The Open Space and Trails Boazd of Trustees,has,on behalf of the County Commissioners, ir entered into a Purchase Contract with Sitver King Associates for the purchase of a 9.6 acre ; ' parcel of land located in the Red Mountain area,the development of which could seriously ' impact the Hunier Creek Trail wl�ich crosses a portion of the property. Tl�e Purchase Contract calls for ihe acquisition of an estimated 9.6 acres of properiy located ,� , adjacent to and overiooking Hunter Creek and approximately two mites north of Aspen for the sum of$115,000. 4. Sates 1,4 and 5 are located neaz one another in the Castle Creek Valley approxima[ely 3 miles south of Aspen and are associated with a 2-lot subdivision known as Feinsinger �.�' Lot Split. A new adjacent subdivision known as Castle Creek Valley Ranch was developed beriveen 199d and 1993. The first reservation�vas for the best lot in the . • subdivision,Castle Creek Valley Ranch Lot 7. The purchaser felt that his privacy was • dependent upon ownership of an adjacent 13-acre pazcel associated with Feinsinger Lot . Spiit Lot l(it was an open space parcel known as Lot B). He ne�otiated with the owners of the Feinsigner piece to se11 that 13-acre open space parcel to the Castte Creek Valley Ranch Partnership for eventual transfer to the buyer of Lot 7. The site consists of some hillside and level land azea near the original building envelope for Lot 7. A barn was aliowed on the property for Feinsinger Lot Split Lot I and that was the tauyer's principal � objection. Ownership of the property also allowed a smail espansion of the building envelope for Lot 7 as well as insuring privacy. The purchase of Feinsinger Lot Split Lot � B is shown�s Comparable Sale 6 at a price per acre of SZ5,000. During its escrow period[his buyer further decided that another 1.1 acres of land owned by Woods and Mazza as part of�'einsinger Lot 1 was important to his awnership and privacy. Sale 1 is another open space pazcel transferring between a Feinsinoer Ti..ot Split owner � and a disinterested party in Castle Cceek Valley Ranch Subdivision. In 1995,Feinsinger Subdivision Lot 2 sold for�2,000,404 in a cash transaction. The buyer was approached by the owner of Castte Creek Valley Ranch Lot 4 across the access drive. Lot 4 wished to purchase a portion of the Peinsinger piece adjacent to the building envelope of Lot 4 and inside a curve in the road. The loss of the Iand represented no detriment to Feinsinger Lot 2 in terms of privacy or view as the Lot 2 building enveiope is on the hill above this pazcel and the land sold lies across the road with minimal utility for Lot?. The tand acquued did not constitute a separate building site,thougtt the buyer believed it will increase his F.4R. The buyer reported to - ' us that he did not believe the purchase was entirely arms-len�th and that he was given a - "deai"by the seller because of long-standing obligatioas. Nevertheless,the purchase is in line with other sales we have in our chart for sites of this size considering that the land has no practical utility for the seller. The steeply sloping topography limits sun exposure. The site is wooded with heavy conifer cover. Some of the site falls in an avalanche zone and very littie of the land is usable given its very radically sloping topography. Access is via a narrow and steep road but vehiculaz access year-round tivas • available as well as utilities.
