review all design projects associated with the Basalt to Buttermilk

� Dear Ralph,
� This letter is in response to your December 17 letter
regarding the Wingo Bridge replacement.
The Colorado Department of Transportation has represented in � ',.,�w�
previous discussions that the four laning of Highway 82 in the ,,•
vicinity of the Wingo Junction bridge will be one of the last "
sections completed because of the complexity of the design. The -
Board objects to the proposed CDOT design of the Wingo Junction
bridge replacement and proposes that a two bridge design would be
safer. The Board recommends that the up-valley bridge be ��'
constructed in the summer of 1994 to accommodate two way traffic
and leave the existing bridge to accommodate pedestrians, ��
bicyclists, and parking for river access. Pitkin County is
committed to working cooperatively with cDOT and is willing to
utilize County use tax funds to extend the Wingo bridge project
- paving to the Lazy Glen intersection with the addition of a turn �
lane.
The Board feels that its recommendation would result in the .
�,� greatest safety improvement for motorists, pedestrians, and
bicyclists. Additionally, it would result in cost savings for
CDOT. It will also result in a structure with less river coveraqe,
and would be less visually obtrusive. Finally, the recommendation ;'
allows CDOT and the County plenty of time to resolve the issue of r�
the transit "envelope" on Highway 82, and this desiqn could be �h'°` ;..,
incorporated into the old Wingo Junctian bridqe replacement at a -�} :�;;;-;
future date. We wish to emphasize that it is not the intention of �•:` �
the Board to delay the scheduled project. j

The Board also objects to your statement that the Wingo s�!�•
Junction bridqe replacement was included in the Basalt to ':�.,'�j .
Buttermilk FEIS and that Pitkin County failed to address the design
