board that it does f'�'

hereby grant General Submission and 1041 Hazard Review approval to ��s

the Caulfield application subject to the following conditions:
1. Impacts to wildlife shall be mitigated through compliance with I�'
� the following measures: ,i
;
a. All development activity, including grading and the
septic system, and with the exception of improvements to `
the access drive, fencing and ditches, and grazing and �
drylotting of domestic animals, shall be contained within
the residential and barn building envelopes. Grading and ;�;,,
removal of vegetation, except as necessary for wildfire `!`�
mitigation, pond construction in the area designated on
the site plan and as approved in the grazing management
plan, shall be prohibited outside of the building
� - envelopes.
b. Horse/livestock grazing shall be permitted upon approval ��`
:: � of a grazing management plan created to prevent
5 overgrazing, erosion and negative impacts to elk winter '
� � range. This plan shall, at a minimum, designate a .
timeframe during which grazing can oacur, identify cover ',
---.-.-� species such as snowberry and sagebrush, which are not ;,
to be eliminated or degraded by overgrazing, and
designate an area or areas where "drylotting" sha1Z ��;
occur. Drylotting area(s) shall be designated on the
, site plan. The management plan, approved in writing by
the Division of Wildlife, shall be submitted prior to, '; �
or as part of the building permit application for the
1 barn and/or residence. ,i�
c. The site plan shall delineate a 20 foot setback, ar the
area within 20 horizontal or 5 vertical feet (whichever �$ . 1��.�
land area is greater) from the mean high water line of ; i
the Fryingpan River. This area shall be left in its ����
, natural state. New development within this area shall be �
` prohibited, except as permitted under the floodp�ain

soil areas during construction. Permanent vegetation in -
any areas disturbed by construction shall be re-

installed within one growing season after construction.
The applicant shall submit a drainage and erosion control
, plan at building permit application for review by the
County Engineer. A landscape plan shall also be
submitted at building permit application, for review by
the Planning and Public Resource Departments.

3. The following measures shall be implemented to mitigate
Wildfire hazard:
a. Non-combustible roof material including tile, asphalt,
fiherglass, meta2 or Class B Certi-GUard (registered .
brand name) Red Label shakes and shingles utilizing Class
B construction techniques (1/2" minimum solid sheathing)

1J The applicant shall remove all veqetation within 10 F'
feet of proposed structures. This area shall be �'
maintained in the future as either low ground cover
such as mowed grass, or non-flammable material such �r �
� as decorative rock or gravel. � .
' � 2) Vegetation shall be reduced and maintained where
G+� necessary to break up the vertical and horizontal �

around the structures built on flat ground.

: 4) All branches from trees within the 30' perimeter
• shall be pruned to a height of 10' above the ground
and ladder fuels shall be removed from around the

5) All branches which extend over the roof eaves shall
be trimmed and maintained and those within l0' of
the chimney shall be removed.
- � 6) Dead undergrowth, branches and grass shall be
removed from the remaining veqetation to reduce �
ladder fuels.
7j The "defensible space" created by manipulation of
vegetation shall be maintained by the applicant, as
needed to retain its value as wildfire hazard

8) The density of fuels shall be reduced throughout the
remainder of the building envelope where natural
reduction has not already occurred.
g. Any buildings within the building envelopes shall -
incorporate wildfire hazard mitigation measures.

� With the written approval of the State Forest Service and

the Pitkin County Sheriff's Department, the applicant may I -
- install a pond in lieu of a water cistern. The pond and ��' �
associated construction disturbance area shall be �':
y; designated on the site plan.
, k. All utility extensions shall be buried.
- 4. As part of the Building Permit application, the applicant
� shall provide a signed access easement with the U.S. Forest
Service for use of and improvements to the Forest Service Road
which is providing access to the site.
` 5. The applicant shall obtain an access permit from the County
Engineer and an earthmoving permit prior to commencement of
construction of any road improvements. The access permit
sha21, at a minimum, review turnouts proposed at 750 feet
� intervals along the road to accommodate emergency ingress and
egress. A right-of-way enczoachment permit shall be required �
prior to commencement of construction of the shoulder/truck F
��� turnout i.dentified on the site plan.
6. As part of the building permit application, the applicant
shall either provide documentation of an existing public
right-of-way foz the Fryingpan Road throuqh the property, or
convey a 60� right-of-way to Pitkin County in a form
acceptable to the County Attorney. �
-,- 7. Prior to building permit application, the applicant shall
record a 24 x 36 inch mylar 1041 Review site plan which meets
,:�� the approval of the Planning Office and County Attorney. The
� Plan shall include the Eollowing waiver:
"Warning and Dieclaimer: The Applicant acknowledgee that I041 Hazard
Review approval doea not in any way aesure or imply that areae
outaide of desiqnated hazard areas will be free from hazarde, or that -t
approved mitigation measures will guarantee the safety of any
� property.�

8. Natural drainage patterns shall be incorporated into the ,i
overall development plan for the site. �j
� 9. An earthmoving permit shall be required for the movement of �f �
50 cubic yards of dirt or more. '�
