Recitals !`
i. In order to respond to the needs of the Smatl Lodge Community within the City of "'Y.
Aspen,as expressed in the Aspen Area Community Plan(AACP),the City Council has created a '
new allocation system for lodges within the Lodge Preservation(LP}zone district.The new ` "
allocation system sets October 14,t 996 as the lottety date for growth management allocations. '
This new date should occur prior to the Tourist accommodation submission date in order to give
the small Lodge owners the ability to compete in the Growth management compeUUon for ;
Tourist accommodations.
2, Currently Section 4-60.60 G3 of the Pitkin County Land Use Codes sets an October 1, �
1996 submission date for Tourist Accommodations applications. �
3. In order to maintain consistency in the joint City/County review process for Metro Area
Growth Management scoring and competition for Tourist Accommodations,the Board is
revising the 1996 submission deadiine from October i,1996 to November 15,1996.
4. The Board desires to rescheduie the submissian date of the Tourist Accommodations
Growth management applications to November 15,1996 and to notify anyone who may be FT'`
interested in submitting an application.
5. The Board finds there is a need for an emergency ordinance in order to advise the public
thaf the deadline is extended from October 1,7996 to November 15,1996 and to order
immediate publication of this ordinance in full. Due to time limitations the ordinance shall be
effectively immediately.
NOW THEREFOR.E BE IT ORDAINED by the Pitkin County Boazd of County
Commissioners that Section 4-60.60.G3.of the Piticin County Land Use Code is hereby
amended for the 1996 Tourists Accommodation sabmission dead(ine to require that all
applications be submitted no later than November 15,1996.

on the 25tU day of September 1996.
PUBLICATION OF THE OTZDINANCE IN FULL on the 27th day of September 1996.
