Gallaway having offered to purchase the tax certificates of sale and the taxes to date on Lot G. and East 20 ft• of yot F. Blk. 13 Aspen, and 40 by 100 ft. on Home.,take surface, and Lot G. Blk. 19, Aspen, offering the sum of $10.00. Upon motion the said offer was actcepted and the treasurer and clerk authorized and directed to transfer and aesign . said certificates for said sum. Thomas Kinney ha wing offered to purchase the tax certificates of sale and the taxes to date on S?Nv*4 and N2sw Sec. 36. Township 8. S. R. 88 W. offering the sum of $163.72. Upon motion the said offer was accepted and the treasurer and clerk authorized and directed to transfer and assign said certificates for said sum. Whereas, it appearing that the road warrant' No. 5928 for $13.10 issued to George Maurin is reported as last and Whereas, Albert Maurin reports as lost Road wa rant No. 6931 for $19.25, for work done on roads in the Capital Creek District, and the said Georgeand Albert Maurin guarantee that there shall be no loss incurred to the County if warrants shall be re - issued to them for these amounts, to replace those lost, it isordered that warrants for the various amounts Ave the above parties be issued in place of those lost, and the tia warrants mos 6928 aiH 6931, ordered cancelled. A There being no further business doming before the Board, upon motion was adjourned. , i J r. 11 Meeting called to order by Chairman Reed on Jan. 5. 1926, and all members were found present. Being the first meeting for the year 1926, the Board proceeding with its reorganization, with C. M. Reed as temporary Chairman. Nominations were in order for Chairman of the Board of Commissioners. Chas. Evans placed the name of J. R. Williams for nomination, and was seconded by Reed. Williams unaniomously elected. Robert S. Killey recommened Mr Jno. V. Saunders, to serve as his deputy for the en- suing -year, subject to the approval of the Board. Upon motion the said appointment was approved and his salary fixed at $80.00 per month. County Clerk Jennie E. Sanders, recommended-W. E. Hahson, to serve as her deputy for the ensuing year, sub ject to the approval of the Board. Upon motion the said ap- pointment was approved and his salary fixed at y $8.0.00 per month. Eral McPhee recommended Hulda McPhee to serve as his. deputy for the ensuing yaar, subject to the approval of the Board. Upon motion the said appointment was approved and her salary fixed at $80.00 per month. The application of J. W. Deane, to act as County attorney for the ensuing year, was, upon motion approved and his- salary fixedat $50.00 per month. The applications of Dr. E. H. Bryson and Dr '` . H. Twining for the appointment of County Ph7sician for the ensuing year, were received- Reed placed the name of Dr Twining In nomination, and was seconded by Williams. and upon vote, Dr Twining was unanimously elected, with his-salary fixed at $50.00 per month. Mr Milton Conner Sr. was appointed to act as jailer for the ensuing year, and to fur - nish meals to prisioners at the same rate as in force for the year 1925. Also appointed as janitor for the Court house at a salary of $75.00 per month. • County Clerk Jennie E. Sanders was appointed as purchasing agent for the County 13r the year 1926, and to- act in that capacity the same as for-the year 1925. The Clerk was instructed to advertise for bids to furnish coal. for the Court house . for the year 1926; said bids to be opened at the next regular meeting. The Board of County Commissioners of Pitkin County met wita. th 7 Loard of County Com- missioners of Eagle County in. joint session at the Town Hall at Basalt Colo. to con- sider the bids on-the joint bridge at Basalt. There was but one bid, that of C. A. Switzer, and upon-dm consideration of this bid, was unaniomously accepted, and the contract for building said bridge according to the specifications on file in the office of the Clerk of Pit.kn and Eagle Counties, was given to C. No. 104 3.50 Frank Delaney 31.83 ' The Koch Lumber Co. and Robert Shaw having submitted bids for furnishing the County with coal for the year 1926, Upon opening said bids, found that the Koch Lumber Co. had furnished the best bid, being at the rate of $6.30 per ton, and the contract therefore let to them. The following resolution was presented to the Board and upon restitution adopted. Whereas, a developement road from Aspen to Ashcroft would result in the opening up of the most promising mining areas of Colorado, an dhereas, this road would give advantages to the tourists and health seekers to enjoy the extra ordinary scenic attractions and camping facilities of this district, and dhereas, this ;ntire road Is within the Boundaries of the National Forest and would be of considerable benefit to the National Forest in its administration and also for the fire protection of timber located in this district, and dhereas, this road would also be of benefit to the cattle and sheep men, thereby in- creasing the revenue of the Forest Service, Therefore be it resolved;- by the Board of County Commissioners of Pitkin