Aspen,CO 81612 ;; November 17, 1993 i Mr.Stan Berryman,Public Works Director Pitidn County 76 Service Center Road Aspen, CO 81611 RE: Proposal For Engineering Services-Weller Curve ' H'iehway 82-CDOT Enhancement Proeram i Dear Stan: Y,j I Thank you for requesting a proposal from our firm for engineering services on Weller Curve. We have been voluntarily worldng with the Independence Pass Foundation, and Colocado Department of Transportation for several years quandfying improvements to Highway 82 east ; of Aspen to Independence Pass. We have completed a survey specific to the WeIler Curve ; alignment, From this survey,we developed the Preliminary Plan which has brought this project I forward. :. , i i The Forest Service has provided input on our Preliminary Plan and,as a result, the amount of cut for the Weller Curve can be reduced; however,as this is now a CDOT project, design will ;., have co be consistent with CDOT standazds. Those standards wilt be based on a 25 mph design - speed, which was agreed to by CDOT in a meeting in Aspen November, 1991. Our initial cost es6mates,provided to the Independence Pass Foundation(IPF,have been based on the concept that work would be done under contract to the IPF. CDOT has indicated, under this scenario, minimum construction standards could be u6lized, as improvements were a gift ---- " to the state. It is our understanding this contract wi11 be administered by CDOT and work wilt be under state contract. This is a rigorous process and our prices must reflect the requirements ; of this process as will the contractor's prices. ' We have reviewed the project description as ouUiaed in thc Application For GDOT ' Enhancement Program Funding For 1993-4". Based on that descrip6on and my knowledge of the project, the following scope of work is ouflined: A. Survev-We have only surveyed the primary construction area of Weller Curve. As this is primarily a cut situation, some 3500 cubic yazds of material will need ' :;` to be disposed of. IPF and CDOT have agreed this material can be hauled to the '= ,, curve above the Grotto's. The material would become part of the materiai =. j,, required to realign the curve and build a climbing wall pazking lot. CDOT has requested a survey of this site prior to fill placement, therefore, we are inctuding it in the survey costs. `:; :, '.`: ' 1001 Grand Ave.,Suite 2•Glernvood Springs,Colorado•(303)945-1004 :.;',":'- , :. `.. ---_ _ _ _ _ _.__. _ . _.__-._ _. . ,. .. _. _. _ .. . .:. , , ..:..,. _ • - . . _; •. , \ _ . r ;._ , _- :.;; , .;;, s: -...! _ : . r ,.{ .A yjA,Y s -.'. .. . - ., ' f., il' :i s _:` -;+ ` ,,, . , -. . , st ` , e ' - ,' . f Ny k. _'.J.}. ' i fY.i... t.1^IiI i`!7' Y." t } ,M1 . ;? , , t' ..h .. .
