� The ob�ective is to provide for the timely� effe�tive
7 corttrol ar+d extinguishment of all wildfires occurring on State�
s County� private and BLM lands witfiin Pitkin County as defined in ;{, {
`� Section III of this agreement.

� SCOPE
{ The Scope of this dacument shall apply only to wildfires
i occurring on Stateti County, private or HLM lands within Pitkin
� County.
WHEREAS, the BLM has statutory responsi6ility for suppres-
sing wildfires which occur within BLM jurisdictional boundaries '�,
within Pitkin County or threatening same in,accordance with
current district management plans. i

performance of his fire suppression duties, including calling
fire departments out af their respective fire protection dis-

IV. MUTUAL ASSI5TANCE '
4.1 The Fitkin County Sheritf will, under the terms af this '•t'�}' '
agreement and at no cost to the BLM during the initial burning
period have the responsibility for ensuring that initial attack ^�.��•".�"`
on wildfire in�idents is performed either directly or through his
� cooperators as requested by the BLM on all BLM lands within � '-4'"'�

Pitki� County zs identified on the attached map. ; � ,
4.2 The initial attack respo�sibilities of the Sheriff for
� wildfires occ�srrinq on BLM lands in Fitkin Coun£y will terminate `
' upon the arrival 04 ELM forces at the incident. If the PLM wants
{ to utilize the Sheriff"s ar his cooperators' forces for control �'fi,�'„-' ,
� efforts on the incident atter the arrival nf bLM forces nn the .j.;;
� incicient, the SF+eriff may request reimbursement from the 6LM at �=�
� the predetermined manpower and equipment rate listed in Annex "A" t` ' `

• 5.2 It is mutually understood by both parties that any per-
sonnel who are furnished will operate as far as possible under
their own supervisors� and any equipment furnished will ordinari-
, ly be operated by personnel of the agency providing the equipment
� 5.3 In the event that BLM air resources are used on fires,
� suppression forces should adhere to all HLM aviation regulations.

' 5.4 For fires occurring on RLM lands within Pitkin County,
ithe BLM may assume command upon arrival of their forces on the '�''v�'�"' '

� VI. RESPONSE AND REASSIGNMENT

j6.1 The response obligations of both parties hereto shall
remain sub�ect at all times to all current procedures� rules, '
� regulations and statutory responsibilities of the respective
, parties. i

.± 6.2 It is mutually understood thzt each party will respond ���'�
;:� to incidents in Pitkin County under the terms of £his agreement
`•� only where �nd when in the mutual opinion of both parties it is
�,� deemed reasonables necessary, appropriate and feasible. �
y6.3 It is mutually canderstood that at any time� specifical- _
,� ly including the initial period of any incident the assisting �
party may in its sole discretion call or reassign its resources
from that incident provided that the requesting perty is notified ,
'�: of any impending change in as timely a manner as possible and
that in doing so the assisting party does not thereby immediately
� jeopardize life or property unless necessary to prevent tfie lass
of life or property within the assisting agency"s jurisdiction.

:{ VII. PROCUREMENT PROCEDURES � �;'

7.1 Only the 5heri�# or in his absence the Undersheriff or
+;� in the absence of both, a Sheriff's Department Patrol Director
are authorized to request the use of PLM resources under the i
'�1 terms of this agreeme�t. That request shall be made to the 8LM at

' VIII.OPERATING PROCEDURES FOR THE INITIAL PERIOD
8.1 Notification and Dispatch
' A. Pitkin County Sheriff is dispatched through Pitkin
: County Com6ined Communicatians Center (PCCCC).
t BLM dispatchers receiving reports of �ires within
� Pitkir County will relay reports to the PCCCC. The „ _
FCCCC wiYl ensure the notification and/or dispatch � :
04 appropriate resources and may serve as coor- �����:;',
E dinating center for relay of fire information back ; �' ��`-"��
� to the E+LM. Fitkin County 5heriff will relay to ' �;.�2;;���;'
i the BLM all required in#ormation and reports for � '�,a�:.,.
; fires occurring within Pitkin Caunty that are on ',";;�
� PLM lands. ' '
� 3. BLM forces are dispatched by the BLM fire dispatch s.. ..
center. PCCCC dispatchers re�eiving reports of
fires within Pitkin County on BLM lands will relay �,
reports to the BLM nispatch center. The bLM �v�
� dispatch center will dispatch appropriate resour- �. �
" ces and may serve as coordinating center for relay �
� of fire information back to the PCCCC. ;:��`'

IX. MUTUAL RE5PONSIBILITIE5
9.1 Each party shall remain solely responsible at all times

resources that it provides tq the other party 4or the duration of

� 9.4 Each party shall maintain all necessary insuran�e on
any of its eguipment, vehicles and other physical facilities

. � releases any claim to which it might otherwise be entitled as a
result of damage to its property or in�ury to its person�el

operate as much as possible under the Incident Command System

I. PURPQSE:
The purpose of this plan is to set forth the means of
implementing the Forest Fire Cohtrol Agreement, exe�uted by
the cooperating agencies on Januery third, 1989. .

effective April 1. 1989, the fol]owing Administratively _
