The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 A. M.,
Friday December 23, 1943, with the following members present: Orest A. Gerbaz, Chairman;
George W. Smith, Commissioner; Clarence 0. Quern, Commissioner; M. M. Neihardt, Clerk.
The Chairman stated that the meeting had been called to received applications for
the office of County Assessor to fill the vacancy caused by the resignation of Charles D.
Hart.

Two applications were received: Thomas F. B(ck and Bert Kling.
After much discussion the following resolution was offered and on motion and second
was adopted;
,.4•► WHEREAS a vacancy in the office of Cyounty Assessor will occur on January 1, 1944, due
to the resignation of the present County Assessor, Charles D. Hart,
WHEREAS, It is the statutory duty of the Boar( of County Commissioner in such oases to
appoint a successor until the next election,
THEREFORE, BE IT RESOLVED, That this Board will make said appointment at its next
regular meeting on January 3, 1944.

The reports of the County Judge and Clerk of the District Court for Dec.1943 presented
At the recommendation of the Pitkin County Library Board, Mrs. Mona Frost was appointed
a member thereof, to fill the vacancy caused by the removal of Mrs. Christine Hart from the
County.
The following Road Overseers were re- elected for the year 1944 or during the pleasure
of the Board: Henry Hoaglund, John Snyder, Claude Crowley, Roy Whitbeck.
On motion duly made seconded and carried, the following wage scale was adopted until
Dhanged by the Board of County Commissioners, for the various types of road labor:
Overseers. $6.00 per day
Truck & Cat Drivers 5.50 " "
Common Laborers 4.50 " "
The natter of the selection of a County Assessor until the next election to fill the
vacancy caused by the resignation of Chas D. Hart, in pursuance of the resolution of this
Hoard on December 23, 1943, was taken up.
On motion, duly seconded and unanimously carried, Mr. T. F. Beck was chosen.

The Board of County Commissioners of Pitkin County, Colorado, net at 2:00 P. M., Thursday
January 6, 1944, with the following members present: Orest A. Gerbaz, Chairman; George W. Smith, &antra
Commissioner; Clarence 0. Quam, Conuaissioner; M. M. Neihardt, Clerk.
The Chairman announced that the meeting had been called for the purpose of electing a
County Assessor, Mr. T. F. Beck, having been selected on Jan. 3, and having been unable to
accept the appointment.
The following resolution was offered and on motion and second, unanimously adopted:
WHEREAS at the meeting of the Board on January 3, Mr. 43. F. Beck was chosen to act as
County Assessor until the next election;
WHEREAS, Mr. Beck later found that he would be unable to accept said appointsltent;
THEREFORE BE IT RESOLVED THAT the Board proceed to select another to fill the vacancy.
Mr. Bert Kling was nominated and elected unanimously.

The Board of County Commissioners of ?itkin County, Colorado, met at 10:00 o'clock
'A. M.,'Monday February 7, 1944, with the following members present; Clarence 0. Quell, Chairman;
George W. Smith, Commissioner; Crest A. Gerbaz, Commissioner; M. M. Nelhardt, Clerk.
The minutes of the meeting held January 11, 1944, were read and approved.
The County Treasurer was authorized and instructed to transfer the sum of :x:1,000.0
from the State Special Road Fund to the Special Roads (Highway) Fund.
The report of the County Clerk for the month of 3annary 1944 was approved.
The reports of the County Judge and Clerk of the District Court were presented.
A release of the Bond of Chas n. Hart as of Jan. 11, 1944 was approved and signed.

and the Natinal Surety Corporation as Surety, was approved es to form and sufficiency and

Resolution was duly offered, seconded and passed that the amount of x5,000.00 be
appropriated from the State Special Road Fund to be used for the maintenance of State Highways
in Pitkin County, said amount to be :met by a like amount from the State Highway Department.
The Clerk was instructed -to write the State Highway Department that there has been
no road construction during the year 1943,'excepting the changed road from Hays Creek to
Plaeita, with the acquisition of two bridges along the former right of way of the Crystal
River and San Juan Railway, of which construction the said Highway Department has had full
report.
A letter having been received from the Liberty- Trucks s: Parts Co., stating that they
had purchased a 01,000.00 War Bond and had credited the purchase to the credtb allotment
for Pitkin County having been received, the Clerk was instructed to write them a letter of
appreciation therefor.
The Clerk was instructed to write the Salt Lake Hardware Co., instructing them to
cancel our order for a 30 -Ton Jack.
The County Treasurer was authorized to purchase s.p -4s $2,000.00 in War Bonds and to
hold the same as cash.

sold to the Forest Service, U.S.Department of Agriculture, at Glenwood Springs, Colo. the fol'
lowing equipment, articles, or things: Any or all of the equipment of the following:

Purpose: For transporting men or supplies and equipment to and from Forest fires and in actual
suppression of Forest Fires in National Forest lands within the Holy Cross National Forest in
Pitkin County. Rate Free of charge payable except as shown below, payable monthly.
Included in consideration Bwner shall be responsible for operation and repair costs provides
however, that the Forest Service shall reimburse the County for payment of wages to equipment
operators and for fuel a nd oil used in connection with such fire suppression.

