The purpose of the East Aspen Metropolitan � - Bistrict ereinafter referred to as the "District") is to �` " provide a legal entity through which efforts may be concentrated �� to control the presence of mosquitos and provide for the safety �,.._, _� protection for people in the East Aspen area during the spring ,� and early sununer. '.r 1. Monitor and Evaluate Alternative Mos uito Control �` Measure Propose Activities. T e District wi monitor a terna- tive mosquito control methods as such methods are introduced and ;� evaluate whether such methods wouid be appropriate in the East Aspen area. �:- !;` �� -�.� 2, Mapping of Mosquito Sources, The District wi.11 'G:';� locate and permanently map (through field and air techniques) �r- all significant proximal mosquito sources for field references �:;, and effective coordination of control procedures. ���v� � :.,�,<, 3. Field Surveillance. Throughout the spring and summer, field personnel will c.ollect samples of various mosquito larvae. Such larvae will be taxonomically identified to deter- ' X= mine the species of mosquitos present. Such col2ection and identificatior, is necess� to enable prediction of the rel.ative =��`• behavior of the mosquitos, the fecundity of such mosquitos, and ='"`� the most effective methods of treatment. .:,:y.; t,� Field surveillance will also be conducted to measure the severity of the mosguito problem. Such severity is measured >'� by field biting counts and by light trap collection methods. '.RY _ 4. Record Compilation. The District will compile the " statistical results of the adult and larvaZ mosquito biosurvey. "'Yv�=' The survey will be used to measure the success of the control r,'jHy, methods that are implemented. The survey will ultimately aid in .� the future c,etermination of the methods to be used, the budget of the District, and the number of personnel to be employed. 5. Immediate Pro osal for Summer 1989. For the _ spring/summer o 1989, t e District wil utilize a bacillus treatment to cnntrol the mosquitos. Such bacillus treatment has been used by private interests in the East Aspen area for the �_' " - last 5 years and has proven to be relatively successful. ';,;�� _ _,� , ``� _ Specifically, the bacillus (Bacillus Thuringiensis - ` �;; Israelensis--BTI) is applied to various water sites where large �`;• �_.�;.� conc.entrations of mosquito larvae have been located. Applica- tion is timed to coincide to the third instar phase o£ growth of the mosquito larvae. There are two major hatches every year, one in June, the second in July. A technical bulletin setting r forth information about bacillus is attached to this Service Plan as Exhibit A. Thomas S. Dunlop of the Aspen/Pitkin County �;, ._: Environmental Health Department has surveyed numerous author- � ities in the mosquito control area and has found the use of BTI � to be harmless to the environment. All landowners where appli- !: . i,' ''-� cation is made have consented to treatment over the year and ;;s.; - :�_� have ongoing consent so long as treatment is not changed. �.; As a secondary or backup control method, the District will apply a larvicidal or pupacidal oil for control .of lo- � calized populations of larvae or pupae.-`Such application will �`°� be used in locations where the bacill.us has either not been applied or has been ineffectual in its application. t::': :T• _ �':•, �: 6. The proliferation of mosquitos in the East Aspen area has been a chronic h�'.; `" � ` p`ro5lein and�a substantial concern among residents of .'� the ro osed District. The p p presence of the slow '.ti;=� moving or standing water in the proposed District area _, � provides an ideal breeding place for mosquitos. The v;•._� mosquito problem will not contzol itself and will in all likelihood become worse if not addressed on an _ `24%� annual basis. Due to the introduction into the United States of certain disease carrying mosquitos, the �`,?�n;' control of mosquito populations has become a serious national concern. Documented medical cases of dis- '�-�> eases such as various forms of Encephalitis isleeping [��e sickness) in humans, horses and birds and canine ''��� heartworm have been associated with mosquitos in the Roaring Fork Valley. The proliferation of mosquitos in the East Aspen area has only been a nuisance i � ---- problem over the past years. However, with increased ;�� numbers of mosguitos, if no controls are implemented, :=�?� the risk also increases that a disease mechanism may enter the mosquito population as a natural occurrence. :,.:::� Possible transmission of such diseases to humans ��� should not be overlooked as a justification for the x � District formation to allow for competent, routine control measures. Certain foundations studying the { AIDS virus have expressed concern about the possible transmission of the disease from mosquito population. � �.: 13.2 The existing service in the proposed - District area is inadequate or� present and ��re ,,.; needs. The services of the proposed District are <': currently being provided by di£ferent volunteer � individuals on a year-by-year basis. As a result of a �` laek of continuity and dzversity of degree of commit- �.;�,�s' ment, effective mosquito control has not always been '�" ' , achieved. The proposed District will provide a �,'.
