The source of PM-lo is re-entrained dust, �;�'.�;,_, primarily caused by automobiles travelfng on muddy and sanded roads. The EPA has mandated that Aspen implement a pZan to reduce . vehicle miles traveled in the non-attainment area by 24$. The plan >y��� must be implemented by pecember 12, 1993 and the City of Aspen must �'�"� attain acceptable air quality standards by December 12, 1994. �;^� � The City of Aspen has developed a PM-10/VMT reduction plan �• � which has as its two key components a pafd parking element and a �;'�•'�„ ' mass transit element. Prior to December 1993, the City plans to ,:��; ` � impose feas for parking in the commercial coze. Additionally, a residentia2 parking permit program will be instated. .t: ' It is believed that a $1 per hour commerciaZ parking fee and a $6 per day residential parking fee will create a signifiaant F�' . financial disincentive for people now commutfng primarily in single occupant vehicles (SOV's). The dramatic impact of recent changes in bus fares on ridership indicates that commuters are extremely ;;;.� price sensitive. � ';��, j A projection of paid parking impacts on transit de�aand ! developed by transportation consultants, Leigh, Scott & Cleary. ? estimated ridership on commuter routes will increase by 77$, or j roughly 2,700 additiona2 passengers per day. Vehicle mileage and :� hours of service for the commuter routes is projected to increase + by nearly lo0t. � The plan envisions adding three buses to serve the Glenwood - Springs/Aspen Route� two buses to serve the Snowmass Village/ASpen � route, and three buses to provide shuttZe service to/from an i� intercept lot located outside of Aspen. ' � application for 15 transit buses that they submitted to the FTA. ',,�:: ` � The total grant amount of that application is about $1,136.550, and ;�'s�,� � required a $1,136,550 local match. And in August of 1992, a bond ?�+` s issue was passed for that local match, and was approved by the �'�' ; voters by about a 2 to 1 margin. However, it turned out, that not all of the Section 3 funding that was available for bus purchases �u� from the FTA was earmarked by Congress so they could not compete - for or receive it in 1993 because it was not available. There may f.°. � be a possibility of getting some funding from President Clinton's economic stimulus package if passed, and the Pitkin County f application is positioned well to receive funding. The package is � designed for "ready to go" projects, and the Pitkin County Sus � Grant Applicatzon is ready to go. He said what they are asking for i today, is for BOCC approval of an additional grant application for � another eight buses so they can hopefully take advantage of the y::�*?' stimulus funding for "ready to go" projects. Also, in order to get c'� . - the project alonq, the FTA has reduaed the local match share from a 30 percent match down to a 20 percent match, and therefore, the total amount passed in the bond election last August of $1,136.50 was sufficient to match not only the first bus grant application � i of 15 buses, but also a new application for eight. ` �jBlankenship summarized that what he is asking the Commissioners to �. � do, is approve the second grant application for eight busses, with �t � no additional local match required. It looks as if these buses � will be necessary because if the City�s paid parking is implemented � it will call for an additional eight to ten buses above those `� � currently in the RFTA fleet.
