� commencement of any activity requiring permits. }

- ' 2. The applicant shall grant an easement to the County for

- acre ranch. There is an existing .well (Permit No. 145958} on the 39 acre •
. ,;� prapased lot. Individual wells are proposed on the four smal.l lots.

;=�;:,� The only time this office can consider recommending approval of
F^;~';x� subdivisions proposing additional exempt wells in an aquifer tributary to an r'
�.:; ;, over-appropriated stream is whea: (1) only one additional well would be
_..,;i required for in-house-use-only, (2) there has not been a prior subdivision or '

,. >,i exem tio� associated witfi the ro ert since Ma 31, 1972, and
=��'�;;::;� • no conditions on any existing well permits prohibiting the praposed additional

;:`�:� The water supply information prepared by Schmueser & Associates �in this

The tesults are favarable in that I find very little in the way.of

.�� % The parcel lies between the Roaring Fork River and the steep hillside �
`�":::' � to the south and runs approximately fran the railroad bridge at Wingo
. ' ' "�"`�`� Junction westerly �� an area just east of the Watexman Ranch buildings.

- • •;,,t4. This is, of course along the south side of the Roaring Eork River in
-_'` ;, ' Pitkin County, Colorado. near the Town of Hasalt. !
� The topography of the building envelope consists of two flat benches
� :.'"t ' which are in either Fasture or tssyfields. The building envelope is
deEined on the south by the railroad tracks and rn the north by a large
-"';:1 ircigation ditch. There is a steep transition slope between the two
�'`='� pareels which is oak covered and there is also a raised area in the
`! 1 lower field referred to as an "islend° where irrigation water caru�ot ,
� reach. This is also brush mvexed. �
::�.� , ..
t •y-� � The geology of the site oonsists of surficial deposits laid down by � •
previous levels of the Roaring �ork River resulting in two terraces.
- These mnsist of silts, sands and some cobbles in a rather poorly
� � � sorted, yet layered geometsy. The upper terrace probably has had sca:e
� �j influence from the hillside�to the south and may interfinger with �
�.,.,,,� colluvial deposits washed off this hillside. The imderlying bedmck
� � was difficult tn detecmine because outcrops were seen both east and _
� { 1 west of the parcel but not actually within the building envelope. At .
y`k:.] � the east end near the railroad bridge tfiar? is a rather signficiant ;
:'�: ,i � outcrop af red siltstone and sha2y material which is probably the ,
' `:� 1Yiassic age Chinle Forniation. Near the other end of the pcoperty up ' ,.!'
a;!::=',�'� , against the steep hillside was a buff colored sandstone dipping � �,
"�= ,:4j appmximately 30° Go the south which may been the Dakota Sandstone. At
.:� any rate, the bedrock is probably well belai the surficial deposits and �
_� , should l�ve no impact at all on the developrtient of•a single family
dwelling rn this property. Although there is faulting recognized ir
.�.� this vicinity east oE B�salt, it is not clear where the faulting
:) ' actually lies beneath the surficial material and, in any case, since ,� ',
there has heen no recorded movement along these faults in recorde3 i ��'�

My recannendations are only that any proposed single family dwelling be

I ' development and sloughing ran sanetimes accompany wer-irrigation along
steep slopes such as the one discussed. It is necessazy to have soils �•-� `••
� 1 studies perfocmed pcior to foimdation design, especially in view of the
� ; � irrigatim practices on the site. The large irrigatirn ditch is on the
topographically lower end of the parcel and should not adversely affect ,
. � any proposed development. The site is well above the 100 year ,'
floodplain although acoess to the site may cross a portion of the 100 i' �
� - year floodplain along its route. There is however, an alternate route
�;.-� to the building envelope in the event the main access is �mavailable
� �'�� ( during the 100 year flood event. Domestic water should be available � .
•�nr through the development of a well any place within the building
=f '� ':'�' envelope t9 a depth prd�ably not exceeding 100 feet. Waste disposal £• 'r'
�_;�k:°� 1 should be obtainable through the use of a standard septic system and
''='I � leachfield although the secvices of a canpentent civil engineer should {
i be engaged. High groundwater may be present in the lower terrace area ;
