The Board of County Commissioners of Pitkin County '�'�7i`- (hereinafter 'Board") has reviewed a Special Review Use application ?7;::,: submitted by the Aspen Highlands Skiing Corporation and Gerald :'+r ' ; Hines (hereinafter "Applicant") for the replacement of four '' existing lifts (the Exhibition 2 chair, the Grand Prix poma, the ,= Cloud Nine chair and the Olympic chair) with two, new, detachable �.�� quad chairs, the new Exhibition 2 and the new Cloud Nine Express. �.:: ,.k',!"; 2. The Applicant has proposed, ahd has committed to, a two-phase . ' lift replacement program. Phase T of the program, to take place in 1993, will be limited to replacing the Cloud Nine and Olympic chair lifts with one lift, the olympic Express. Phase II will take <; " place in 1994 and will consist of replacing the Exhibition II lift and Grand Prix poma with a new Exhibition lift. The phasing program is intended to address concerns regarding increased traffic '�;!�7•,� volumes which may be generated by the proposed lift replacement '",>''' program, and will allow for the monitoring of impacts resultinq � from the lift replacements. 3. The project site is located on United States Forest lands and is zoned AF-1, which requires Special Review use approval for ski `` lifts. # ' 4. The Pitkin County Planning and Zoning Commission reviewed this --� application at their regular meeting of June 8, 1993, and recommended approval of the application subject to commitmentstnade i, by the applicant; with the additional recommendation that the ° applicant be granted a height variance for lift towers. .�\ * -'� 5. The Board reviewed the Applicant's request at a regularly . scheduled public hearing on July 13, 1993, at which time testimony and evidence was presented by staff, the applicant and the public. " 6.
