WHEREAS, Pitkin County is the owner of record of the Aspen- Pitkin County Airport, co,:nisting of approximately 250 acres, more specifically described in Exhibit 'A", attached hereto and incorporated by reference, and WHEREAS, in December 1981, the Pitkin County Planning and Zoning Commission and Board of County Commissioners did both adopt the Aspen-Pitkin County Airport Master Plan Update, and ((` WHEREAS, the Airport Master Plan Update does identify a 3- stage improvements program to upgrade and expand the airport over { the period of 1981 to 2000, and ' WHEREAS, subsequent to the adoption of the Master Plan, the consultants did complete a Phase I Project Delivery Analysis, re- fining the scope of the short term airport development plans, and WHEREAS, Pitkin County did apply for, and was awarded, approx- I A imately $3.2 million in grant monies from the Federal Aviation Administration and did receive the approval of the electorate to issue $3.25 million in airport revenue bonds for the purposes of funding the Airport Phase I Improvements Project, and WHEREAS, the Pitkin County Planning and Zoning Ccmmission did consider and recommend the approval of the Airport Phase I Improve- ments Project at their regular meeting on February 22, 1983, and WHEREAS, on March 28, 1983, a duly noticed public hearing was I _ held before the Board of County Commissioners of Pitkin County, Colorado, at which time the evidence and testimony was presented • with respect to the Airport Phase I Improvements Project. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis- sioners of Pitkin County, Colorado, that it does hereby grant special review approval to the Aspen-Pitkin County Airport Phase I Improvements Project, to specifically include the use of a batch plant and rock crusher on-site, subject to the fol'owing conditions: .w-wane...,- _--'----^.------,__- _ ., ;,_` , ,281. , 1. The applicant will submit for review final grading ,d land- scaping plans for the Airport, Aspen Village Mobile ome Park fill site, the old Elam Gravel Pit site and any oth potential excavation or fill site, which shall be considered P&Z I;; the Board prior to the completion of earthwork for :le p ro n 2. The applicant will obtain a permit for the Batch pi .t from the Colorado Health Department. Visible opacity fr the r,., stack of the plant shall be 20 percent or less during all times of operation. - 3. A maximum noise level of 80 db(A) between 7:00 a.m. :nd 7:00 p.m. and 75 db(A) between 7:00 a.m. and 7:00 a �., A measured 25 feet off the property line will be perm *_ed ° on the site. The applicant shall not operate the crusher during the night shift. 4. The contractor shall meet the following air and wat quality requirements! A. Any diesel-powered ve. 1cle operating within Pit County below 8,000 feet mean sea level, performing contrac work for Pitkin County shall meet the following emission sta :ards: - It shall not emit any air contaminant which is ,f such a shade or density as to obscure an observer's v. .ion to a ii. degree in excess of 10 percent opacity average. for any N/' 13 se and period. - It shall net emit any air contaminant which is of such a shade or density as to obscure an observer's vision to a degree in excess of 30 percent opacity more than once in any 15 second perioc:. B. The contractor will be required to employ as many water trucks as necessary to prevent blowing dust 24 hours a day, 7 days a week during the full contract period. The contractor should apply a hydro-mulch composite to all stocks ii d over- burden to minimize fugitive dust. • 1' C. Any wastewater generr:+:ed by the asphalt batchin operation shall be retained on-site through the use of non-di. -harging ponds.
