�� Chuck Vidal, representinq the applicant, stated that they would
`� like to deal with two major issues of the project. The first one
�� being the visual impacts of the proposed project from four
� different areas. He then introduced Bill Kane from Design
� Workshop.

Mr. Kane presented a slide show of the proposed development and
`` the visual analysis af it. He said that the slides will depict
which buildings will be able to be seen and which will not from
Highway 82.
,; Vidal stated, that in staff's memorandum, there is a reference to �
a the bridqe across Maroon Creek at the south end of the property.
It was never in their proposal to build that bridge because of
the cost factor. He explained, that the Nordic Council came to _
them and said that there is a good location for that bridge but
it does not fit the trail location on your property where it is
E -�now, and they asked if the trail location could be modified as
� the homesite are laid out to fit the potential bridge location,
' and they agreed to do this. However, they do not have the
� ability to build the bridge because there is no easement on the � `
other side that they can get. That property is owned by other � ,
people.

Commissioner Ross asked what the applicant is proposing with
regard to public transportation circulation, and access to public
transportation for the whole project and the employee housing.
Vidal responded by stating, that the ABC trail goes right through �,;�t�;i.`,`?;:_<

the employee housing project or right adjacent to it. Therefore,
they would have access to that trail. Also, they will commit to
a transit system within the project which will tie to the
transportation centers where the RFTA pickup places are.
Commissioner Ross asked what the developer's plans were with
regard to public access to the golf course.

Vidal responded by stating, that public access is a major �
priority with the City Council, and they are in the process of ��;ty'•.�`:

negotiating a final term for that. He asked that this be a�
deferred to Detailed Submission. '�" ``� �

With regard to the six month rental restriction, he is not sure k'; '
if it is consistent with the highway corridor master plan in
terms of some of the uses of the area, and he does not think it �:
is an appropriate issue to be dealing with at this point in time. (��

Crowley stated, that a six month rental term on this project '.,�
would be an overkill, and he feels it could hurt the community by
takinq away short term rentals for some groups, i.e., the music � ?:'•�
festival participants. ' r��•` .

� A discussion ensued with regard to this matter.
Ross stated, that it is their intention that the townhouses not
function as a lodge, and therefore, the rental time period will
have to be looked at very closely.
Bill Kane proceeded to review with Commission members the
proposed density. A copy of this presentation is made a part of
this record as EXHIBIT °A". '
It was agreed that the Board would review the referenced exhibit
and discuss it at a future meeting.
Ross continued the public hearing to January 2, 1990.
