SUMMARY OF REQITEST: Mountain Rescue Aspen(MRA)is requesting to rozonc the subje�t percel

for the MRA operations. The new facility is proposed as a significant upgrada to the existing building in
town that no longer serves the needs of this non-profit organization.

Reading. The ApplicaM represented ahernative heights for both the proposed MRA building and the
training tower and �slight incre�.�e in the floor area for the building. The$OCC indicated thai the 4S'
training tower in thc A�Iicant's prefen�ed location at the southwest comcr of the building was
acceptable. 1I�e BOCC also indicatad that a 33'9" building height should be pursued but that 34' is
acceptable if the less�height csnnot be achieved.
Staff has made these changes to the resolution that were discussad at tl�e hearing,as follows:

the Board of County Commissioners of Pitkin County, Colorado ("BOGC") to rezone 37925
Highway 82,also known as the former"Pt�nted Earth"property.
2. The pcvperty is legally described and dtpicted in Attachment A.The I.ot is ceirrently zoned AR-10.
3. The Pitkitt Couaty Planning and Zoning Commission considered the proposed rezoning $t a
regularly s�cheduled meeting on December 1 l,2012,and rocommended appmval by a vote of S-0.
4. The BOCC reviewed the application on l d Reading at a rogularly scheduled,duly nodced publie
hearing on February 13�`,2013 snd at a wntinucd 1'�Reading on March 13°', 20I3. 2'�Reading
was heard at a regululy scheduled public hesring on March 27'"2013. Evidence and testimony
were presented with respect to this application.
5. The BOCC finds that the proposed parcel is eligibte for the Public-Insritudonal (P-n zone district
desigmatian as it meets the intent of this�e district
6. 7fie BOCC f�rth�r finds that#�e rezoning is consistent with Sections 2-30-40(i}and 2-40-10(cx2)
of the Pitkin County Land Use Code.
NOW,THEREFORE,BE IT ORDAINED by the BOCC that it hereby rezones 31925 Highway
82 from AR 10 to P-I,as shown in Exhibit A.

RECITALS
1. Mountain Rescue Aspen Charitable Trust("heroafter refen�ed to as the Applicant")has applied to
the Board of County Commissioners of Pitkin Coutrty, Colorado ("BOCC") for a Master Plan
Review for a Major Public Facility, GMQS Exemption for Civic and Institutional Uses,and Site
Plaa Review to construct a new 13,500 squa� foot facility and training tower for use for the
Mountain Rescue Aspen operations.
2. The property is located at 37925 Hwy 82 and tegaIly described and depicted in Attachm�nt A.1'he
subject properiy has been rewned pursuant to Ordinance No. -2013.
3. The Pitkin County Planning and Zoning Commission considored the proposal at a regularly
scheduled meeting on Docember 11,2012,and c�ecommended approval by a vote of S-0.
4. The BOCC reviewed the application on l�Reading at a regularly schedulod,duly noticed public
hearing on February 13m,2013 and at a continued 1"Readiqg on Match 131°, 2013. 2°d Re�ding
wss hear�d at a regularly scheduled public hearing on March 27'�2013. Evidence and testimony
were presented with respect to this application.
5. The BOCC finds that the pmposal is consistent witfi the applicable Land Use Cade Sections and is
a candidate for adoption of a Master Plan.
6. The BOCC fiuther f"mds that pursuant to Section 7-20-120{dx4),ther�is no slternative building site
and the proposed building and training tower may obstcuct a ridgeline as vic�d from Hig6way 82.
NOW, TI�REFORE,BE IT RESOLVED by the BOCC that it hereby a�rovcs the Mo�ntain
Rescue Aspett Chariffible Tnist Mastcx Plan Review for a Major Public Facility, C3MQS Exemption for
Civic and Institutional Uses, and Site Plan Revicw subject to the following conditions, which shall run
with th�land and be binding on all successors in interest:
l. The Applicant sh�ll adhere to all material representations made in the application and public
meetings 8nd hearings.
2. Prior to submission of any future development permit npplications,the Applicant shaU be rrquired to
submit for approval by ttie County Attorney and Cammanity Dev�lopment an amended Mast�r Pisn
with an Activity Enveiope and Site Plan in accocdance with Land Use Code Section 2-30-20(g)and
Applicatian Manual Section 2.1.12 showing�11 improvement4 on the properly. Th�above nferenced
approvals shall be a condition pree�lent to finalization and�ecordation.

