RECITAT,S �
? 1. In order to ensure orderly and efficient growth in the Aspen
� Metro Area of the County, to ensure that there are sufficient
public facilities to accommodate new growth and development, to
` ensure new growth and development is designed and constructed in
' such a way as to maintain the character and ambiance of the Area � • .
� an d to ensure t he a bi li ty to provi de suppor t services, inc lu ding
� employee housing for new development, the County in 1977 adopted

the Aspen/Pitkin County Growth Management Plan, Third DraEt �� . ,
(hereinafter "GMPP"), and the Growth Management Quota System -
(hereinafter "GMQS"), which was intended to implement certain of

' the recommendations of the GMPP. i

2. Since the adoption of the GMPP and GMQS, the County has ""-�
performed updates of the GMPP and its implementing regulations

through the publication of annua2 growth reports, several major ;��

5. The Aspen Area Community Plan includes a Growth Action Plan
� which recommends that the GMQS be amended.
- 6. The Board of County Commissioners has requested that the
Planning Department propose amendments to the GMQS as recommended
by the Aspen Area Community Plan for adoption by the Board of
; County Commissioners prior to the 1994 allocation of development

allotments. '
7. The Board of County Commissioners desires to notify all "
potential applicants for 1994 development allotments that it
intends to amend the GMQS and that 1994 development allotments ,.
.� shall be based and determined upon the GMQS as amended. -
j 8. The Board of County Commissioners desires to postpone the 1994 ;
_ .
competition for residential and tourist accommodations until such i `:I
`,.",i
time as the new regulations have been adopted. � ' -
