Services has received funding from the Division of Criminal Justice to
provide twenty four (24) hour supervision of youths being held
temporarily in Pitkin County designated ,7iJVENILE HOLDING UNIT outside
of and apart from the County Jail facility wherein adults are held; �

WHEREAS, the Pitkin County Board of Commissioners, hereinafter �
referred to as the Commissioners, is the financial authority and -

WHEREAS, the Pitkin County Sheriff, hereinafter reFerred to as
� the Sheriff, has the experience and authority necessary to
administrate and manage such a program. .

j 1. STATEMENT OF WORK
! a. The Commissioners will provide the Sheriff with a room -
�' or rooms designed for the secure holding of juveniles that have been � �
I taken into custody by a peace officer and deemed appropriate to hold . �"'t
iby the District Judge or court designated intake screener. This room �
or rooms shall be designated as the JUVENILE HOLDING UNZT. The ; '�yr
specifications and standards for this unit are attached as "Exhibit A"

c. The Commissioners will inspect the Juvenile Holding • .
Unit at least once each month to see that it is in good repair and
shall correct any deficiencies found therein.
d. On a quarterly basis the Division of Youth Services •
personnel will monitor the Juvenile Holding Unit to see if it is in
compliance with sEar►dards set forth in "Exhibit A".

e. The Sheriff will provide and use "off-duty" deputies as c. .
Juvenile Security Officers, whose job it shall be to keep safe and ' ;:
secure the juveniles who are detained and held in the Juvenile Holding ; ;�,�;,� ..
Unit. These officers are to receive training and technical assistance ` � f+�.

from the Division of Youth Services as requested by the Sheriff. �•

a. The Contractor shall maintain copies of all monthly i:='
, Juvenile Aolding Reimbursement Reports and monthly invoice forms.

- Payments will be made monthly. Requests shall be
submitted between the first and tenth of the �
followinq month. Payment will be made upon the
receipt of a monthly invoice from the C�ntractor
I in an amount equal �0 1/12th of this contract.

i 4. FISCAL RECORDS
i
� a. The County shall maintain adequate fiscal records for a
period of three (3) years following the termination of this contract
subject to inspection and audit by the State or its designee. Any
� audit exception shall be subject to an immediate refund to the State
� by the County.

6. CONTRACT TERMINATION
a. This contract may be terminated by either party by �
. giving a thirty (30) day notice in writinq, delivered by certified
mail, return receipt requested, to the above address or delivered by � �

10. CONFIDENTIALITY �
a. All records and infozmation maintained by the Contractor
pertaining to clients of the State shall remain confidential and sha12
� not be released to anyone other than the person in interest, or such
� person's parents or legal guardian, or to the State without specific
i order of the court with proper jurisdiction. Prior to release of any
,; information or record, the Contractor shall notify the State.

_ executed and approved pursuant to the State Fiscal Rules. �
14. SEVERABILITY �
a. To the extent that this contract may be executed and -
j performance of the obligations of the parties may be accomplished �
within the intent of the contract, the terms of this contract are
severable, and should any term or provision hereof be declared invalid
• or become inoperative for any reason, such invalidity or failure shall
not effect the validity of any other term or provision hereof. The .
waiver of any breach of a term hereof shall not be construed as a
waiver of any other term. Further, the waiver of any breach of a term
hereof sha21 not be construed as a waiver of any subsequent breach of
the same term.
15. INSURANCE
� a. The Contractor shall maintain in full force and effect
Comprehensive General Liability Insurance with a minimum of ,'' �

Juvenile Nolding Personciel will be required to remain �aith the
- juvenile for their entire assi�ned shift in order to provide for
the care, Feeding, and medical needs of that youth.
5. They will attend trainin� sessions und receive special �
trainin$ from the 5heriff and/or Divi.sion of Youth Servi.ces, as
i requested by the sheriff, regflrding supervision of youth in the

Juvenile ilolding Unit.
6. T6ey will read and have a thorough Icnowledge of the operating
policies and procedures of the Ju�•enile Holding Unit, flnd a copy
of tliose policies and procedures wi,ll be available for reference
within the Juvenile Holding Unit. •
7. They will complete necessary paper worlc and incident reports as �
