Richard Franke ( "Applicant ") has applied to the Redstone Historic Preservation Commission, Pitkin County, Colorado ( "RHPC ") for approval of alterations to an existing commercial building located at 363 Redstone Boulevard. Address is also known as 343 Redstone Boulevard. 2. The lot is zoned "VC" Village Residential and contains 16,180 sq ft. 3. The lot is located within the Redstone Historic District and therefore is subject to review by the Redstone Historic Preservation Commission, utilizing the Historic Preservation Guidelines for Redstone. 4. The Applicant proposed the addition of a front gable entry porch, a stone chimney located on the rear and alterations to existing window openings. The applicant also proposed a new landscape plan for the front yard of the building and the removal of existing commercial signage. 5. The proposal changes the use of the building from commercial to residential 6. The RHPC reviewed the application at a duly noticed public hearing on October 11, 2012, at which time evidence and testimony were presented with respect to this application. 7. The RHPC found that the application is consistent with the applicable provisions of the Historic Preservation Guidelines and that the review standards have been met. Additional information was included in the conditions of approval. NOW, THEREFORE, BE IT RESOLVED by the RHPC that it does hereby approve the development for 363 Redstone Boulevard, subject to the following conditions; All documents provided by the applicant for the review by the board and/or are made part of this approval, as amended herein, and any changes to the drawings or material representations must be submitted to staff for review or submission to the RHPC prior to start of the work. Samples of the roofing, stone or other new materials not previously approved must be submitted to the County HPO for approval prior to purchasing the materials. Resolution No. _ -2012 Page 2 3. The RHPC has approved the use of stone on the chimney, this stone must be a natural stone material and not a cultured stone. The spark arrestors indicated on the drawings or any chimney top items should be painted a dark color. 4. Any exterior lighting fixtures must comply with the Pitkin County Lighting Code and cut sheets need to be provided to staff for approval prior to purchasing the fixtures. 5. The building is currently used as a restaurant and general store. On behalf of Mr. Franke, I submit this package in connection with his proposal to convert the building into a single residential property (the "Project "). Subject to the Pitkin County Land Use Code (Chapter 5, Dimensional requirements, Note 6), the Project is limited to 2,800 sq. ft. maximum because the lot frontage (at approximately 129') is larger than 100'. The surveyor provided an actual square footage. calculation of the building to be 2,933. Thus, we understand that Mr. Franke is prohibited from adding any additional square footage. The proposal for the Project is outlined below: 1. The existing exterior walls and exterior finish of cedar batten and board over wood stud will remain in place; 2. The existing roof structure remains in place, but the wood shake and metal roofing finish materials, which need to be. replaced for maintenance reasons will be replaced with a gray standing seam aluminum roof; 3. A new fireplace will be added on the rear porch wall and flanked by Nana Walls, which are a wood door clad with aluminum that folds back in 3 panels to create an opening approximately 9' wide when open. The being is being converted from a commercial building into a residential building, so the window placement is being modified so that the new bedrooms, dining room and living room have windows that are coordinated with the floor plan. The windows proposed are wood with aluminum clad. 5. The proposed colors for the residential building are a gray standing seam metal roof and Benjamin Moore, Cloud white painted wood batten board siding; 6. The proposal provides adding an entry element to break up the very long elevation with an open gable on 8x8 wood post; 7. Changing out the 4x4 wood posts with 6x6 wood posts; 8. A 36" fence with a design that allows the fence to be 50% open along the frontage road, which transitions into a 6' fence for the backyard; and 9. A 115 sq. ft. A qualified contractor is the key to an efficient and successful project. Pitkin County offers a historic preservation specialty licensing program which instructs contractors on the basics of good preservation practice. Owners may want to consider asking their contractor to complete this program or choose a contractor who has already done so. Depending on the complexity of the project, the RHPC may also require the selected contractor to obtain this specialty license, before work can proceed. This verbiage is meant to accompany the attached drawing so as to encourage clarification. All of the landscaping is within the proposed fence surrounding the front yard of the residence. The front yard is broken into two plots on either side of the flagstone walkway that leads one to the front door of the house. They are labeled North and South. The South plot has a garden bed running along the southeast side of it with three aspens (2 clumps and I single stem). Small shrubs and perennials will meander around the trees within the perimeter of the bed as shown. On the west side of the same plot (South) and running along the front of the open air porch is another garden bed consisting of small shrubs and perennials. At the far south end of the garden will be an ornamental deciduous tree such as a Spring Snow Crabapple. This tree will be fruitless so as to not encourage bear activity and will offer beautiful spring color. Flowers and small shrubs will run along the front of the open air porch ending where the garden meets the entry walkway. The North plot has an Autumn Blaze Maple that will offer beautiful fall color This tree will not be in a garden bed as such but planted in the lawn area. There is another large bed in this North plot that starts at the Northeast corner with an 8' Colorado Blue Spruce. From there heading west are a couple aspen clumps as well as more flowers and shrubs. As the garden approaches the parking area large common purple lilacs will take over the bed and wrap around the corner of the parking area. The combination of the spruce tree, the aspens, and the large lilacs will work to block the parking area from view of the passers by. In front of the porch on the north side of the walkway will be more flowers and shrubs in a manner similar to the garden on the other side of the walkway. We hope to "plant" some boulders throughout the garden areas to give the gardens some contour and naturalizing.
