! W�REAS, the Board of County Commissioners (hereinafter �f '�•` ,�

"Commission") has been considering controlling the size of homes � �

'� ' in Pitkin County to address the community concerns of � �= .

-- neiqhborhood compatibility, future use of large structures, '�
� impacts of large homes on the community and visual impacts of ?

• , homes from public viewplanes; and � _
! WEiEREAS, the Board finds that it is necessary to limit the �
size of structures to preserve neighhorhood character and
� compatibility; and to protect the natural rural environment of E.
i
� the County; and
WfiEREAS, on June 19, 1990 the Board adopted Resolution Na. }'
90-58 impasing a six-month administrative delay and temporary
regulations for all land in Pitkin County on the issuance of
i
� building permits for residential structures of 15,000 square feet
I
``�+ and over; and

.{ WHEREAS, the Board did refer these matters to the Planning ; ,�
iaYZd Zoning Commission to be considered at their public meetings

) on May 15, 1990, October 16, 1940, and November 6, 1990 whose ` a

! WfiEREAS, at the October 23, 1990 meeting the Board of County

Commissioners realized that additional public input is necessary

prior to the adoption of a county wide sliding scale for floor ��,ij;;:' .: !,
area limitations; and ��

- WHF.RF.AC� the Board wants to delay the adoption of floor area

_ � ratios county-wide until a citizen committee can be created to

address concerns of such limitations; and
� WI�REAS, the temporary regulations will expire on December � �

� 19, 1990 unless other regulations are in place; and
. � Wf�REAS, the Board reviewed the proposed Code Amendment at �
its regular puhlia meeting on November 13, 1990 at which time �
evidence and testimony was presented with respect to the proposed
Code Amendment for First Reading.
� NOW, THEREFORE, BE IT ORDAINED, by the Board of County
�
� Commissioners that Section 3-2 Area and Bulk Requirements of the
Land Use Code be amended to�add the following:
` Floor Area Ratio - "From and after December 19, 1990 no � ,� �
"� building permits shall be issued for construction of �
} residential structures in exCess of 15,000 square feet, nor ;` ��. �
' shall a building permit be issued after said date for the j � '1
� remodel, reconstruction, or addition to an already existing 1 ".t;. �;
� residential structure, where the total floor area of that , � ,
� structure would be increased above 15,000 square feet as a �,..
f result of the remodel, reconstruction or addition, or where S : �.,�;.
f the remodel, reconstruction or addition would add any , �.-
� additional floor area to an existing residential structure `��;.> `� ;
