HEAR TAX PAYER'S APPEALS OF THE PITKIN COUNTY ASSESSOR'S
VALUATlON AND DEVELOPING A LiST OF PERSONS QUALtFfED TO ACT AS
ARBITRAT4RS OF' PROPERTY VALUATIUN DISPUTES
RESOLUTION NO. O�s Y 2012
1. Pursuant to C.R.S. 39-8�101,the Board of Caunty Commissioners{B4CC) of
Pitkin County shall comprise the Boarcf of Equalization {BOE).
2. The BOE is charged with the duty of assuring that the Assessor faEriy and eq�ally
applies appraisa{ procedures.
3. The voiume af appeals in 2012 will exceed the amount of time that the BOCC
has available to sit as the BOE.
4. Pursuant to C.R.S. 39-8-102(2)(i}the BOE has the authority to�appoint
independent referees {hearing officers) who are experienced in property
valuations to conduct hearings, and on behalf of the BOE, make findings and
subrriit recommendations to the BOE for its final action.
5. The BC�CC v,RShes to appoint hearing officers to act on behalf of the BOE.
6. The BOCC has considered the applications anci quatifications af persons
interested in acting as hearing officers on behaif of the BOE and desire to rr�ake
appointments at this time.
7. Pursuant to C.R.S. 39-8-108.5, if a petifiioner is not satisfied with the BOE's
decision they could choose fo go to arbitration.
8. Pursuant to C.R.S. 39-8-108.5, the BOCC shaA develop a list of persons who
sha11 be qualified to act as arbi#rators of property valuation disputes. Such fist
shall be kept in the o�ce of the county cie�{c and recorder.
9. Pursuant to C.R.S. 39-8-108, qualified arbitrators in addition ta being either an
attorney licensed to practice law in the state, an appraiser who is a member of
the institute of real estate appraisers or its equivalen#, a farmer county assessor,
a retired judge or a licensed real estate braker must also be a registered or
certified appraiser.
10. The BOCC has considered the applications and qualifications of the persons
interested in acfing as arbi#rators pursuant to C.R.S. 39-8-'f08 and desire to
approve an amended lis#of arbitrators at this time. Such list shall be kept in the
office of#he clerk and recarder.
NOW THEREFORE BE IT RESOLVED by the Board of CQUnty Commissioners of Pifkin
County, Colorado that:

1. The persons on the attached tist (Attachment 1j are hereby appointed to act as
hearing off�cers on behalf of the BOE for a#erm commencing Jufy 1, 2012 and
continuing for one year, unless otherwise terminated by the BOCC.
2. The persons on the attached list{Attachment 2} have been selected to act as
arbitrators to hear property valuation disputes for a term commencing September
1, 2012 and continuing far one year, uniess otherwise amended by the BOCC.
