WASREAS, It has been determined that there exists a need to . .
develop and have adopted a Transit Plan which will determine the �`Y��`��
' status and projected capacity of existing transit systems between .
Snowmass and Aspen, develop transportation alternatives and
recommend a preferred implementation plen for transit movements
between Snowmass and Aspen; and t %
WHEREAS, The Pitkin County Board oE Commissioners
3 (hereinafter "Board'�) and the Town Council of Snowmass Village, �
, Colorado (hereinafter "Town Council"), have met and discussed a
.� Scope o£ Woxk and the formation of a Task Force for what is to be k
`� known as the Snowmass to Aspen Transit Plan (hereinafter referred
,.� to as the "Plan"); and, �:'
_�' Wf�REAS, the City Council of Aspen, Colorado (hereinafter
�' "City Council"}, has discussed the Plan and, upon request of the ,
Board and the Town Counaii has elected to participate; and,
v NOW, THEItEFORE, BE IT RESOLVED by the County, Town Council
and City Council that a Task Force made up of appointed staff
"'r members from the County, Town Council, City Council, the Raaring
Fork Transit Agency and the Aspen Ski Company shall be formed !
- -� - that will endeavor to complete the Plan under the guidance of the j
Scope Of Work attached as Exhibit "A".

Definition: The transit plan will explore all existing and �
practical types and modes of transit between Aspen, Snowmass
Village and the airport, including but not limited to -
auto/highway, public mass transit, private mass transit and non- _''
vehicular transit. A task force of staff inembers from Pitkin
County, the Town of Snowmass Village, the City of Aspen, the ':,`!�` `
Aspen/Pitkin Planning Office, the Aspen Ski Company, and the '�
Roaring Fork Transit Agency will be formed to address and
; complete the following scope of work:

� SCOPE OF WORK � � '
„�� Goal: To develop and have approved a comprehensive �
transit plan to accommodate the movement of
:�.� people between Snowmass and Aspen. The plan
will identify existing transit movements, �I:•;:
project future transit movements, detail
� existing and potential transit corridors,
��-� explore various existing and practical
technologies and improvements capable of
facilitating defined transit movements and
� corridors, and recommend appropriate ;
solutions and implementation strategies to f
address the transportation need that
�}:` currently exists. The plan will then be
� approved by the Pitkin County Board of County �
`,7 Commissioners, Snowmass Village Town Council,
- and Aspen City Council to be used to guide
future transit improvement decisions to
' better service routes between Snowmass �
� Village, Aspen, and the Pitkin County '1

Task 1: Existing Conditions Report:
Staff will research all previous transit and transportation plans
developed for the movement of people between Aspen and Snowmass � •
- Village. Additionally, the status of existing transportation and `
' transit systems will be defined. Attention will be paid to the
` various traffic movements associated with the Snowmass to Aspen � �
'� corridors, including the impacts of the Pitkin County Airport.
� � Projected increases in traffic and transit system use will be ;
�1 estimated in the report. �

� Task 2: Public Input: !

Staff will schedule and conduct a series of public meetings to
� discuss the existing transit problems in the Snowmass to Aspen
-� corridors. Meetings will be scheduled between the various �
�:'j political entities involved (Aspen, Snowmass, Pitkin County) , and i
; at least two general meetings will be scheduled to obtain input {:

' Staff will take the information obtained from the Existing
� Conditions Report and public input process and develop transit ' .
and transportation alternatives that could be used to address the
f problems inherent with the existing and projected situation. The %`'
jultimate product of this exercise will be a Transit Alternatives
, Report which will illustrate proposed solutions, including
appropriate corridor alignments, potential infrastructure � ,
improvements and existing and practical transit technologies to
be utilized. The impacts and costs of each proposed solution
, =1 , will be determined. The report will conclude by recommending a if
solution or series of solutions that should be followed by Pitkin
;i•.,i;_� County, the Town of Snowmass Village, and the City of Aspen c,hen
planning for future transit/transportation improvements in the
�_;;:-�� Upper Roarinq Fork Valley. :

^"�, Staff will present the Transit Alternatives Report and a proposed
��"'` implementation plan (capital improvements program) to the
political entities for approval. Ample noticing of the public
�TM hearings involved in the process will allow for final input from
