� 1. The Pitkin Count� Board of Commissioners(hereinafter the "Board•), the Town Cow�cil of �r��"��
� Snowmt�ss Village,Colorado(heremafter the'TOSV Council"),and the Aspen City Council hava been meeting `�' �
W develop a transportation strategy for what is known as the Snowmass to Aspen Trar�sportation Plan. �`' �

� 2. The Board,TOSV Council nnd the Aspea City Council have discussa!at length arxl have reachul 1
,'�y agreement on several transportatioa issues through this process. `
' � 3. Tha Colorado Department of Trensportation solicits,on an ennual basis,requests for transpoAation � .
� improvements from Colorado counties.
,�� 4. The Intemwdal Surface Transportation Efficiency Act(hereinaker"ISTEA")includes Eunding t� .
categories for varying mades of transportation�mprovements and allows flexibility in the use of funds for olher (�'

NOW� THEREFORE BE IT RFSOLVED by the Board oF County Commissioners oF Pitkin } �
County,Colorado,the Town Council of Snowmass Village,Colorado,and the City Council of Aspen,Colorado,
to agree to the following wnceming the development of a transportation sttategy for the Uppet Roaring Fork �� �:.

1. The capacity of ihe transportation system has been ezceeded an unacceptable nnmber of times
during peak periods. It is therefore detemuned to continue to wotk colJectively(t6e Board,TOSV Council,Aspen � i
City Council,the Aspen Ski Company,the Roaring Fork Transit Ageocy{RFCA),and the Calondo Department
of Transportation(CD01))W reduce and/or manage the volume of vehicles on the road system for next wintu
(September, 1993)end devdop a comprehensive, long range strategy that will insure a convcnient and efficient
transportation system for the Roaring Fork Valley. '

In the past,improvements to the transportation system have not kept up with increases in treffic; a
� • CDOT and Fedenl Highways funding has c6anged with the new ISTEA legislation; �c
• Curtent and previous studies accomplished locally have recognized that strategies other then those
that ara cap�tal intensive must be empioyed to realize substantial recluction or management of

re-design,especially if the Owl Creek corric{or is to be utilized for tfie conveyance of mass transit
between Snowmass end Aspen;
� Work cooperatively with CDOT to place a Pedestrian/Bike path along the Maroon Creek bridge. 4

g) Work cooperatively with CDOT end other govemmental entities in the Roaring Fork Valley to �.,
purchese the Rio Grande Raitroad Right-of-way from Glenwood Springs to Woaly Crcek for
intermodal tronsportation purposes. F
h) Work cooperetively with CDOT to place a peJestrian/bike path in the State Highway 82 corridor
from Snowmess(Old Snowmass)to Basalt.

i) Pursue improving Owl Cr�k Road as a dedicated mass transit corrido�for use during peak
-_- congestion periocls. My impmvements of Owl Creek road for this puqwse must strive to
maintain the rural nature of the valley and can only be implemented in conjunctio�with the � ''
imposition of mass transit incentives in the Town of Snowmass Village end Ihe City of Aspen.
3. FIXED GUIDEWAY SYSTEM(S). Make every reasonable attempt to develop a fixed guideway
system(s)betwxn Snowmass and Aspen within the next two years.Development of this system(s)shall be initiated
as fol{ows:

- 3mmediately form a Technical Resource Group(TRG)es a first step in developing the
i system;
- Retain technical,abjective,non-vendot orienteA transportation engineering ex�xrtise to '
' perform preliminary acoping and feasibility of altemative alignments end t�hnologies;

- Sei preliminary technical perfonnance criteria to identify potential alignments and ��
- technologies that benefit all entities end user groups;
- Requiro funding patticipation from all jurisdictions that will benefit;
! - Pursue and secure federal and state granGs W subsidize engineering and construction of