County, that it is the sence of this Board that this proposed eevelopement road from Aspen to Ashcroft be built at an early date, and Be it further resolved by this Board that it is willing to help financially and share in the expense of building this road on a fair and eruitablc basis with the National Forest administration, and Be it further Resolved; that a copy of this resolution be sent to Stte Supervisor of Forests, Allen S. Peck, Di trict Forester, Harold Borden and also to Congressr_lan Ed. T. Taylor and senators L. C. Phipps any. Rice J. Means. Resolution adopted at the Joint meeting of the Board of County Commissioners of Pitkin and Eagle Counties, held at Basalt on the llth• day of January, 1926, regarding the contract jointly entered into betwenn the two coulties for the construction of the joint bridge, near Basalt, Colo• RESOLUTION •hTr,as, The County Commissioners of Pitkin County and the County Commissioners of Eag1b County, in jointly called special session, held at the town hall in the Town of • Basalt, Eagle County, Colorado, on the 11th• day of January, A. D. 1926, pursuant to legal notice of said meeting previously published in the Aspen Democrat Times at Aspen, Col and in the Eagle Valley Enterprise, at Eagle Colorado, having under consideration the building of a highway bridge near Basalt, Colorado, from shore to shore of the Roaring Fork River, on site selected near to that of the old ruined bridge, locally known as the Emma Bridge; the new bridge to r <st on end with an approach in each county, it was resolved to build such new bridge and the approaches thereto, as a matter of public convenience and neces it, , and upon specifications therefor sublitted by d. H. Lea, County Engineer of Eagle County, and upon the bid proposal of C. A. Switzer, and whereas, a contract to build said bridge was thereupon entered into be and between the , - ` �1 County Commissioners of Eagle and Pitkin Counties, and the said C. A. Switzer, upon the un- - amious vote of the said commies toners, voting upon roll call as then and there recorded; and it wqs provided in said contract that st id. bridge was to under construction by the 1st. day of rebrtary A. D. 1926 and cempletod for public use by the 1st., day of June A. D. 1926, and dher)as, it was further esolved by ballot, that from a after completion of said bridge, that the Counties of Eagle and Pitkin, will jointly and mutually maintain the s:me, sharing upkeep and repair expense equally between the said counties, and t a elhereas, It was further resolved by ballot, that on account of the channelof the Roaring r�ork River, upstream from the selected site of said bridge, meandering and chi gang with consequent loss and damage to the shore lands, first upon one side and then upon the other, and it being deemed esential to confine the flow od' said Roaring Fork river to a channel which will be permanent, and for the protection of the new bridge, as well as in restraint of destruction of abutting lands, that the said Counties of Pitkin and Lagle, should mutual ay and equally bear the cost of cleaning said channel of drift wood and other obstructions for a sufficient distance up stream as will be necessary, and mutually and equally bear the cost of such rip -rap work, wings and embankments as may be required to regulate the flow of said stream in one channel, and give the ,.desired protection to said joint bridge and the adjoining lands. NO4 THEREFORE; BE IT RESOLVED, that the Board of County Commissioners of Pitkin County, Colorado, do hereby approve and confirm all the acts, resolutions and agreements that were done, passed, entered into and executed at said special meeting on the iith' day of January A. D. 1926, at the Town Hall in Basalt, Eagle County, Colorado, and do hereby, re- affirm and approve all of said acts, resolutions and agreements, and do especially bind ourselves and our county to that eertain contract enyered into at that time with the said C. A. Switzer; and that certain agreement entered into with the County Commissioners of Eagle County for • the mutual and equal sharing of the expense and cost of the erection and construction and future maintenance of said bridge and the cost of clearing said channel and the rip -rap work and other necessary expenses incidental to the protection of said bridge. 1.�. BE IT FIPTHER RESOLVED -- That the Board of County Commissioners of Pitkin County, do hereby Y . set adide the sum of 08000.00 from the 1926 county road fund to meet one -half of the cost of building said. bridge, approaches, rip -rap work and other necessary expenses incidental to the erection , construction and protection of said bridge. Meeting called to order on Feb-.