CONTRACT AMENDMENT ';
This Contract Amendment amends the contract between the PiTtaN CouN'IY DOnRD '• ''.
OF COMMISSIONERS,Pitkin Coun[y,Colorado,herein called SPONSOR and
BAIt1VARD DUNKELBGRG&COMPANY,Inc.,Tulsa,Oklahoma,herein called
CONSULTANT,dated 7une 10,1991.
Under Paragraph 9 of that Contract,SPONSOR and CONSULTANC agree that the Scope
of Services must be changed to inclode services required in connection with the �Y
ASPEN/P[TKIN COUN'I'Y AIRPORT FAR PART 161 STUDY.
WITNESSETH THAT FOR AND IN CONSIDGRAT[ON OF THE TERMS,COVENANTS,AND •
CONDITTONS HEREIN CONTAINfiD THE PARTIES HA VC AGREED AND HEREBY AGREE
AS FOLLOWS:
1. The June 10,1991 Contract is still in efFect;this Amendment rescinds[he `
Scope of Services as it pertains to an FAR Pazt 150 Study in the Contract and replaces
that Scope with the Scope attached to this Amendment.
2. SPONSOR hereby engages CONSULTANi'and CONSULTANT hereby agiees to �
perform services hereinafter described in con�ection with the ASPEN/PITKIN COUNTY '
AIRPORT FAR PART 161 STUDY.
- 3. The work to be performed will be in accordance with the Program of Services
marked Exhibit A and attached herero and made a part hereof. CONS[1r.TANT will
perform and carry out in a proper manner the work shown in the attached Program of
Services. The Program of Services is to be performed in Three Phases,over an
approximate three year period,contingent upon Counly funds. I,�
4. All Federal Aviadon Administralion rules and regulaGons and other federal,
state and local laws applicable to the accomplishment of this planning project will be
complied with in all respects. , �
5. 3ervices of the COtvSULTANT are to commence as soon as feasible after[he �
execution of this Agreement and Notice to Proceed issued by the SPONSOR.
6. The SPONSOR will pay to the CoNSULTANT for all work covered in Pazagraph
Two(2)the total sum of$200,000.40(Two Hundred thousand dollars)which will
constitute full and complete compensation for the services described hereia Said sum
will be paid as work progresses on a Task Completion basis for each Phase,biiled
monthly,in each case subject to receip[of a claim for payment from the CONSUL'rArrt'
specifying work that has been accomplished for which payment is requested subject � .
to approval for said Task completion. Each Phase will require a separate NoTiCE TO
PaoCEED and will not be initiated until directed to do sa by the SPONSOR. Phase O�e ,
fee will be$70,500(Seventy Thousand Five Hundred Dollars),Phase Two fes will
be$86,250(Eighty Six Thousand Two Hundred Fifty Dollars)and Phase Three fee
will be$43,250(Forty Three Thousand Two Hundred Fifty Dollars). •

Prepare the background data on what the noise problem is and why a restricdon to .

Reevatuate existing aircraft operations forecasts from Airport Master Plan,and �:.

Collect existing and planned]and use data,population data and zoning data,prepare ��
land use maps suitable for both presentation and inclusion in pvblished restriction. ��

� Define the proposed noise or access restriction and idenrify alternadve resorictions or
non aircraft-related altematives �
Forecast operafional changes that woutd result from tlte implementation of a
restriction.
Idendfy and obtain agreement on which restriction is best suited for the Airport.
Generate noise contaurs associated with altemative resuictions to compare noise ^
benefits and base case.
Generate noise contours with and without ihe restriction,quantify the benefits to �a
peopte and land use with the restriction. '
