Resolution No. 91-n r
WHEREAS, the Aspen Valley Hospital District, hereinafter
,:"� "Applicants", have applied to the Board of County Commissioners of

_ �`� Pitkin County, Colorado, hereinafter "Board", for approval of an
�.�i",;� Amendment to the AVH Master Plan pursuant to Section 3-1.10(E) of j'. .

--� the Land Use Code; and
n WHEREAB, the subject parcel is zoned Public Zone District ahd
� �-f contains approximately 19.1 acres; and
AHEREAB, said parcel is located adjacent to Castle Creek Road
, �� approximately 1200 feet south of Highway 82, and known as 0200

Castle Creek Road; and
'+ WBEREAB, the Applicant is proposing to construct a 4,000 sq. •

� NOW, THEREFORE, BE IT RESOLVED by the Board that it does z�
hereby grant approval of the Amendment to allow construction of

'. an ambulance 'barn' and emergency employee quarters subject to the

� following conditions. The conditions are specific to the proposed
ambulance barn, and/or shall be complied with prior to any further
construction on the Hospital site: �,

�, i 1. The applicant shall abide by all pertinent conditions of .
Resolution No. 89-79.
� 2. Prior to issuance of a building permit, the applicant shall
provide a "will serve" 2etter from the water department and
� coordinate with the water department to investigate the
' feasibility of installing a second water feed source. A �
,� signed agreement between the Hospital and Water Department p
for use of raw water for irrigation shall be submitted prior K
to issuance of a building permit. �

� 3. Prior to issuance oP a building permit the applicant shall °
; provide adequate water supply for fire flow to the � '
� satisfaction of the Fire Marshal.

� :� 4. Prior to review before the Board, drainage plans, and
' specifically, treatment of non-point source pollutants, shall I•;
`{ be reviewed and approved by the Environmental Health "
� Department. I,
' 5. Prior to issuance of a building permit, the applicant shall �i �� , '
� submit a drainage plan which addresses mitigation of poorly '
! designed drainage from the Senior Center. Said plan shall be
`I reviewed and approved by the County Engineer. I�

6. The applicant shall comply with County air quality regulations '
in effect at the time of issuance of a building permit. ��`•�� ,
i 7. The applicant shall comply with any applicable regulations of
the Pitkin County Environmental Health Department.

8. Prior to issuance of a building permit, the applicant shall �I
� be in compliance with the following: t... '

a. Vehicle garages with floor drains shall require f'�
_ � installation of a District approved (ACSD) oil and j:;.

,� b. Roof drains and outdoor floor drains shall be
a serviced by a dry well.
c. Cut sheets for the revised access road and the detailed
drawings for the on-site drainage plan shall be reviewed i�
and approved by ACSD.

'z d. All connection and related fees shall be paid prior to �
. tapping into the City system. I � :
- e. The applicant shall investigate the remaining capacity
� of the on-site sewage collection system since the AVH �
master plan has expanded and the flows within the on-
� site collection continue to increase.
� 9. Prior to issuance of a building permit the applicant shall
?,� provide "will-serve" letters for electric and natural gas ;
service. �
,� 10. The applicant shall revegetate any areas disturbed during �; ,
construction within one growing season of construction. �1
..j 11. "Sleeping quarters" in the ambulance barn shall be used on a
� temporary basis only. These quarters shall be used by
`'! ambulance drivers who are on-call. 4uarters shall not be �;
j � rented for short or long-term use. i.
12. The applicant shall ohtain a fugitive dust control permit from
� the Environmental Health Department prior to issuance of an �ir i
i excavation permit.
13. Prior to issuance of a building permit, design of the Yj
::j emergency barn shall be reviewed and approved by the Fire
Marshal for conformance with Fire Code. ;`�,

15. Prior to issuance of a certificate of occupancy, the
applicant, in coordination with the County, shall complete the �".;�r,•
relocation and improvement of the Doolittle/Castle Creek Road ¢
intersection. Temporary access to the Hospital, Castle Ridge, , . '
Twin Ridge and Mountain oaks shall be provided during the �
! construction of the new entrance. A temporary access plan
shall be approved by the County Engineer prior to issuance of
' an excavation permit. '

:�i 16. Prior to issuance of an excavation pernit the applicant shall
� provide a traffic control plan which shall address
; `:�y� construction traffic control, signing, delineation of cross :
walks, flagging, pavement damage and disposal of material.
�'�'� Said Plan shall be reviewed and approved by the County ��
---} Engineer.

17. Construction shall be limited to the hours between 8:00 a.m.
and 5:00 p.m. Monday through Friday and to the hours between

9:00 a.m. and 6:00 p.m. on Saturday.
'i. � 18. All representations depicted on the Landscaping plan shall be
•► adhered to.
':� 19. All parking lot and outdoor building lights shall conform to
Lighting Standards specified in the Pitkin County Land IIse
��; , Code at the time of issuance of a building permit.
��1 20. All cuts and fills on the project shall not exceed 2:1 slopes ,
• .;Y� and shall be fully revegetated.
_'��1 21. A cost estimate and provision for a letter of credit for
=' landscaping and revegetation for the emergency barn site shall
`yii be provided by the applicant prior to issuance of a building
perrait.
22. To minimize visual impact, the applicant shall preserve the
\ :;,�^� integrity of the berm adj acent to Meadowood Drive, use low , '
impact lighting, and provide landscaping to screen the
=:;� building. The applicant shall consult with all adjacent
property owners regarding the design, color and materials used ,
- on the buildinq.
-;�r� 23. No building shall occur on slopes which exceed 15$ in grade. ;
