Pursuant to Subsection 4- 30 -50(i) of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ( "Director ") may approve a Special Event Permit. 2. Jeep Jamboree, through Pearse Umlauf, (hereafter, the "Applicant ") has applied to the Director for approval of a Major Special Event Permit to conduct a four wheel drive off road event. The event is specific to Chrysler Jeeps and is called a "Jeep Jamboree" in which participants will drive Jeeps on unimproved roads throughout the County. This event will have a maximum number of 100 Jeeps. Of the 100 Jeeps, groups will be divided into 15 Jeeps and 3 guide Jeeps per road ride. This event will be based out of the Town of Snowmass Village and rides are scheduled for Friday August 2 "d and Saturday August 3d. Jeeps will leave the Town of Snowmass Village at 8:30AM and return from the rides in the afternoon. 3. Multiple County roads will be used for the event. The following county roads will be used: • Pearl Pass Road/Montezuma Basin Road • Express Creek Road to Taylor Pass • Summer Road/Richmond Ridge Road • Woody Creek Road and Larkspur Mountain Road • Frying Pan Road to Hagerman Pass • Little Annie Road • Midnight Mine Road • Lincoln Creek Road to Ruby Townsite 4. The Pitkin County Special Event Committee convened on March 7", 2013 to discuss the proposal. The Applicant was available for questions and clarifications on the proposal. The Sheriffs Office will establish Incident Command for the event. 5. The Pitkin County Sheriffs Office, Aspen Fire Protection District, Basalt Fire District, Emergency Manager, Aspen Ambulance District, United States Forest Service (USFS), Communications Department, Open Space and Trails Department, County Engineer, Woody Creek Caucus, Frying Pan Caucus, Lime Creek Subdivision HOA, Castle/Maroon Caucus were all referred on the application. 6. The Frying Pan Caucus was represented at the March 7`h, 2013 Special Event meeting. The USFS has issued a permit for the event. 7. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the Land Use Code. Page 1 of 2 THE DIRECTOR HEREBY APPROVES the Special Event Permit for the 2013 Roof of the Rockies Jeep Jamboree subject to Applicant's compliance with each of the following conditions: All material representations made by the Applicant in the application (which shall specifically include representations made in all related supporting documents, correspondence subsequently provided by the Applicant, and representations made by phone), shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Decision. 2. The Applicant must demonstrate possession of applicable permits at all times during the permitted activity and present such permits upon request. Each group trail guide shall have a copy of the permit. 3. Approval to hold this activity does not place any additional liabilities on Pitkin County. 4. Jeeps shall make all reasonable efforts to allow access for other users of the roads and accommodate users that may want to pass the Jeep group. If a breakdown occurs, the vehicles shall be moved to a position that safe and does not block the road for other users. 7. No emergency access shall be blocked. 8. The Aspen Skiing Company ( Skico) has a mountain bike event on August 3rd that will also utilize Summer Road. The Applicant shall coordinate with Skico (Buck Erickson) to avoid any conflicts. 9. One thing that we let all participants know is that if necessary we change trails or cancel them without notice if weather or other factors come into play. With that said, we will be able to give you approximate times that we intend on being on each trail, however that can always change and we do not want to be held to a specific timeframe to be somewhere. Michael will be giving you a list of the trails and very broad times, Ie: Little Annie Road between 9AM -12PM. Michael has just returned to Colorado and will be working on this list during the week. Also, I would like to be able to come by when I am in town for the event to personally say thank you for your part in getting the 1 st Annual Roof of the Rockies going. There are many safety issues regarding upcoming obstacles transmitted over the CB radio by your trail guides. It is important for each vehicle to have a CB radio. Learn interesting facts about the area - history, local plant and wildlife, as well as exciting stories. Other important items to consider bringing are: drinking water, trail snacks, chair or blanket for lunch stops, flashlight, camera /video camera, binoculars, insect repellent, sun block, hat, hiking boots, toiletries & medications, toilet paper and zip -lock bags for tissue disposal, hand sanitizer, rain jacket and warm clothing. 0 Ul01i TRAIL USAGE AND INFORMATION WATER CROSSINGS We may have water crossings and water holes. Many of these crossings and holes offer a bypass if you decide to "go around ". It is very IMPORTANT to watch and listen to your trail guide. Please be sure your air intake is disconnected. Your trail guide can help you with this if needed. When driving in deep water, GO VERY SLOW! If your engine gets wet and stalls, DO NOT try to start it as you may cause serious engine damage. After the Jamboree, please be sure to reconnect your air intake. For additional tips on water crossings, please refer to your copy of "Mark A. Smith's Guide to Safe, Common Sense Off -Road Driving'. A NOTE ON LAND USAGE Many Jeep Jamboree USA events are held on private lands with the consent of landowners, or on public lands through special use permits. In some cases, Jamboree trail groups are granted access to trail areas, which are closed to all other vehicular access during the year. Please be aware that access to these trail areas is allowed only by guided JJUSA groups during the scheduled Friday and Saturday trail rides. Individual Jamboree guests returning later to drive in these areas on their own do so in violation of JJUSA's land use agreements and endanger future Jamboree usage of these restricted trails as well as being removed from the Jamboree without a refund. Thank you for your cooperation in assuring Jamboree access to some of America's most spectacular backcountry. PLEASE TREAD LIGHTLY! Travel responsibly on designated roads and trails or in permitted areas. Respect the rights of others including private property owners and all recreational trail users, campers and others to allow them to enjoy their recreational activities undisturbed. Educate yourself by obtaining travel maps and regulations from public agencies, planning for your trip, taking recreation skills classes, and knowing how to use and operate your equipment safely. Avoid sensitive areas such as meadows, lakeshores, wetlands and streams, unless on designated routes. This protects wildlife habitat and sensitive soils from damage. Do your part by leaving the area better than you found it, properly disposing of waste, minimizing the use of fire, avoiding the spread of invasive species, restoring degraded areas, and joining a local enthusiast organization. TRAIL RATING SYSTEM Every Jamboree trail is rated from 1 (easiest) to 10 (the most difficult). These ratings are based on the overall trail, not just on one or two tough spots. Rain can increase ratings by one or two points. Please remember, all vehicles are subject to vehicle check prior to trail departure. Numerically higher rated Jamborees are more likely to result in vehicular damage. 1 -2 Obstacles and terrain are relatively easy to navigate. In optimum weather conditions, some trails may not require continual use of four -wheel drive (4WD). 3 -5 Moderately demanding. Challenge for novice drivers. Obstacles may include: mud holes, boulders, and streams. Requires 4WD with 4 -LO. 6 -7 Demanding. Challenge for most skill levels. Mud holes get deeper, boulders get larger, and climbs get steeper. Requires 4WD with 4 -LO. 8 -9 Very demanding. Likelihood of getting stuck is high. Mud holes may be deep and rock climbing is more arduous. Lifts and lockers are helpful. Requires 4WD with 4 -LO. 10 Extremely demanding. Reserved for the toughest off -road trip in the U.S.A. —the Rubicon Trail. Requires 4WD with 4 -LO (Not recommended for Jeep Patriot, Compass, Liberty, Cherokee, Grand Cherokee, or Commander.) During registration participants will have the opportunity to discuss the trails, their driving experience and vehicle capabilities with the trail guides. Guides will work with participants for trail placement. RAIN MAY INCREASE TRAIL RATINGS 1 OR 2 POINTS, ESPECIALLY WITH STREET TIRES. FRIENDLY REMINDERS — Before, During, After Your Trip BEFORE YOU LEAVE It is mandatory to return a waiver form signed by everyone in your vehicle (by mail, fax or email) to the JJUSA office as soon as possible. Your registration IS NOT COMPLETE until we receive a completed waiver. This helps you to prevent delays in processing your registration and avoid longer wait times during registration. A waiver for participant's under the age of 18 years old must be signed by a parent or the minor's legal guardian. New registrations, adding or changing passengers: It is very important to register new vehicles, add or change passengers at least two weeks prior to the Jamboree date. This will enable us to give an accurate count to our caterer for the meals. Please note that registration prices are per person, not per Jeep vehicle. Event T -Shirts are not included in your registration fee. You may pre -order event T -Shirts at the time of your OU'U0, -2 registration. Shirts will be given to you at Thursday registration. As long as they each have a required seat belt in your Jeep 4x4. Bringing pets is strongly discouraged. If your pet must attend, you must submit a pet waiver prior to event. WHERE DO I SLEEP ON A JEEP JAMBOREE? Participants are responsible for arranging their own lodging. Included in this event schedule is a list of accommodations. Be sure to mention you're attending a Jeep Jamboree when making your reservation. WHAT DOES THE JAMBOREE FEE COVER? Your fee covers all necessary permits, land -use fees, experienced guides for the entire trip, three meals on both Friday and Saturday ( "Select" adventurers include evening meals only). NOTE: Meals vary. Regretfully, no accommodations can be made for special diets or dietary restrictions. All new Jeep 4x4 vehicles with a 4 -LO transfer case are Trail Rated® and are tested on demanding 4x4 trails. Vehicles without 4 -LO may ONLY use trails rated 1 -2. Your Jeep four - wheel -drive vehicle is required to be in good condition, with good tires, brakes, and seat belts. In addition, we require prior approval for larger Jeep 4x4s, such as Grand Wagoneers and J- Series Pickups. Jeep Jamboree USA reserves the right to refuse participation to any applicant whose vehicle exceeds size restrictions. COULD MY VEHICLE BE DAMAGED ON A JAMBOREE? Every effort is made by Jeep Jamboree USA to make the trails as safe as possible. Participants are advised to closely follow instructions given by trail guides, spotters, and Jeep Jamboree USA. However, there's the possibility of damage to your vehicle when traveling rough terrain. Any damage is the owner's responsibility. Jamborees with higher difficulty ratings are more likely to encounter terrain that may contribute to vehicular damage. Participants are required to sign a waiver form. It is probably unlike anything you've ever experienced. Jeep Jamborees cater to every level of expertise so they're fun for everyone — from novice to veteran and everyone in between. Experienced guides help navigate you through scenic switchbacks and challenging off - highway situations you never thought your Jeep vehicle was capable of. And, perhaps best of all, you'll be meeting and making new friends along the way. Each Jeep Jamboree USA participant attends with their own Jeep vehicle. Participants Jeeps must meet the mandatory criteria (see attached Event Schedule) in order to be able to participate in the Jeep Jamboree event. Each trail group will not exceed 15 participant Jeeps and 3 Trail Guide Jeeps. Registration, vehicle evaluation and trail signups will be on Thursday evening at the Rodeo Grounds parking lot at 2835 Brush Creek Rd, Snowmass Village, CO 81615. Staging for the 1s1 annual Roof of the Rockies Jeep Jamboree USA event will occur on Friday and Saturday morning at the Rodeo Grounds parking lot at 2835 Brush Creek Rd, Snowmass Village, CO 81615. Each trail group will line up according to the group that they're in behind the Lead Trail Guide. There will be a mid - gunner Trail Guide and the Tail- Gunner Trail Guide for each group. We facilitate a mandatory drivers meeting prior to departing for the trails every day to review safety policies, procedures and review. Each Trail Guide also meets with their individual group at the trailhead for another short safety briefing. Average speed is 3 -5 mph while on the trail. Onsite, the main point of contact for the 151 annual Roof of the Rockies Jeep Jamboree is Michael Weil. Cell phone is 954 - 205 -2165. Commission staff has been interacting with Jeep Jamboree USA for thirteen years. Since filing its first application with the New Jersey Pinelands Commission for an off -road recreational vehicle event in March of 1999, the staff of Jeep Jamboree USA has been consistent, timely and thorough in providing all necessary information to the Commission in order to obtain the required Pinelands Recreation Permits for the annual two -day Pine Barrens Jeep Jamboree. The Pinelands application process requires that applicants provide information regarding each proposed event including proof of notification to the municipalities and New Jersey State Police, the written permission from any private property owners, a course map, and a copy of the necessary insurance coverage for the event. The Commission staff reviews each proposed route to ensure that environmentally sensitive areas, such as freshwater wetlands and threatened and endangered species habitat, are avoided. Jeep Jatrlboreq USA staff and representatives have been responsive to the Commission's concerns and have been amenable to making changes to the event routes as required by our staff in order to avoid these environmentally sensitive areas. I served on the San Juan County, Utah, Board of Commissioners for two -four year terms from 2003 through 2010. During this period, Jeep Jamboree USA conducted annual Rallies in our county every year. Infect, this organization has held group rallies in San Juan County, Utah, for twenty - two years. The purpose of my message is'to testify to you that this organization demonstrated the highest standards of " Stewards of the Land" every year. They were most careful to" leave no trace." They were very disciplined in trail ettiquette and freguently did minor trail maintenance, as appropriate. A typical Jeep Jamboree USA Rally involved up to fifty vehicles, with two or more persons in each vehicle. They ate their meals in our restaurants, used local catering businesses for their field meals, used local lodging and purchased fuel and supplies from local merchants. The County Commissioners were pleased to welcome them here. One year the Commission issued them a road use permit on a County road because the Bureau of Land Management was too slow in processing their permit request. The Commissioners asserted that BLM did not have jurisdiction over County roads anyway. One year the County Sheriff and I (as Commission Chairman) accompanied them on their rally. Smith Off - Roading, Inc., hereinafter referred to as Jeep Jamboree USA, and the U.S. Department of Agriculture - Forest Service, hereinafter referred to as USDA FS. This agreement is authorized under the provisions of the Muftiple -Use Sustained -Yield Act of 1960 (16 USC 528 -531); the USDA Acceptance of Gifts Act (7 USC 2269): the Volunteers in National Forests Act of 1972 (16 USC 5582- 558d). PURPOSE: The purpose of this MOU is to establish a framework upon which mutually beneficial programs, work projects, and Jamboree activities may be planned and accomplished by USDA FS, and Jeep Jamboree USA, working cooperatively at the national, regional and local level. Such programs, projects, and activities complement the Forest Service mission and are in the best interests of the public. II. INTRODUCTION: The USDA FS is a land management organization dedicated to wise management of the Nation's natural resources for a variety of uses and activities, including outdoor recreation, and is Interested In providing opportunities for education and volunteerism. Jeep Jamboree USA has established a national program offering jamboree events to a large nationwide network of Independent, local off- highway vehicle users which may desire to use the National Forest for recreational purposes, provide support, volunteer labor, and /or funds to the Forest Service for accomplishment of mutually beneficial projects or activities. THEREFORE, In donsideration of the above premises, and mutual covenants contained herein, the parties hereto agree as follows: III. THE FOREST SERVICE WILL: A. Cooperate with Jeep Jamboree in Identifying, deftning, and undertaking various national projects that will facilitate the achievement of the mutual benefits outlined in this Memorandum. B. Encourage local Forest Service officials to participate with Jeep Jamboree USA in development of mutually beneficial work projects and educational activities. ODULJ�3 C. Encourage its Jamboree participants to work with local Forest Service officials to discuss and identify opportunities for cooperative work on mutually beneficial projects or activities. C. Share information with USDA FS regarding initiatives of Jeep Jamboree and Jeep Jamboree events. D. Promote Tread Lightlyl ethics by providing training and instruction to Jeep Jamboree participants. E. Indemnify, save and hold harmless and defend the Forest Service against all fines, claims, damages, losses, judgements, and expenses arising out of or from any omission or activity of Jeep Jamboree USA: F. Provide annually an update insurance policy that can be reviewed and accepted servicewide for Jeep Jamboree events on National Forest lands. G. Name the Forest Service as an additional named insured on all liability policies. All such policies shall specify that the insurer shall have no right of subrogation against the United States Government for payment of any premium or deductibles where under, and such insurance policies shall be assumed by, credited to the account of, and undertaken by Jeep Jamboree USA's sole risk. V. IT IS MUTUALLY AGREED AND UNDERSTOOD BY AND BETWEEN THE SAID PARTIES THAT: A. The local contact persons for USDA FS are District Rangers, who have sufficient authority to develop agreements', and special use permits of the type envisioned by this Memorandum. B. The parties agree to review and assess the effectiveness of the program and the MOU annually. C. Coordinate activities -and programs related to Jeep Jamboree Events. D. This Memorandum shall remain in effect until terminated, following a 30 -day written notice by either party. E. Work projects or activities which involve transfer of money, services, or property will normally require execution of a separate agreement. Alternative agreement Instruments include Challenge Cost Share Agreements, Participating Agreements, Sponsored Volunteer Agreements, procurement contracts, special use permits, or local Memorandums of Understanding.
