The Board added several conditions regarding landscaping q and a commitment that the employee housing would be open to be 3 rented to those who qualify under the employee housing � � guidelines. In that session, the Board and the Planning and Zoning Commission discussed various aspects of the Plan. The meeting concluded with a general consensus towards the existing state of the Master Plan with several exceptions: - Delete certain language indicating Board support of either State Highway 82 alignments at this time, it is understood _ that the full EIS currently underway by the State Highway '-.:e;,;;;;-.•. These include allowing staff to pursue `�� communications with the Colorado Department of Highways, Federal Aviation Administration, property owners, etc, regarding the P : possibility of State Hiqhway 82 two lane realignment to the east of its existing location. Again, it is fully understood that the east side nor the west side have been identified as Pitkin County's ultimate preferred alignment. However, due to timing considerations, staff is requesting herein permission to pursue land negotiations, federal grant applications, and coordination with the State Highway Department in consideration of the future `. possibility that the highway may be realigned to the east. Staff � ' is requesting BOCC approval to submit a preapplication to the FAA for federal grant funds as identified in the Master Plan Update- Phase I development. _. Staff: Staff concurs with the applicant. These units' are illegal and should not be credited for a GMQS Exemption of any kind. Staff has visited the site and concurs with the applicant that there presently exist 8 dwelling units. As noted above, the - � applicant has established the legality of buildings 1, 2, 5, 6 and 7. The applicant is not seeking a GM4S credit for building 7. Buildings 8 and 9 are illegal., The applicant must supply more information to establish the legality of building 3 and 4. Therefore, based upon our analysis to date, the applicant has established that they qualify for four GM4S credits to relocate dwelling units via the Subdivision process. � I The Housing Authority and Staff concur that the removal of these units will displace the occupants and that the units should not be removed.
