WHEREAB, It has been determined that there exists a need to ' � °'�. •
develop and have adopted a comprehensive, complete addressing '
! system for the properties and dwellings of Pitkin County, Colorado; �
and,

AHERSA8, The Pitkin County Board of Commissioners (hereinafter j
� "Board�'j , acting as the legally elected representatives of the � �
people of Pitkin County, a Home Rule County, are aharged with the
duty to regulate the numbering of houses and lots and to name or �,`!�
j change the name of any road, street, avenue, alley, or public
place; and,

WHERSAB, It has been acknowledged by many citizens and by
county staff that there exists a need to revise or otherwise re- �
established a comprehensive addressing system for the County that `
resolves the on-going problems and shortfalls of the existing !�
address system. These problems include, but are not limited to �#,
-� longer response time for emergency and public safety vehicles;
improper placement of voters in local precincts; i�proper address
� � descriptions on motor vehicle registration and some land deeds; and ,
, difficulty in establishing a rural mail. system, � �
t NOW, THEREFORE, B8 IT RESOLVED by the Board that there exists �'
a need to better regulate the numbering of houses and lots and the
� naming and changing of the name of any road, street, avenue, or
� alley in Pitkin County. The Board hereby recognizes and endorses ;�:
;� the work of staff to date in their efforts to revise the addressing ;j
� system and further directs staEf to continue this work under the ii
,� �ollowing conditions: j.'

E 1) A committee shall be formed to set quidance and policy '
F concerning the Caunty Address System. The committee sha11 � �
consist of representatives from a21 departments and agencies
� of county government who use or depend upon addresses and road �
� '? names on a day-to-day basis. These departments of county
� government include, but may not be limited to, the Department '��
of Public Works, County CZerks Office, Building Department, x
! Planning Office, Assessors Office, Department of Public i
j Safety, and Data Processing. Other governmental or private
'f agencies may also be represented on the committee in an
'i advisory capacity and include local utility companies, the i
.j United State Post Office, and local municipalities or
,,� Homeowners Associations. �
. � 2} The Committee shall meet on a regular basis and make decisions

regarding all issues related to the numbering of houses and
lots and the naming and renaming of roads, streets, avenues • �
or alleys in Pitkin County. Such issues include, but are not :�:r
limited to, the establishment of guidelines for the creation
and revision of street addresses; procedures for the naming ' ,��:,�< ..,"
or renaming of roads; establishing procedures to have approved ` �''.�
address changes and road name changes; requirements for the
County, local municipalities and homeowners associations to
post roads and streets; and requirements for private property
owners to post addresses.

3) The Committee will act as the decision making body for the 3.�
� readdressing project and decisions made by the Committee shall �;, f
be final unless overruled by the Board on a case-by-case >�'. »•
basis. The Committee will work diligently with all affected ��",i ,r.
property owners concerning the readdressing project, and will , s�S ``, ;
not attempt to alter or change existing addresses or road ;:
names unless such a change is required to benefit the health, �'
safety and welfare of the residents and visitors of Pitkin
County.
4) The Committee will keep the Board informed of the progress of '
the readdressing project throuqh the County Managers office � �
� and will bring any legislation concerning the address system
to the Board as needed or required. i��
