HomeMy WebLinkAboutbocc.res.013.1990c= • , I �a oi-� �, 13 RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO GRANTING GENERAL SUBMISSION APPROVAL OF THE MEADOWRIDGE SUBDIVISION EMPLOYEE HOUSING DEVELOPMENT AND REZONING Resolution No. 90-/3_ WHEREAS, Aspen/Pitkin Housing Authority, hereinafter "Applicant" has applied to the Board of County Commissioners of s Pitkin County, hereinafter "Board", for approval of General Submission including GMQS Exemption and PUD/Subdivision and ` r`. Rezoning for single-family residences pursuant to Article 2, 3, and 5 of the Land Use Code; and WHEREAS, the property is approximately 6.5 acres, zoned AF -1 } with access off of Doolittle Road, the parcel is located south of Aspen Valley Hospital west of Castle Ridge development and east of Meadowood Subdivision, more specifically described in Exhibit ` "A"; and WHEREAS, the Applicant proposes to rezone from AF -1 to an interim zone of approximately 3 acres of R-6 zone and approximately 3.5 acres of AR -2 zone to a final zone of Permanent Moderate Housing (PMH) zone; and WHEREAS, the Applicant proposes the interim zone so that they may secure tax-exempt mortgage revenue bond financing for the construction of the proposed development; and WHEREAS, the Applicant proposes to construct 13 single- family detached homes on individual lots and 12 townhouses and;,=? all associated infrastructure; and Recorded at...L-o'do6- Ir Reception ft — SilV1A DAVIS PITKIN COUNTY RECORDER ;1 llAlj I IV �3 SLIS Resolution No. 90 -1 -3 - Page 2 WHEREAS, the Planning and Zoning Commission, hereinafter "Commission", reviewed the application at their regularly scheduled meeting on January 9, 1990 and recommends to the Board of County Commissioners approval with conditions; and WHEREAS, the Board reviewed this application at a duly noticed public hearing on January 23, 1990, at which time evidence and testimony were presented with respect to this application. NOW, THEREFORE, BE IT RESOLVED by the Board that it does hereby grant General Submission approval of the Meadowridge Subdivision Employee Housing Development and Rezoning subject to the following conditions: 1. At Detailed Submission the Applicant shall confirm with a letter from Aspen Water Department, Aspen Consolidated Sanitation District and Aspen Fire Protection District that the proposed development can be adequately serviced. 2. Prior to BOCC submission the Applicant shall provide a drawing showing existing development adjacent to the site and showing the proposed development at total buildout. 3. At Detailed submission the Applicant shall provide a landscape plan that includes information on development and maintenance of the cul-de-sac island and open space buffers. 9. Pedestrian way: a. At Detailed Submission the Applicant shall show on the site plan walkways adjacent to the interior roadway; b. V Resolution No. 90 -L3 - Page 3 C. The Applicant shall develop the walkways adjacent to the interior roadway and trail ways along with maintaining them. 5. Roads: At Detailed Submission the following shall be addressed: a. The Applicant shall harden the internal driving surface with asphalt or chip and seal; y- 3' b. The Applicant shall provide the County Engineer with a drainage plan for the entrance to Doolittle F Road; C. The Applicant shall meet with the County Engineer to determine their fair share for road improvement E to the intersection of Castle Creek and Doolittle # Road as well as Castle Creek and State Highway 82. .•�s�r fJi 6. The Applicant shall work with Aspen Airport on a ' - �., perpetual avigation easement agreement and complete y; form 7560-1 "Notice of Proposed Construction or Alteration" and return it to the Aspen Airport Department prior to approval of final plat. 7. The Applicant shall initiate discussions with RFTA to determine how the development can best be served by mass transit. 4i S. Prior to BOCC review the applicant shall work with the '. Social Services Department to determine if a day care center is warranted by the proposed new development. #a� 9. No further development shall occur in the proposed PMH zone with the exception of a possible day care center. 10. All utilities shall be undergrounded and be located not F=�1 to disturb existing vegetation, if possible. 11. Deed restrictions and a zoning agreement shall meet the BOCC and Housing Authority approval and be filed prior to issuance of a foundation permit. f ar 12. Dogs shall only be allowed for the single-family residences and shall be kenneled or leashed. # r %1 13. At Detailed Submission the Applicant shall submit a plat (in addition to all other detailed submission e� platting requirement) which includes: ±=` a. The Applicant shall work with Aspen valley Hospital and . provide at Detailed Submission and show on their site plan a buffer that will help in reducing the noise, 1 visual impact and provide a safe barrier between both':' properties. 15. The applicant shall provide at Detailed Submission a site plan that shows exterior living areas of one third -r' the total floor area for each townhouse.
