Unlike many projects in Pitkin County our project has a very small budget. We are proposing to build a simple, modest house on a flat sight using traditional building methods. Our house will be energy efficient, and aesthetically pleasing and blend in with the existing neighborhood of middle class family homes. With our budget being our primary constraint in our design we are attempting to save money at every turn. This includes acting as the owner/builder and designer. We plan to put in plenty of our own "sweat equity ". We are trying to avoid hiring any outside help unless absolutely necessary. We have plans to work well within the County's Land Use Code but we also hope to avoid architects and engineers wherever the Community Development Department will allow it. Hopefully this information helps explain the background and aim of our project. A building envelope was previously approved, pursuant to Hearing Officer Determination No. 19 -2005, and amended, pursuant to Administrative Decision No. 103 -2005. The amended 1041 site plan is recorded in Plat Book 76 at Page 55. The Crocker Site Plan Proposal contains no significant changes from the previously recorded 1041 site plan. The proposal complies with all applicable Code sections as described in the following. 2- 30- 20(g): Site Plan Criteria for Approval The proposal complies with (a) all applicable provisions of the Land Use Code, (b) any Activity Envelope previously approved for the property and (c) all prior development approvals applicable to the subject property. The proposed Activity Envelope complies with the standards and criteria established in Sec. 7- 10 -50. 6 -30 -100: GMQS Exemption for lot created before June 12, 1978 The Tract of land was legally created before June 12, 1978, according to the Plat thereof recorded February 3, 1972 in Plat Book 4 at Page 249 as Reception No. 149880. 7 -10 -50 & 60: Site Plan The proposed location for the Activity Envelope minimizes impacts to surrounding properties and maximizes compliance with the Land Use Code. The portion of the Tract proposed as the Activity Envelope was chosen because it is free from constrained areas. The area proposed as the Activity Envelope has very flat topography as compared to the remaining portion of the Tract. The area proposed as the Activity Envelope is adjacent to a private subdivision road easement which provides access to the Tract and is the closest location within the Tract to access existing electric and water utilities. 006004 7- 20 -10: Site Preparation and Grading The area proposed as the Activity Envelope will require minimal Site Preparation and Grading. Because of the flat, open nature of the Activity Envelope earth moving activites will be limited to excavation for the foundation of the residence and associated structures, septic field construction, underground utility installation, and driveway and parking installation. The finished grade is anticipated to closely mimic the existing grade. No trees exist within the proposed Activity Envelope. The total grading and fill is anticipated not to exceed 50 cubic yards. 7- 20 -30: Water Courses and Drainage No water courses or ditches exist within close proximity to the Activity Envelope. The natural grade of the Activity Envelope allows for adequate drainage leading to lower terrain outside the Activity Envelope. Run -off will naturally be directed to lower terrain outside the Activity Envelope. All necessary measures will be taken to protect water quality and minimize sedimentation during construction. Efficient use of water will be addressed in the building and landscaping design. 7 -20 -120: Scenic View Protection Areas The Tract is located adjacent to Prince Creek Road, within a Scenic View Protection Area. The location of the Activity Envelope is almost entirely obscured from view when travelling on Prince Creed Road. The topography is such that from the road a steep hill rises toward the south. The proposed Activity Envelope is located south of the road upon Stark Mesa, which is relatively flat for a distance of approximately a few hundred yards. Further to the south, another hill rises away toward the peak of Mt. Sopris the principle view in the area. From a position of travelling on Prince Creek Road, the natural ridgeline is maintained in the direction of the Activity Envelope. If any portions of the structures are visible from Prince Creek Road, they will not interupt the natural ridgeline behind them. The design of the structures will be aesthetically pleasing, use earth tone materials, and uphold the rural atmoshere of the neighborhood. 7 -20 -130: Landscaping and Vegetation Protection The plan for Landscaping and Vegetation Protection within the Activity Envelope focuses on protection of existing top soil and plants. Revegetation of disturbed areas will consist of native species of plants. Irrigation may be used to establish new plants, but will be minimized once new plants are established. Trees will be planted in clusters to mimic natural growth. Vegetation will be maintained to minimize fire danger and maximize beauty. 7 -30: Roads, Driveways and Parking The driveway shall be designed and constructed in compliance with the Pitkin County Road Standards and Specifications and Pitkin County Asset Management Plan. Construction will occur after receiving a development permit from the County. Adequate off - street parking will be provided to exceed the design standards and quantity required by the County. 7 -50: Public Services and Utilities Extension of electric service and water distribution system shall take place within the Activity Envelope. Disturbed areas will be revegetated pursuant to Sec. 7- 20- 10(d). Adequate water shall be provided from the water system known as Stark Mesa Homeowners Domestic Well System as provided for in an Agreement recorded February 16, 1982 in Book 422 on Page 48 as Reception No. 239219. An application shall be submitted to the Environmental Health & Natural Resources Department for an on- site wasewater treatment system. O D CROCKER SITE PLAN PID #246314401007 TECHNICAL REPORTS As designated in Section 2.1.12 of the Application Manual certain Technical Reports and addditional information are required where the Activity Envelope includes areas of physical constraints. We are very fortunate to have an Activity Envelope where no physical constraints exist. Due to the flat topography and stable soils of the proposed Activity Envelopy there are no geological hazards, steep slopes, potentially unstable soils, floodplain or significant drainage channels. The Community Development Department has previously determined a low wildfire hazard. Section 7 -20 -30 of the Land Use Code will be fully complied with. There will be no encroachment or channelling activities near streams or wetlands. Drainage will be provided through maintenance of historical flow patterns and runoff amounts that preserve the natural character of the area and prevent property damage. There will be adequate drainage for all low points within the Activity Envelope due to the natural topography of the site. Within our Activity Envelope there exists a very gentle slope, nearly flat, but sloping slightly toward one end of the Envelope. As shown on the Site Plan Map, the surface level changes by about 10 feet over a hundred yards or more. Stream, Wetland and Riparian Area Setback does not apply to our Activity Envelope since there is no surface water near our Activity Envelope. Scenic View Protection standards in Section 7 -20 -120 will be complied with. The parcel lies within a scenic view protection site known as Prince Creed Road area. When travelling upon Prince Creek Road, there is very limited, if any, view of the Activity Envelope. A steep hill rises towards the South from the road and the Activity Envelope is located at the top of this hill where the surface flattens out. The proposed location of structures within the Activity Envelope obscures their visibility from the road. Travelling either direction on Prince Creek Road allows for only split second viewing of the top of the hill and does not allow viewing of beyond the top of the hill onto the flat area where the Activity Envelope will be located. I have included photographs taken from at least two selected viewpoints along the public road. There should be no building facades visible from the public road. Lighting standards contained in Section 7 -20 -140 will be addressed and complied with as the design of the residence progresses. We will incorporate a lighting strategy to minimize impact to surrounding properties. If it is possible we would like to address those topics without hiring a professional engineer. I will try to address those topics here. Road Design Access to the Activity Envelope will be from a private road within Stark Mesa Subdivision. The road easement ends at the property line. The driveway will be on the existing grade and will be constructed from compacted road base and gravel. Surface drainage will not be hindered by the contstruction of the driveway and parking areas. There will be more than required off street parking available. Driveway and parking areas will be Code compliant. Water Supply The Stark Mesa Homeowners collectively own and operate a drinking water distribution system for the use of all seven Tracts in the subdivision. Access to this drinking water system is located at the lot line at the edge of the Activity Envelope. A water line will be connected to this system and buried in a trench to connect to the residence. Wastewater Disposal An on -site wastewater treatment system will be constructed to comply with all applicable Code Sections. We have consulted with the Environmental Department and gathered information from surrounding properties to form an educated idea of soil conditions and perc rate. With these rough guidelines and allowing for conservative calculations for system size requirements we have initially designed a system comprised of a septic tank 1500 gallons in size and a pre- engineered chambered trench system for the leach field. Preliminary calculations using the neighbors perc rate and an assumption that the house contains 4 bedrooms yeilded a leach field containing 89 chambers of approximately 3' by 4' in size, which gave us our determination of approximate overall septic field size requirements, which we overestimated and included on the Site Plan map. Other Utilities and Public Service Electrical power will be accessed from the electric transformer box located a few feet outside the lot line and brought into the Activity Envelope in a buried trench shown on the Site Plan map.
