RECITALS
1. The Aspen Skiing Corporation (ASC) has requested special
Review approval from Pitkin County for the following improvements
_ to the Aspen Highlands Ski Area:
A. Removal of the Exhibition I and Loge Peak lifts and the
installation of new Exhibition I and Loge Peak lifts.
B. Installation of new utilities in a common corridor to �
include water, sewer, electric, telephone and gas.
� � � C. Increase glade skiinq acreage through seTective tree
�'� cuttinq and removal of underbrush and dead trees in the
-:� St. Moritz Glades, T-Lazy-7 Glades, Golden Horn Glades
and Moment of Truth Glades.
D. Replacement of the mid-mountain maintenance building,
the existing fuel tanks and the existing snowmaking
- pumphouse at the base of the mountain.

2. The project is located on private land (as described in the
, attached Exhibit ��A") and public land within the White River
� National Forest. '

3. The application was reviewed by the Pitkin County Planning and
Zoning Commission (hereafter "Commission") on April 19, 1994. The :„'

Commission recommended conditional approval of the application to ��

NOW, THEAEFORE, BE IT RESOLVED by the Board of County
Commissioners that Special Review approval is hereby granted to the ,�;
Aspen Skiing Company for improvements, as previously noted, to the
� Aspen Highlands Ski Area, subject to the followinq conditions:

� L Traffic mitigation for the 1994/1995 ski season shall include: ;
, a. The continued maintenance of the two Highlands parking
�'� lots to retain a minimum of 742 parking spaces.
b. The applicant shall provide an additional 42 passenger
bus or equivalent as recommended by RFTA.
c. If the parking capacity at the Highlands parkinq lots is
exceeded on ten days during the ski season, as evidenced
by overflow parking in the Highlands neighborhood, along

� Maroon Creek Road or in the City's Iselin parking lot,

the applicant will provide an additional twenty-two
passenger bus to be utilized as a Tiehack-to-Highlands
shuttle.

Blitzenbanger. The dates for these events are not
yet set. . '
When gaid parking is in effect, there will be free parking for
all High Occupancy Vehicles (those with 3 or moYe passengers) . °-�
� � 2. Prior to any earthmoving activities, on private or USFS lands, �=
the appZicant shall obtain earthmoving permits from Pitkin
j , County that include:
a. Conformance with the requirements outlined in the USFS �
Environmental Assessment. �

Department to obtain a State implementation Plan
conformity ruling from the State Air Quality Control
Division. i'

c. The applicant shall obtain approval of fugitive dust
control plans as necessary prior to construction
� ' activities.
4. Prior to connection of water service in the proposed new
utility corridor, the applicant shall obtain a water service
- agreement from the water district.
5. The applicant shall reclaim the sewage treatment pond in
accordance with Environmental Health Department
--- - specifications.

6. Construction Activities:
a. The applicant shall abide by the "Construction TrafPic .
� Management Plan" presented to the Board of County
Commissioners and attached as Exhibit "B". -
b. Helicopter flights and construction traffic shall begin
no earlier than 7:00 a.m. on weekdays and 8:00 a.m. on
weekends, and shall end no later than 8:00 p.m. •�

7. Prior to opening £or the 1994/95 ski season, the applicant

parking lot. Users of this road must not exceed 5 miles per hour through i

Thunderbowi access are not appropriate.
) 4. Speeds on any of the roads shali not exceed 10 miles per hour.

use days. (concrete,fuel,steel deliveries etc.)
6. There wili be no use of the Thunderbowl access before 8:00 am on any day.
7,. All posted speed limits on the Maroon Creek Road,especially the school zone, �
shall be respected. This road serves our schools,neighborhoods,and
is an entrance to very popular public lands frequented by bicyclists,hikers, `
• � campers,"and thousands of sightseers headed for the Maroon Bells Wildemess Area.
8. Please use the entrance and exit to the Highlands parking lot as posted.
9. All vehicles will be operated with safety as a prime concern and with the realization �� �
_ � that our projects are taking place on public lands and within a very sensitive
neighborhood at the base of Aspen Highlands. � ,
