by the laws of the State of Colorado, it is hereby adopted
as the building code for all of the unincorporated areas
lying within Pitkin County, by reference thereto, the
Uniform Suilding Code, 1988 Edition, published by the
International Conference of Building Officials, 536o South
Workman Mi21 Road, Whittier, California, including the
following appendices attached thereto, Chaptez 7, Chapter R „ �
23, Chapter 51, Chapter 53, Chapter 70, the 1989 Supplement t�
to the Uniform Building Code, and the Uniform Building Code �
Standards; and except insofar as certain sections and parts 'y1b
are speciEically amended as set out in Article 2 of this � 'l
Title, all as if fully set out herein.

AMENDMENTS
The following amendments to the Uniform Building Code, 1988
Edition, and appendices as adopted by the precedinq paragraph of
this section, are hereby made and incorporated in such Uniform
Bui2ding Code.
The Uniform Building Code, 1988 Edition, adopted in Article
1, is amended in the following manner: s">;��-
Section 2-1 IIBC Section 302(a) is amended by the addition of '�"�`�:� �
subsection 8 thereto to read as follows: .
8. Be accompanied by a recent (within 1 year) certified �
survey, p2at and legal description of the praposed building
site or property prepared by a registered land surveyor 'f
licensed to practice in the State of Colorado at time of
application for a building permit. The surveyor making the �
plat shall certify on the plat that it is correct and that
" the perimeter monuments described in it Have been placed as ,
described, after which he shall affix his name and seal. ��''
.f , Permanent reference monuments under normal geographic and Fa, " •
topographic conditions shall be 3/4�' nominal iron pipe (1.05 ,rF
inches O.D.) or $5 steel rebar 18" being used w3th a metal '
or plastic cap at least 1 3/8" in diameter set so that no
. more than 4 inches protrudes from the ground, and mounded
with stones. Said plat should indicate the following:
. (aj Type of monuments set on property corners.
(bj The location and dimensions of any easements or. , �
rights-of-way of record or in evidence on said
property.
(c) The location of any existing improvements on said
property or on rights-of-way or easements. �
The above reqeiirements shall not be mandatory for a building
permit app2ication to reconstruct or remodel totally within
the limits of an existing building or structure.
For improvements to be located on large tracts of land (5
acres or over) the provisions of Section 302(aj.8 shall not
. , apply; but evidence satisfactory to the Building official
must be submitte@ which shows the improvement on the
�` property to be in compliance with appropriate laws.
Section 2-2 IIBC Section 302(bj is amended by the addition of
subsection 1 then to read as follows:

(3) Before such work can be recommenced, a new permit shall
be first obtained. Such permit sha12 issue for a permit fee -

- The determination of value or valuation under any of this code ��
shaZl be made by the Building Officlal. The value to be used in '�
computing the building permit and building plan review fees shall
be the total value of all construction work for which the permit
is issued as well as all finish work, painting, roofing, ���
electrical, piumbing, heating, air-conditioning, elevators, fire-
extinguishing systems and any other permanent equipment.
Section 2-4 IIBC Section 304 is amended by the addition of
subsection (h) to read as follows:
(h) All other provisions of the Code to the contrary !�
notwithstanding, no building, electrical or plumbing permit,
inspection or re-inspection fees shall be imposed for any
improvements and made pursuant to the Department of Energy
and Community Services Administration "Weatherization"
Program implemented by the Northwest Colorado Council of
Governments (NWCCOG) , Department of Social Services, the
Skyline Six Area Agency of Aging and Board of County
Commissioners.
Section 2-5 IIBC Section 305(b) is amended by the addition of the
following four paragraphs to read as follows:
As of January 1, 1990, an address sign board will be
required at all building sites .for construction permitted y,, y !
through the Aspen/Pitkin Regional Building Department.* This { E,�►�
requirement will help County Building Inspectors as well �
as subcontractors and suppliers to find the job site. The �
sign board will also provide a place to mount the permit
card where it can be signed during various inspections. The � 1
dimensions shown are guidelines only. Your sign must be � �
legible from the road that serves your driveway and must ;�
provide weatherproof cover for the building perntit. This �_`,� -;,
signboard is required as of January 1, 1990. As of April 1, ��. � ;
1990, no inspections will be done on projects which do not `�jr. _.�,�<:
have address and permit posted as herein specified. See -°� ''�-�

Section 2-6 UBC Section 307(a) is repealed and reenacted to read •��
as follows:
(a) IIse or Occupancy. No building or stxucture of Groups A,
E, I, H, 8, R or M occupancies as defined by this code shall "
be used or occupied, and no change in the existing occupancy �
classiFication of a building or structure or portion thereof
shall be made until the Building Official has issued a
Certificate of Occupancy therefore as provided herein.
Section 2-7 Table 29-A of the Uniform Building Code is amended
to include footnote *4.
*4. FYOSt depth for Pitkin County shall be a �rtinimum of 36 -
inches below grade.
Section 2-8 UBC Section 2907(b) shall be amended by the addition
of the follawing exception:
Exceptian #3 - A one story detached wood frame building not
used for human occupancy and not over 625 square feet in
�-�; floor area may be constructed with a monolithic foundation �

5ection 914(9) is amended to read as follows:
• In combustib2e constreiction, where chimney enclosures
are required or supplied and are insulated, the
insulation shaYl be separated on the chimney side of
the chase, with material aomplying with Section
2516(f) (3) of the Uniform Building Code.
- Section 3-3. The Aspen/Pitkin County Building Department
-- shall keep on file in its office in Aspen a full and
complete copy of the Uniform Plwnbing Code and the Uniform `- �
