A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS, PITKIN COUNTY,
COLORADO, IN SUPPORT OF CONTRACT POLICZES WITHRESPECT TO THE
PROVISION OF SKIER BUS SERVICE BY THE BOARD OF DIRECTORS OF THE ,
ROARING FORK TRANSIT AGENCY � �.

WHEREAS, the Roaring Fork Transit Agency Board of Directors ,
i (RFTA) has unanimously recommended to the City of Aspen and
j Pitkin County, and the ToWn of Snowmass Village that each of said •
bodies endorse as policy the following objectives which RFTA �
't shall accomplish in RFTA/Aspen Skiing Company Skier Bus Service [
'- ` Contracts. "'-
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY ;
�:,:';� COMMISSIONERS, PITRIN COUNTY, COIARADO, THAT THEY ENDORSE AS
POLICY THE FOLLOWING OBJECTIVES:
- ��?:•'t�3 1. No fares shall be charged to riders for skier buses.

'� `.'-�"''�'"� 2. There shall be no direat public cash subsidies to the actual ��
,��`.t� cost of oapital utilization or operating expenditures, which
- aost shall be paid by Aspen Skiing Company.
• :i 3. Such contract shall provide to RFTA sufficient capital !
funding to permit the recently purchased ten (10� bus fleet 4
..�:>;� to be augmented by ten (10) to fifteen (15) new buses (as of
:;'''� skier bus service, and to satisfy Town of Snowmass Village
,L- - traffic and air quality enforcement policies which caused
d discontinuance of RFTA's use of inefficient, slow, ,
,::��'� inappropriate and worn out vehicles.
�'� �? 4. If RFTA and Aspen Skiing Company are unable to execute a
,., ,a five year contract satisfying the foregoing requirements on
,;=;� or before June 1, 1990, the Aspen Skiing Company is hereby
advised that RFTA will not provide skier bus services for
'�'' the 1990-1991 season, so as not to mislead the Aspen Skiinq
'.':�� Company into failing to make other skier bus arrangements
�'<'� with other providers for said season.

� 5. if Aspen Skiing Company fails to provide skier service which
� x�,:�,� is equal to or better than that provided through RFTA under
,F�.� prior Aspen Skiing Company contracts, RFTA shall not be "'�
- �;.� eupected to indirectly mitigate any negative consequences, �
- ,.��� by significantly increasing other fare service between ;` '�;
-� Snowmass and Aspen, or otherwise. �
6. While we hope that the contract along the above lines is �
executed before June 1, 1990, if such does not occur, the �, y;,;
?�.':� parties will thereafter appoint a joint task force for the '; �'�

quality and other regulations and continue to prohibit
