- COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO,
RECOGNIZING THE SMUGGLER CAUCUS -

1. Article IV of the Pitkin County Home Rule Charter � .�,r

COMMISSIONERS OF PITKIN COUNTY, COLORADO:
That the Smuggler Caucus is officially recognized by Pitkin �`, � �}�
County, that the boundaries of the Caucus shall be as outlined in
• the Caucus By-Laws as attached.

The Smuggler Mountain EPA Superfund Site Caucus, here in `'

after referred to as SMEPASS, shall have a recommendatory : "

� Each caucus member shall have one (1) vote on all matters
`.i appropriate for caucus voting. Voting on any other basis
may be conducted on special matters for information purposes

, under proxy/absentee ballot rules to be adopted from time to

There shall be an Executive Committee consisting of a
Moderator (or co-moderators), elected from and by seven (7) '� �
representatives from the caucus area. If possible each �`..
member of the Executive Committee shall be a representative �'-:,,,
of the folZowing areas and/or orqanizations: Hunter Creek
Homeowners Association, Centennial Homeowners Association,
i Smuggler Run Homeowners Association, Smugg2er Mobile Home ` �
Park Association, and three (3) members at large from the
remaining Homeowners. The Moderator and members of the t�"'
{ Executive Committee shall be elected at a meeting of the � '
._;��:� Caucus and shall serve for a term of one year. Members may �"""''.
, Be elected to an indefinite number oF terms. The job of the
t Moderatoz (or co-moderators) shall be to set agendas,
- ..� schedule and run Caucus meetings. Zn addition the Moderator
::') (or co-moderators) shall act as the spokesperson for a ;;„��
specific issue or issues. Th� job of the Executive �
; '�,� Committee shall be to help orqanize meetings, _and to act as � �
:��r_,.•�,; representatives of the above-mentioned areas of the Caucus
� to promote a direct communication network within the Caucus �:' �
. ;:;..;� boundaries. The Executive Committee shall appoint from
• <F:�:i within its membership a Secretary and Treasurer whose job '�S
•• � shall be as the titles imply.