As a Board of Equalization, the following complaints and requests were received
and disposed of as noted:
Mrs. A. M. Groscurth requested reduction of assessment on Lot M Block 98 which
was valued at $20.00 for Lot and $40.00 for improvements. The Board decided that the
assessment was reasonable, the lot being the same valuation as contiguous lots and the
remnant of the dwelling being worth $40.00 even for the lumber.
Mr. Vernon Raymond asked reduction on Lots P, Q, R, S and E4 Lot 0 in Block 105
which was assessed at 490.00 for Lots and $30.00 for improvements. Board decided assessmen.
was proper on Lots, being the same valuation as contiguous lots but that there were no
improvements. Assessor stated it was his intention to remove the valuation on Improvements.
Mrs. W. H. Cornwall and others requested reduction on Lots 1 -2 -3 Block 102 Hallam
Addition which was assessed at Lots $60.00, Improvements $300.00. Board decided that the
assessment was reasonable.
Mrs. Margaret Kearns requested reduction on certain lots in Blocks 25, 26, and
32, East Aspen which were assessed at $10.00 each. Board decided the assessment was
reasonable.
No further business appearing the Board of County Commissioners and the Board

The minutes of the meeting held September 5, 1944 sere read and approved.
The resignation of Henry Hoaglund as Road Overseer was presented, effective immediately.
By a motion, duly seconded and voted upon, the Board accepted the resignation. They elected
John Skiff to the place of Road Overseer to serve during the pleasure of the Board. M. M.
Neihardt was instructed to apply for Bond.

matter of two tanks of oil; stating that the Maroon Creek Bridge is fixed in good shape and that

first part and Victor Duff, party of the second part, WITNESSETH:
Said party of the first part agrees to allow a contract to said party of the second part
to tear down a steel bridge across the Roaring Fork River at the foot of what is known as
-.` "The Stapleton Hill" and along the route of the former County Road known as the Canon Rom..
Said party of the second part agrees to tear down said bridge in a careful and workmanlike
J manner and to place the steel parts in the newly constructed road from said bridge to the
True Smith Bridge located down the Roaring Fork River, so that the County Road men can ew-
e ily approach said steel with the County equipment, for removal of said steel to a new
bridge site at the foot of the True Smith Hill. Party of the second part agrees to so race
the said bridge that the steel can be used in the most expeditious manner possible in the
re- construction of said bridge at a new location.
Said party of the first part agrees to pay the said party of the second part the sum of
Three Hundred Fifty Dollars ($350.00) for said razing at the time of the completion of
this contract and of two other Contracts of even date herewith, all to be satisfactory to

j Pursuant to the previsions of Section 36 (4) of Chapter 115 of the Session Laws of
1943, being the amended provisions of the Colorado Income Tax Act of 1937, you are hereby
notified that there is available to the credit of the said PITKIN County from the fund de-
signated "Reserve for General County School Fund" the sum of :
Two thousand, two hundred and fifty -eight and 32/100 DOLLARS,(3j2,258.32 ) .
You are further notified in accordance with the foregoing that there is available
to the credit of the said County in the fund designated "Reserve for Special School Fund"

The Colorado River Conservation Board informed the Board of County Commissioners that
their levy was.15 mills.
In pursuance with the above letter from the State Treasurer the allotting affidavit wax

The nomination of Miss Louise Berg as a member of the Pitkin County Library
Board for four years was approved and she was elected as such by the Board.
The Board authorized the Chairman to sign Termination of Suretyship for the
Columbia Oasulaby Co. in the matter of Henry Hoaglund, Road Overseer whose position with
the county had been terminated by resignation.
The Board on motion as.JJmed the expense of Insanity Investigation and carrying
out of the findings of the Court in the matter of Charlotte Larsen.
It was voted to continue membership for the County Officers in the Association
of County Officials and subscription to the magazine. 11 Officials $22.00
