,;;� WHEREA3, the Commission heard the Applicant's amended request

at a duly noticed public hearing on February 5, 1991 and denied the

,?� WHEREAS, the Applicant filed for an appeal of the Commission's

` WHEREAS, the Appeal of the Commissions decision was heard by

1. Prior to issuance of a building permit, the Applicant
r` shall provide a 1041 Fiazard Review Plat which meets
�` approval of the Board of County Commissioners, County

e. A Revegetation Plan shall be approved by the County
Engineer prior to issuance of a building permit. '
� ' The Applicant shall provide financial assurances to
I accommodate the proposed landscaping plan to be held
by the County for one £ull growing season after
revegation is complete. The financial assurances
shall be accepted by the County Attorney and the
amount and type of work shall be accepted by the
Planning Director and the County Engineer, prior to

County on October 31, 1990. I?uring that visit, I marked the
tr_ees that I felt should be removed to make the property

that S�ou prepared showing the trees to be cut and those to '.�;
� � be left, with respect to the property lines and the 45 foot � `-:'
} thinning line previously recommended'. By your sunrey, it �:'-�-
- appears that I have marked 4 trees west of the house that � � �
are neither on your property or within the 45 foot thinning `
line. These trees do not need to be removed since they are
outside the 45 foot thinning line. !
As I mentioned during my visit, there are no trees on the i`'
°? National Forest to the east of our
y property that need to be �
. + removed. Furthermore, the strip of trees between the access
road and the recreation trail does not need tcs be thinned to C '
proteet the si�e from wild�ire. The firebreaks created by
� the recreation trail, access road, and parking area in froat `
r of the house provide adequate protection. If your neighbor !
;; to the norCh is willing to thin or prune this strip of �
. � trees, please encourage him/her to do so_ This will add to
j your protection as well as xemove some of the disease that ,
� inflicts these trees.

� Inspection of the terrain and vegetation at and above the building
•.� rite indicates the proposecl eonstruction area is within range of
r>ma1J aval�ncl,es that flor� throuyh the trees and can impact ihe
� 7�ropose8 buildinq. Characteristic avalanche damage near the site
consists of bent and deformed main etems of fir trees, broken _
� -b trees, and veyetatfve debris aligned downslope. Small ava2anches
,�r� may reach thc �ite at SO-year return periods, on the average.
� liowever, even c]uring deBiqn-magnitude ("iop-year") avalanche
;� !' conditions, avalanches will be small and will not possess great

�� 2 DESIGN-AVALANCHE CHARACTERIBTICS •

"� The design avalanche, or event with an estimated return period of
_� 100 years (a constant 1� annual probability.), will begin on the
.:� steep, northeast-faeing slope approximately 400 feet above the �
building site, at an elevation of 8,500 feet. Although this
slope supports a continuous conifer forest, the spacing of trees
� in the forest is not sufficiently close to anchor the snowpack ,
; prevent avalanche release. Damage to trees above and at the site
�x indicates avalanches have occurred in the past. �

� The desiqn avalanche was computed by application of statistical
and dynamic models as described in Mears (1989� and Mears (in „ _
? prep.). The design-avalanche parameters used in load '
' computations are: velocity = 11.0 m/s (25 mph};' flow density = '
� 4�0 kgJm3 (25 lbs/fC3); flow depth = 1.0 m (3.3 ft). Soil and
�3 vegetative debris, including tree trunks, may be entrained in the
,.� avalanche debris and complicate loading characteristics, as �

Building surfaces exposed to avalanches and receiving avalanche �
loads •are shown as surfaces "A" through "Y" on FigurY 1.
'. Roof surfaces "A," "B." afld "D" receive impact -
(deflection) loads as the avalanche flow direction is
changed by the roof and receive depositional loads as
the compressed avalanche debris is deposited on the 3��'
roof. The deflection and depositional loads are not
simultaneous, however. The design case on these ' '
surfaces will be a static depositional load which is
trapezoidal in cross section as shown on Figure 2.
This load may persist Por the entire snow season, a
period which may extend•from December through April at
: "� this location. ' .
� `' � The "elevator wedae." surfaces "V" and "W�' are vertical
� surfaces that receive avalanche impact loads. As shown
"`?:i in Figure 2, unit• loads on the elevator wedge have been `
�� resolved into 3 components which are normal (P3), �
hori2ontal shear (P4), and vertical shear (PS). These
are impact loads which will increase over the entir.e
j 10-foot height of the wedge from zero to the maximum .
-� specified in Figure 2 in 0.2-to-0.4 seconds. Because
;� they increase quickly, the strains produced by these
� loads may be greater than those resulting from an
'•-� equivalerit static load of equal magnitude, a fact that
should be considered by the structural engineer in
;-;'+ final design. '

;: j The auide walls "X" and "Y" are intended to protect the
sloping glass surface '�C," as the avalanche expands '
•�=4 laterally on the roof. As shown on Figure 2, the guide �
�"' walls receive a uniform horizontal im act load P
"'�::�t as specified. These horizontal loads are assumed to�be
',:��y constant to the top of the guide walls which decrease
x.;.
:..� in height in the downhill direction (north).� These
�� loads also increase from zero to maximum in 0.2-to-0.4
;�� seconds and pro}iably also must be treated as impact
""� loads because they may produce strains in excess of '
,�;1 those resulting from an equivalent static load.

� _ All of the impact loads specified in this report have been
y�'y� computed assuming the avalanche is a homogeneous "fluid" of a i
density of 400 kg/m3 (25 lbs/ft3) at the instant of impact. In
fact, the avalanche will probably contain small rocks, tree
'`' trunks, and other solid material which can produce point loads �
=-��� that may exceed the average loads given in this report. However, i `
'�; the loading surface areas for these point loads will be small �
'`.::=i,� (less than 1 ft2) , therefore would not precipitate general
- structural failure. They may, however, produce localized damage
to the surface receiving impact, a fact that should be considered !

'4 CHANGE IN AVALANCHE HAZARD
In general avalanche "hazard" will increase in proportion to the "
:� . number of persons exposed to the avalanche process. The proposed
project, similar to other projects planned and/or built in
avalanche areas throughout the United States, Canada, and Europe,
will dYaw an increased number of persons into avalanche terrain, �`'�_
therefore may increase the overall hazard. The persons one
wishes to protect simply may not be in the specially-design �rN�'
building when the avalanche occurs. They would be exposed to I'
avalanches if they were above the building or in the forest on """�••
�,,.�
; . the sides of the building. However, the proposed project does
not plan exposed living areas or decks in the avalanche areas. '
? Furthermore, Lhis project will stop avalanches before they reach
�,_;.; the access road. Therefore the exposure to avalanches below the � j. ;�
building and on the road will be reduced as a result of this
project.
li Because there may be a small increase in overall ava2anche hazard �
simply because more people may be in avalanche terrain after • �;
building construction, this inbrease can be minimized if �;,.
' � ,� residents educate themselves about the avalanche�phenomena and
heed all official avalanche warnings and advisories. Such self �
r.5 education is recommended for all those who plan to live in
