Aspen-Pitkin County Airport (Sardy Field), a public use airport; �� = and ; WHEREAS, Pitkin County passed a Resolution (#91-32) requesting assistance from the Colorado IIivision of Aviation for the purpose .� oY developing, maintaining, and improving the Aspen-Pitkin County � � Airport; and WHEREAS, C.R.S. 43-10-108.5 established an aviation grant ,r£j program to support and imgrove the state aviation system; and WHEREAS, the Colorado Airport operators Association (CAOA), ' . � acting on behalf of seventy public-use airports in the state, obtained professional consulting services for the preparation of • x-"� Part I of the National Pollutant Discharge Elimination Process . �'>`" (NPDES) group application and will incur costs for these services `;�� in an amount not to exceed $12,500; and _�, '� WHEREAS, this application is required in order that each of �� the seventy public-use airports in the state coming under '�.':j regulations of the U.S. Clean Water Act of 1987 and the Colorado .'_� Department of Health, obtain the mandatory general industry permit � i^'� for discharging stormwater runoff into waters of the United States and the State of Colorado; and WHEREAS, the CAOA has requested a grant in the amount of $12,500 from the Colorado Aeronautical Board (hereafter known as - the �'Board") on behalf oE the seventy airports included in the :;-;�, NPDES stormwater group application; and �v''F� WfiEREAS, to comply with the provisions of 43-20-101, C.R.S., ,'i'`�� et seq (19�,1) the governing body of each of the seventy airports in .n?�� the state m�ust designate the Colorado Airport operators Association .;�:�;� as their agent in preparing Part I of the NPDES stormwater group -' y application in requesting such a grant from the Board, and must ^�2,,;:� formally request assistance from the Aeronautics Division and the ''"� Board for such , g , r�y.� grant to CAOA as its a ent and authorize such :�:� assistance; and eC�,',�t'�,.� ��j�." y"?`,�� r � � � . .. . .. . .... ... . . . . COMMISSIONERS OF PITKIN COUNTY, COLORADO: Section L Pursuant to C.R.S. 43-10-103(5) , the Pitkin County Board of � County Commissioners on behalf of the Aspen-Pitkin County Airport, ; _; hereby requests the Division's and the Board's assistance, as set ::a;l forth below, in Pitkin County Board of County Commissioner's effort ''� ta make the described NPDES group application. �,��=� That the Pitkin County Board of County Commissioners, acting on behalf of the aviation institution under its jurisdiction, does � ; hereby designate the Colorado Airport Operators Association as its ;:;i agent with authority only to take allocations necessary to obtain i and pay for all matters associated with the preparation of Part I � '' of the NPDES stormwater group application and to receive grant �� funds from the Division ot Aviation and the Board in connection • ; therewith. i '�`'` That the Pitkin Count Board of Count Commissioners actin .
