This Aqreement shall be under the followinq terms and conditions; � '

WBSRSAB, the County and the ACRA desire to psovide for ,
informational and other ��Guest Servicesn to tourists and air �.��,,
travelers to the Aspen and Snowmass area arriving through the
Aspen/Pitkin County (Sardy Field) Airport during the 1993-94 ski

parties provided that the Snowmass Resort Association and the Aspen "';�4
Ski Company each contribute revenue as provided for in Exhibit "C";

j T8$ COVNTY�S OBLIGATIONB ARE AS FOLLOWS: �

1. To provide the ACRA access to an information desk in the
. arrivals/baggage claim area of the oommercial terminal
� (attached as Exhibit °A"), and all informational and �
directional signs, which in the sole discretion of the
j Director of Aviation may be necessary therefore, inside and
t ontside the commercial terminal building;
r 2. To provide a public address and paging system with access �
, � throughout the terminal building, and a telephone system with �
three (3) dedicated lines; �;
�
, � 3. To provide four {4) hand-held transceiver radio sets and �i
; charqer units, with one (ij dedicated Airport frequency and `
�•, � one (1) County contaet frequency; �
4. To allow the ACRA employees provided far in this Agreement �; �
non-exclusive use of all public facilities located at the �
terminal;
' � 5. To provide at least one (ly person from the County who shaZl �'
� act as the County's authorized representative ("point-of- �

7. To provide training and instruction for all ACRA Guest
Services employees including: airport rules and regulations,

applicable airport practices and standard operatinq

� d. To be observant for those persons who may require medical �``��,
assistance and to oall for appropriate medical assistance
� either at that person's request, or as a result of an
obvious medical emergency;
i e. To provide wheel chair and/or "hands-on'� assistance to
i departing and/or arriving handicapped or disabled
� passengers when necessary;
If. To the greatest extent possible, utilize the courtesy
phone system for the purpose of expediting passenger
, �� transportation to their lodge/accommodations;

g. To provide assistance to airport maintenance staff in
keeping the terminal building cZear of paper and other
debris:
h. To receive and record aIl traveler complaints. All such �
complaints received shall be forwarded to the Office of
the Director of Aviatfon and the President of the ACRA on
��� forms provided by the Director of Aviation.
� i. To receive, record, and positively account for all "lost '
� and found° items turned in to ACRA and/or found in and
E around the commercial terminal building. All "lost and
� found" items shall be surrendered as soon as practicable
__ ;-� to the Office of the Director of Aviation.
2. To provide minimum standards of employee performance� ACRA
"� employees shall:

� all job aspects while engaged in Guest Servioes ,
� activities under this Agreement;
� b. No� engage in any manner in disputes or conflicts with
airport travelers, the general public, building tenants,
' or other commeraial vendors;

Uniforms shall be selected in coordination with, an@ �
input from, the Director of Aviation. ACRA emp2oyees
shall be required to dress in the issued uniforms during `� `

tperiods identified for employee "breaks", and only when '�' '
� approved by ACRA supervisory staff; �

-f g. Be required to maintain the security of the airport -
manager's office when being used by ACRA employees, and
to be required to exercise ordinary and courteous
cleanliness habits associated with said use.
3. To grovide no less than ten {10) total employees for the
Airport Guest Services proqram. To provide no less than one
(ij trained supervisory employee per eight (8) hour shift.

� Supervisory employees shall be responsible for supervising the ''� .
; work and performance of all ACRA employees during eaclz
i respective shift. Minimum staffing levels per eight (8} hour
f shift are attached hereto as Exhibit "B", and made a part
hereof.
; 4. To provide at least one (i) person from the ACRA who shall act 4
' as the ACRA�s authorized re resentative " oint of contact" �

; responsible for carrying-out all ACRA obligations set forth
within this Aqreement. The ACRA's representative will commit
--� the necessary haurs per week to work related to the Airport
� Guest Services program as set forth within this Agreement.
` 5. To provide training and instruction for all ACRA Guest Service
t� employees including: Guest Service`s personnel policies and .
i regulations and basic airline aperating procedures.
� Confirmation of such training shall be provided in writing to
the Direator of Aviation.

6. The ACRA's representative shall submit a written status report 'r,�

13, The following expense items shaZl be considered
"administrative overhead" and shall not exceed the "flat rate"
of 18� of the total budget, ( 5 090}, which will cover a12
i administrative costs associated with the program. Any �
� administrative or Noverhead" costs which exceed the agreed 4.;
upon flat rate shall require the approval of the Director oF
Aviation.

be required to report any violation of airport regulations, or �ii'�

19. All ACRA employees shall be subjeat to a five (5j year
• security background investigation by the County. All employee
information shall be held confidential by the County. The
� County reserves the right to reject any ACRA employee based
� upon the findings of a security investiqation.

If either party to this contract fai2s to perPorm nnder the
provisions set forth herein, the other party may submit written
� notice of noncompliance. If such noncompliance is not remediad
with ten (10) calendar days, written notice of Agreement :
�f cancellation shall be mailed, return receipt requested, and the ' '�
I Agreement canceled ten (10) days after the date of receipt.
