} AUTHORIZING THE SIGNING AND SENDING
� OF LETTERS OF SUPPORT FOR LAND TRADES �,��
�; INVOLVING MID-CONTINENT PROPERTY IN COAL BASIN

; RECITALS '
�� 1. Mid Continent Resources, Inc. is the owner and operator of �
certain coal mining facilities and associated lands in the Coal i.
Basin area of Pitkin County, and � '
2. Mid Continent is in bankruptcy and is in the procesa of
liquidating their assets as a means of funding reclamation of the
Coal Basin area which has been damaged by previous mining
activities, and
3. One method of liquidating Mid Continent property is through
third-party land trades which would tranafer Mid Continent holdings
to Ehe U.S. Forest Service for management as public lands, and
4. Mid Continent properties are generally appropriate for tranefer
to, and management by, the U.S. Forest Service and generally `
inappropriate for private development, and
�S .', 5. Sixty-nine percent of the funds paid to Mid Continent for their _ ,
property pursuant to third-party land trades will go towards
reclamation of Coal Basin lands by the State of Colorado, and
6. Several land tradea involving Mid Continent lands are currently
pending before the Forest Service and the Bureau of Land
�; Management.
THEREFORE BE IT HEREBY RESOLVED:
That the Chairman of the Board of Pitkin County Commissioners is
authorized to sign and send those letters, attached hereto and
incorporated herein by reference, supporting land trades involving
- Mid Continent lande and to sign and send lettera of support for
future and subsequent trades which similarly convey Mid-Continent ;:
lands to the U.S. Forest Service and which meet County, land use i
objectives.

,� We understand that you are considering several land exchanges
� involving land in Pitkin County. The local property involved is
;� currently owned by Mid-Continent Resources, which operated a mine
". � in the Coal Basin axea of the Crystal River Valley for many years.
- � Recently Mid-Continent closed their mine and filed for bankruptcy
� and the fate of their holdings (over 5,800 acres} has become a
:� source of concern. Although there are mining and support
facilities on some of this property, the vast majority ot the Mid-
�`� Continent holdings are pristine forest lands which include
spectacular landforms, excellent wildlife habitat, prime hunting
- ~ < � and recreational lands and unspoiled watershed. It is Pitkin
'� County's position that these lands should be incorporated into the
� surrounding National Forest lands and managed under the Forest's
multiple uae policies rather than being sold off piecemeal to
private buyers. Development of these lands for resi@ential or
commercial purposes would not be in keeping with County land uae
poTicies and objectives and could cause significant environmental
_ : _ problems. We are therefore in support of the land trade proposals
(Lindner Ranch and MacDonald Becket) curxently before you for
review. Please let us know if your need any further information
or comment from us and keep us informed as to the status of these

Re: wildcat Land Trade

We understand that the above-referenced land trade involving land
in Pitkin County is currently before you for review. The local BLM
property involved is a forty-acre parcel in the Snowmass Creek
Valley and extending southeast into Wildcat. This property would
� be oonveyed to Wildcat in exchange for a parcel of several hundred
acres currently owned by Mid-Continent Resources. Recently Mid-
: � Continent closed their mine and filed for bankruptcy and the fate
of their holdings (over 5,800 acres) has become a source of
concern. Although there are mining and support facilities on some
of this property, the vast majority of the Mid-Continent holdinga
are pristine forest lands which include spectacular landforms,
�,�. excellent wildlife habitat, prime hunting and recreational lands
` � and unspoiled watershed. It is Pitkin County's position that these
� lands should be incorporated into the surrounding National Forest

� The BLM parcel to be conveyed to Wildcat (Parcel 36) was to be
included in a previous land trade but was dropped out at the last
n minute because it was not needed to equalize land values with the
, property to be obtained by BLM, That trade was moving forward under
y terms governing the eventual development of Wildcat agreeable to �+
� both Wildcat and the County. These terms allowed for the
development of a single-family dwelling in conjunction with the
acquisition of Parcel 36 to be located outside of the Snowmass
^� Creek drainage. We are comfortable that Wildcat intends to proceed E.�
j with their development in a manner consistent with these terms of
the original agreement once this trade has been finalized. �a
� : We appreciate the cooperation and coordination between the BLM,
the Forest Service and the various private parties involved which ;
� will allow this trade and other similar trades to go forward. We �
