APPLICANT: Pitkin County Open Space and Trails Department (OST) REPRESENTATIVE: Lindsey Utter, Pitkin County Open Space and Trails LOCATION: Elk Park 17838 Hwy 133, PID#: 272920100851 ZONING: PUB EXISTING CONDITIONS/BACKGROUND: Elk Park was acquired by the Pitkin County Open Space and Trails Department (OST) in 1994. The Park contains vehicle parking and a small cabin that has, in the past, served as an affordable housing unit. The Applicant states that this cabin has been condemned. OST convened a steering committee and engaged a consultant to understand the community desires for the property. Through a year long process, the final park plan proposal includes two phases of work. Phase 1 employs construction of an information center pavilion or "depot" and is scheduled for construction late this summer, 2013. Phase 2 employs construction of three (3) multi - purpose play fields, interpretive panels, a commemorative grove, paths, relocated parking areas, picnic groves, and play areas. Phase 2 is proposed to occur at a later date after funding is secured. The Applicant's specific site design for the Park is provided in the submittal documents. PROCEDURE/PROCESS: C.R.S 30 -28- 110(1) provides that the Planning Commission shall review the location and extent of public projects proposed by a governmental entity in the unincorporated area of the County for conformance with the applicable comprehensive plan or master plan. The Planning Commission's action on a Location and Extent proposal is essentially "advisory", as disapproval may be overruled by the governmental jurisdiction making the proposal. REFERRAL COMMENTS: The Crystal River Caucus and Redstone Community Association. Though no comments were received, both entities have been engaged in the master planning process for the Park. STAFF COMMENTS: Three separate master plans are applicable for this review. The Applicant has addressed all of these master plans. The following identifies the three master plans with staff comments: 6 Crystal River Master Plan: The Crystal River Master Plan was adopted in 2003 and is applicable for this review. The Applicant has correctly identified Section 5 "Environment and Open Space" and the proposal shows consistency with this section. Specifically, the depot and the park's open qualities comply with subsections 5.1 and 5.5. OST purchased this property in 1994 to prevent future private development, consistent with subsection 5.1. Additionally, because the Park will be maintained as open space, view planes along this section of the Hwy 133 corridor will be preserved. Section 6 of the Master Plan identifies recreation as a "goal" for the Crystal River Valley. Specifically, subsection 6.1 states the objective of "encourage each other to voluntarily permit access to our streams, trails, and waters while respecting private property rights ". Through the OST purchase of this property, Crystal River water access is now available to the public. The proposal is also consistent with subsection 6.5 which states that a goal of recreation is to "support small -scale educational /cultural activities ". At 3.2 acres, Elk Park is a relatively small park that will have educational interpretive panels and areas designated for small gatherings. Redstone Master Plan: The Redstone Master Plan was adopted in 1993. Chapter 2, subsection 1(h) states 'pursue the acquisition of additional park land". Elk Park was purchased by OST in 1994 and, with this acquisition, accomplishes this goal of the plan. Additionally, subsections 3(g) and 3(h) state: "Identify land within the scenic overlay of State Highway 133and consider land use tools to preserve such lands visible from the Highway" and "Pursue the acquisition of additional park land" ' respectively. Highway 133 is a mapped scenic corridor and the purchase of Elk Park by OST and preservation of the land from future development accomplishes both of the goals stated in subsection 3. The Applicant's submittal has also identified other goals within the Redstone Master Plan that Staff feels show conformance with this Plan. Village of Redstone Design Guidelines Pursuant to Resolution No. 1 -2012, the Redstone Historic Preservation Commission approved the 675 square foot depot to be built on the south end of Elk Park. This approval resolution shows conformance with the Design Guidelines. RECOMMENDATION: Staff recommends that the Planning Commission approve the Location and Extent review for the Elk Park Improvements and find it in conformance with the Crystal River Master Plan, Redstone Master Plan, and the Village of Redstone Design Guidelines, subject to the attached draft Resolution. Additional information mar be required upon a complete review of the application. � i LL111 A Parcel #272920100851 Elk Park Final Plan - Location and Extent Review Introduction and Background Elk Park is located in Redstone, CO across Hwy 133 from the Coke Ovens. Pitkin County acquired the 3.2 acre property in 1994. The cabin on the south end was used as an affordable housing unit, it has since been condemned, and a parking lot on the north end was created to serve downtown Redstone and Redstone Park. In 2010, Open Space and Trails (OST) and a Steering Committee, comprised of Redstone residents, worked with a consultant to develop a Redstone Parks and Open Space ManagementP /an. This plan encompassed three parks including a Conceptual Plan for Elk Park. This past year OST worked with the same Steering Committee, and consultant, to develop the final plan for Elk Park. The final plan includes: a depot (information center), three multi - purpose play fields, interpretive panels, a commemorative grove, crusher fine paths throughout, relocating the parking lot, picnic groves and wild zone play areas. The final design was a huge community effort and members of the committee worked on everything from parking lot layout to content of interpretive displays. We worked with the Redstone Historic Preservation Commission to make sure the Depot design fit their expectations and the character of Redstone. We received unanimous support for the final design of Elk Park from the Crystal River Caucus on November 111h, 2013 and the Open Space and Trails Board approved the final design on December 181h,2013. We have split the park into two construction Phases. Phase I encompasses the Depot area and will be funded by a Scenic Byway Grant, administered by CDOT. Phase II is the majority of the park and we are currently seeking granting opportunities to secure funding. Phase I can occur independently of Phase II and still maintain a functional Depot and parking area. Our goal is to begin Phase I late summer of this year. The timing of construction will be dependent on the timing of the CDOT review of the Phase I plan sets. 000005 Parcel #272920100851 Master Plan Compliance Crystal River Valley Master Plan, 2001 The Elk Park Final Plan conforms to The Crystal River Valley Master Plan in numerous ways. It starts with demonstrating two of the Plan's Core Values: "preservation of open space" and preservation of the "Highway 133 view plane ". Section 5 of the Master Plan is devoted to "Environment and Open Space ". There is one Objective that directly speaks to Elk Park but the park also conforms to the overall goal of Section 5. The Goal states: "Public lands within the Crystal River Valley Planning Area should be maintained in a manner that preserves and protects the natural environment, grazing, encourages passive recreational activities and maintains the rural character of the valley. Future development and redevelopment projects must be sensitive to the unique landscape, physical features and viewsheds that define the valley- must preclude light and noise pollution; and must promote an environmental ethic which protects wildlife and wildlife habitat, air and water quality. " Objective 5.1. Support the efforts of the Pitkin County Open Space and Trails Board and /or other conservation groups as they continue to acquire conservation easements or real property from landowners. ■ Elk Park was originally acquired by the County to prevent private development in this location. In general, Elk Park meets Section 5 by preventing private development, preserving the view corridor from Highway 133, specifically keeping improvements out of the riparian areas and hosting interpretive panels that educate the public on the waterways, wildlife, wildlife habitat and geology. Section 6 focuses on "Recreation ". The Goal for Section 6 states: "Support limited small -scale recreational opportunities." Elk Park supports this in being a park which accommodates multi - purpose rec fields, encouraging smaller field games; but it will not be a facility of large size to host any large organized recreational events. Objective 6.5 Support small -scale educational /cultural activities. UJi 0Ll6 Parcel #272920100851 • Many small -scale education and cultural activities will occur Elk Park. The Depot is an open, air information center modeled after the historic Depot on the site. It will hold interpretive panels on Redstone's history, information on events in Redstone, recreational opportunities in the area and a map of the Scenic Byway. There will also be interpretive panels in the park covering the local hydrology, wildlife, habitats and geology. Redstone Master Plan, 1993 The Elk Park Final Plan follows the goals set forth in the Redstone Master Plan in many ways. Goal 1 of the Master Plan states: "Maintain the historic character and scale or the land uses and structures on the Redstone Boulevard and adjacent platted landd'. Objective 1.b further defines Goal 1 by articulating, "Discourage the development of new structures which are inconsistent with the massing and character of existing land uses on Redstone Boulevard and adjacent platted lands. " • During the final design process for Elk Park we worked closely with the community and especially the Redstone Historic Preservation Commission to make sure we were creating something that fit with their vision for Redstone. We wanted to make sure that we created something that preserved and complimented the existing character of Redstone. Much care went into creating a Depot design that emulated key pieces of Redstone architecture and construction materials. Please refer to the attached resolution from the Redstone Historic Preservation Commission approving the Depot design. Goal 4 speaks to Historic Preservation, "Maintain the high quality natural and man- made environment which attracts residents and visitors to Redstone. " Objective 4.e states `Continue the review function of the Historic Preservation Committee regarding exterior changes to existing structures and building of new structures in the Redstone Historic District' ■ The depot in Elk Park was reviewed and approved by the Historic Preservation Committee. Please refer to the previously mentioned attached resolution. Parcel #272920100851 Goal 8 is on Public Lands, "Preserve and enhance public lands for the benefit of Redstone Residents and visitors. " Objective 8.c says "Pursue the acquisition and development of additional park land. " ■ Elk Park embodies this goal. It is the development of additional park land. Goal 12 is about parking. "Provide for adequate off - street parking in Redstone. " • Elk Park currently holds a parking lot to serve Redstone. This feature will be more centrally located in the park but it will not go away or reduce in size, in order to ensure that Redstone has adequate parking. Chapter 4: Implementation specifically mentions the "Lyon Parcel ", a former name for the Elk Park lot. The Master Plan specifically calls for this parcel to be public asset. It calls for the development of a public parking lot linked to the core by a pedestrian bridge. This has already occurred and these improvements are intended to stay an element of the park. The plan does refer to a previously removed building and the current cabin. The cabin is condemned and will be demolished and will be the foot print where the "Depot" will be built.