}•° -mot. 1926 and ill members were present. Resolved that because of erroneous assessment amounting to duplication of taxes in the matter of the New Homestead Mining Co. and the Homesteed Mining Co. that to correct the said error the levy as made against the Homestead Mining Co. be stricken from the assess- ment roll of Pitkin County, and the treasurer authorized and directed to make the proper cancellation of the said taxes erroneously assessed. Resolved that exchange of deeds be made between Silas Johnson for 3- • acres, more or less of land that forms part of the Fair Grounds and in consideration thereof, the County shall deed to Silas Johnson all interests it claims in and to certain lots as lett;redor numbered ip certain numbered blocks as platted in the Hallam Addition to Aspen, and named in said deed, and Silas Johnson is tc taxes due on said tracts conveyed by him, and now assessed to him, to date. It appearing that by error, certificates of sale and the taxes to date on Lots 1 to 6 Inc. Blk. 89, and lots 28 to 32 Blk. 90, and lots 11 to 14 Inc. Bik. 80. and lots 11, 12 and 17 Bik. 81, and 1 Jots 19 and 20 Bik. 86 and Lots 10, 11 and 12. Bik. 87, and Lots 18, 19 and 20. Bik. 92. and an undivided one half interest in Lots t 11 to 20 inc. Blk. 92, all in the Hallam addition to the Towns ite and City vf:Aspen, was issued to Theresa Bsrrailler, and whereas, on account of such error, the treasurer called in the s id certificates of sale and tax receipts from Mrs Barrailler, and it appearinr that these lots are adjacent to or join what is known as the county property in said nallam addition, and in the opinion of the Board of Commissioners, that these lots be the property of the County, be it therefore resolved that the treasurer' have the above certificates of sale and taxes to date assigned to the County for the sum of $50.00, and the clerk authorized' and directed to draw a warrant for this amount in favor of the treasurer to cover the amount of above assignments. Mrs S. I. Silvius having offered to purchase the tax certificates of sale and the taxes to and including the year 1924 on Lots Q. R. and S. Block 37 Aspen, together tith what personal taxes as may be assessed against her, offering the sum of $297.43, being the amount of taxes due to the year 1925, without the accrued interest. Williams was made the Chairman of said meeting and 4ttie M. Cave was ,ade clerk. The bids were then opened and the only bid presented was the bid of C. A. Switzer, upon a unit price basis, as called for in the published notice of said calls for bids on said bridge. it was moved by W.P.Mayer, and seconded by G.D.Roberts, that the bid of C.A.Switzer be accepted and the bridge be constructed by him under the terms of said bid, upon the bridge site previously selected by 4. H. yea, County Surveyor of Eagle County.. Upon roll ca 1 by the Clerk the Commiss i oners voted on said motion as follows: J.R.WIlliams - -- Aye. C. M. Reed - -- Aye. Chas. L. Evans - -- Aye. J. B. Heyer - -- Aye- G. D. Roberts - -- Aye W. P. Mayer Aye . It vas moved by C. M. Reed and seconded by J. H. Heyer, that the counties of Pitkin and Eagle, build whatever rip -rap work was needed to protect the bridge that they were about to build, and that such rip -rap work be done on a fifty - fifty basis, sharing the. expense equally between both counties irrespective of whether said rip -rap work is done on the Pitkin County side of the ''oaring Fork River or on the Legle County side of said river. Mayer- - -Aye. It was moved Eby W. P. Mayer and seconded by Chas L. Evans, that the bond to be given by he Contractor, C. A. Switzer, be for the Dill amount of the Contract price, which, as near as could be estimated at this time would be Fifteen Thousand. Dollars. Switzer and instructed the Clerk to return to him the certified check that accompanied his bid when he had furnished the Counties with a satisfactory surety bond in the sum of Fifteen Thousand Dollars. D. 1926, that the especial needs of Pltkin County at the hands of the State Highway Department, are in the order of their ivtance as follows, to -wit; 1st. • The 'bridge In the Independence Pass Highway, ° across the Roaring Fork River at the end of Cooper Avenue in Aspen, Pitkin County, for which Blue Prints were made and plans pre- pared many years ago, and the cement abutements then put in, over which there was laid a temporary Wooden structure with log stringers, which thro lapse of time have beeomed weakened beyond' the verge of danger, and that thbu.gh requests and representations have been made, and assurances have been given, through some unforeseen misadventure the pro- per structure has not been placed, and our need of a proper and sdde bridge we ineistentl press, ° reminding by the way that years ago the appropriation of $2,500 then made for th- same was diverted towards the restoration of the burned State bridge, crossing Castle Creek, at the west end of Aspen, which sum we have never been able to get back, and that we need`and are entitled to have, and. that we have indirectly paid for by the consent to use of the said sum of $2,500. 2nd. _ " • There is pressing need for the expenditure of at least $5,000. on the road leading from Carbondale toward the McClure Pass road and that said sum, for which we ask will no more than make the said road for short time reasonably safe and less dangerous until better construction of permanent nature shall be afforded.
