While a Woody Creek Caucus was formed and approved by the Soard in 1975, the records relating to the approvaZ, ': ;` :-=:1 including bylaws and evidence of geographiaal boundaries, cannot '- � be located. �: = ��.��� 2. The residents of the Woody Creek area wish to re- ,_��.� ,..:,�; organize and establish a new Woody Creek Caucus as provided in _ .,�� Article IV of the Pitkin County Home Rule Charter, in order to a: provide information and opinions to the Board on matters '�"'y affecting the Woody Creek area. j i � , 3. A meeting was called within the proposed Woody Creek � , Caucus area, which was held on Wednesday, April 18, 1990 at the ��" Aspen Community School, Woody Creek, Colorado. Notice of the ;:;''� date time , , , place, and purpose of the meeting was provided to the � y:� residents and non-resident property owners within the proposed , caucus area by publication in the Dailv Times on April llth and .:;:�.� April 16th, 1990. .:> .i i' �• � 4. At the initial meeting a majority of the qualified electors and non-resident real property owners in attendance ;;;,w;� voted to approve the formation of the caucus. <�'=� 5. At the initial meeting the voters approved the By-Laws ;';sy of The Woody Creek Caucus, attached hereto. ��;� 6. ' BY-LAWS OF THE WOODY CREEK CAUCUS i . FUNCTION :.� , The Woody Creek Caucus shall have a recommendatory function for all '� , matters directly affecting the caucus area, and shall permit its members to report minority views, as well as majority views, and division of votes with any such recommendation. Further the caucus shall have a recommendatory function for all planning mafEers affecting the caucus area, as well as other ` County matters affecting the caucus area including, but not limited to, budgetary and work program matters. 't ' .; CAUCUS AREA r, _ ' The boundaries of the Woody Creek Caucus shall be as follows: Highway 82 from the intersection of Smith Way and Highway 82 to the Old Snowmass Bridge, over the bridge and along Lower River Road and straight up the mountain to the ridge, then Southeast along that ridge back up-valley, encompassing a21 Lower River Road, Phillips Trailer Court, tower Woody � Creek, Little Woody Creek, up past the Community School, with a spur encompassing the Lenado Valley as far as Lenado, and then in a straight line back west to Highway $2, on the south side of Jaffee's property, passing through a point on top of Jaffee Hill. (map attached) M$MBEIZSHIP '� ,; The membership of the Woody Creek Caucus shall consist of all the qualified . :; electors who reside in the caucus area,together with the non-resident owners of real property within the caucus area. a VOTING Each caucus member shall have one (1) vote on all matters appropriate for d� . ' , caucus voting. Voting on any other basis may be conducted on special �+� matters for informarion purposes only,and must be clearly identified as such. '� All votes must be cast in person or by proxy/absentee bailot qualified under . ' proxy/absentee ballot rules to be adopted from rime to time. MEETINGS � Meetings shall be held as necessary and Robert's Rules of Order shall govern ; :,�' � :<fc-. _ the conduct of all meetings. EXECUTIVE COMMITTEE . There shall be an Executive Committee consisting of a Moderator (or co- moderators}, and five (5) representatives from the caucus area. If possible, each member of the Executive Committee shall be a representative from one � of the following areas: Lenado, Woody Creek Trailer Park, Twining Flats, Woody Creek and the area northwest of Woody Creek along River Road including Lower River Road. The Moderator and members oF the Executive - Committee shall be elected at a meeting of the Caucus and shall serve for a term of one year. Members may be elected to an indefinite number of fierms. The job of the Moderator(or co-moderators)shall be to set agendas,schedule �� and run Caucus mee6ngs. In addition the Moderator(or co-moderators)shall �'' act as the spokesman for the caucus unless the Moderator appoints another � , person to act as spokesman for a specific issue or issues. The job of the � : Executive Committee shall be to help organize meetings, and to act as representatives of the above-mentioned areas of the Caucus to promote a '� direct communication network within the Caucus boundaries.
