(A) Intent a� j ' i n P ,��:;� The intent of the Scenic Oyerlay is to establish a� �o ( . � -• •.,•� scenic conservation area which incZudes those lands • - � ; which are proximate to and most visible from State �i i Highway 82 and Brush Creek Road with specific cot�cerns ,�, for the areas which constitute the visual entrance cA � "image" and passaqe through Aspen and Pitkin County. `� a The Scenic Overlay also identifies the need to maintain � ? a natural ridgeiine silhouette against the sky and to steer development away from ridgelines throughout the County as viewed from public roadway corridors. The '• ; scenic overlay corridor is interpreted to insure that (� i these developments are designed to compliment the -1 natural landscape and the natural features within the , public viewplane in order ta obtain •an aesthetically pleasing, rural atmosphere. j (B) Applicability of Regulations . �; Development on any parcel of land which falls within or is crossed by the Scenic Overlay on the officially � � adopted Pitkin County Zoning Maps shall be subject to review to determine the conformance of the development �.� with the evaluation criteria identified below. (D) Planning Director Sign-Off (1) The applicant shall demonstrate that development within � the mapped scenic overlay is insignificant and will not impact the visual quality of the �ridgeline or overlay area. In this case the Planning Director may approve development with conditions upon a finding that: � a. Development cannot be seen from the designated corridors as defined in Section (B) (1), or • -- b. In the case of additions or remodels of S� = existing homes, visible development is thirty `• percent (30$) or less, of the existing square ' '�• .� footaqe of the structure, or � `� c. For areas not mapped within the Scenic Overlay but ' � included in Ridqeline mapping, such development `_�.:. �- shall not break a ridgeline. (7) Whether the development has been landscaped in accordance with the adopted State Highway 82 Corridor � Iandscape guidelines and has preserved natural vegetation, to the maximum extent possible, including the avoidance of development within irrigated meadows. Existinq veqetation shall be maintained to the maximum extent possi.ble, while usinq existing vegetation to screen development.
