ADOPTING AN ECOLOGICAL

' issues have banded together to develop and endorse an Ecological

WHEREAS; that EcoLogical Bi12 of Rights is genei}ally

WHEREAS; the Policies Section oP the Pitkin County Land Use
7 Code is currently undergoing revision, offerring an opportunity

Over the tast few years we have witnessed a resurgence of enviror�metal concern from
thousands of unaffiliated individuals. This is evidenced by letters to the editor, growth of '
memberships in enviranmentaliy-oriented organizations,and community activism and concern. 4;�'"
Aspen has, most recently, baen the locailon for conferences on environmental issues on both a �,;;? -
local and global level: Wlndstar, Rocky Mountain Institute, the Aspen Institute, and the -
Andersun Ranch have all held conferences over the past year.
Early last summer, a group of local residents representing the organizations listed ''�`�
beiow, decided that they must articulate these concerns about the continutng threats to the �''� `—,�
,:� environment of Aspen and Pitkin County. Meetings were held by these individuels several times
t throUghout the summer. Out of these meetings came the"ECOLOGICAL BILL OF RIGHTS",which
� we are now presenting to the Aspen City Councll and the Board of Pitkin County Commfssioners.
,.^� These ten items will be easy to endorse in concept, but we lntend this as only the
%�;,� beginnirtg. To be meaningful,this'8lLL OF RlGHTS"should be the pollcy basis for every decison �
made in Aspen and Pitkin Cuunty by our governmentai officials. Representatives of thesa groups '
`' ;,-s:,� want to work with the City Council and the County Commissioners towards speciflc regufaftons �';. •
!n the revfsed Landuse Code in order to implement these goals. �,

�' As representatives of groups concerned with environmentai issues, we obviously feei
that protection of the natural resources ot this valley should be our governments'mosi pressing
��� concern, Howavar,from strictly an economic approach, the natural amenities of this valley
offered to the tourist fs a major force fueling this economy. Therefore,it is in tne best lnterest
�`� of all to recognize that the protection and preservation of the environment should be the number
�� one prlortty, We know that many ot these items are included in the Landuse Code,but we want to
wark towards strangthening the regulations as they relate to the"BlLL OF RIGHTS".

�2 their he)p to the City Council and County Commissioners when needed.
