RECITALS

1. The General Assembly has found, determined and declared that
self--government by slection is more legitimate and better
accepted as voter participation increases; and
2. The Genera2 Assembly further found, determined and declared '��*.,
" that Mail Ballot Elections are cost efficient and have not '�`
resulted in increased fraud; and „�,�;.
� 3. By enactment of Article 7.5 of Title 1 of the Colorado Revised
Statutes, the General Assembly concZuded that it is • ,
appropriate to provide for Mail Ballot Elections under f
specified circumstances, and under the supervision of the
Secretary of State, subject to rules promulgated by the ;r�:;.
- Secretary of State; and ;;,j��`

4. Subsection (3) oP Article X, Section 20 of the Constitution
� of the State of Colorado permits the ballot issues of various
entities to he consolidated at specified e2ections, which
elections may also be conducted by mail ballot; and _
NOW THEREFORE BE IT RESOLVED by the Board of County
Commissioners oE Pitkin County, Colorado that: �

__�z The Board of County Commissioners requests that the November
2, 1993 election be conducted by mail ballot.
� � The Pitkin County Clerk and Recorder is the designated
� election official for said Mail Ballot Election, pursuant to
� C.R.S. 1-7.5-104(1). .

The elections of the various political subdivisions and
' special districts within the County which also occur on .,�
� November 2, 1993 shall be coordinated under the direction oP
the Pitkin County Clezk and Recorder and shall be included in
the mail ballot e2ection. '��

The Pitkin County Clerk and Recarder shall conduct said Mail '
Ballot Election under the supervision of the Secretary of � , 1
State, and according to rules promulgated by the Secretary of ��' `