3. The Applicant shall also provide,at build'mg permit submittal:
A. A construction management plan to Pitkin County Plannirig and Zoning for review and approval.
B. A drainage and erosion control plan to Pitkin County Planning and Zoning for review and
appro�+al.
C. A copy of an approved State Stormwater Management Permit,if n�cessxry.
4. The Applicant shall obtain an approved Access Permit for closure of the Hwy 82 access and
improvemeMs to the access offthe north side of the prnperty.
S. The building and tower shall utilizc earth tonc colors and non-reflective roof mat�ials.
6. The Applicant shall comply with the following general conditions regazding wildlife:
A. Fruit bearing trees and shrubs shall be pmhibited. This does not include pre-existing
native trees and shrubs.
7. The Mountain Rescue Aspen development is subject to the uses outlined in Attachmen# B, the
"Mountain Rescue Aspen Facility Document". This Master Plan approval is valid for a ten year
period from the date of this approval.
8. The following variances of dimensional raquirements are approved as part of this Master Plan:
A. The Applicant shall pursue a 33'9" height for the MRA build'mg, howeva, the building shall be
limited to a maximum 34'height limit,as measured st the time of building permit submitt�l.
B. The Moimtain Rescue Aspen training tower shall have a 45'height limit as messured�t the time of
building pertnit submittal.
C. The Mountain Rescue Aspen building is limited to 13,900 squsc�feet of floa�area.
D. Lot setbar,ks are established and depicted by the development shown on the reoorded site plan.
9. Prior to building permit issuance, the Appticant shall record a deed restriction acceptable to the
Community Development Dircctor and County Attorncy that r�stricts the occupancy of the
residential unit to a Mountain Rescue Aspen volunteer or other local emergency service emp[oyoe.
]0. The subject site is l�ated within a low wildfire hazard area and shall comply with the following
conditions:
A. Defensible Space:The area around aIl buildings/structures,limited by property boundaries that
may limit a property ov+mer's ability to comply with this section,shall incorporate landscaping
with wildfite defonsible space considerations as foflows
l. Brush, dobris and non-ornamental vegetation shall be removed within a minimum ten-
foat(10'}perimeter around all structures.
2. Vegetation sh�ll be reduced to break up the vertical�nd horizontal continuity of the fi�els
at a minimum of a thirty(30)foot perimeter around a structure built on flat ground.

3. Spacing between clumps of brush and vegetation up to the thirty(30)foot perimeter shall
be a minimum of two(2)times the height of the fitcl.Maximum diametar of the ctumps
shall be equal to the height of the fuel. All measurements shall be from the edges of the
crowns of the fueL
4. All branches from troes and brush within the thirty(30)foot perimeter shall be pruned to
a height of ten(l0)feet above the ground with removal of ladder fuels from around trees
and brush.
5. Tree crown separation within the thirty(30)foot perimeters shall have a minimum of ten
(10)feet b�tween the edges of the cmwns,except for matufe stands of aspen irees where
ladder faels have been removed.
6. All branches that extend over the roof eaves shall be trimmed and all branches within
fiftoen(l5}feet of chimneys shall be removed.
7. All deadfall up to a one hundred(lOQ)foot perimeter shall be removed.
8. No new conifer trees shall be planted within ten(10)feet of buildings.
9. No flammable mulches shall be placed within two(2)feet of buildings.
10. The property owner sha11 be responsible for the continued maintenance of the defensible
space vegetation requirements.
B. Water Supply for Fire Saft�y
1. Sprinklering structures shall be in accordance with adopted County Ord'mances and the
Aspen Fire Protection District.
C. Roofing Materials, Roofing Vents and Projections At end Below Roof Line. Roofs and
projections at or below roof line shall be constructa!according to the following specifications:
1. Low Hazard Area
A. Roofing:
a) Class A covering or Class A Assembly as defened by the currently
adopttd Building Codt.
b) No wood shakes or shingles.
D. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following:
1. All roof coverings shall be constructed of non-combustible materials and installed �n a
Class A roaf assembly.
2. All roof coverings shall have a surface th�t shall facilitate the natural process of clearing
roof debris.
3. Protrusions above the roofline,such as parapets,shaq be prohibited.
4. Roofs shalf be installed as requirod by the adopted Building Code and shaIl have �
minimum pitch of 1:48.
S. All raof designs, coverings, or equivalent sssemblies shall be specifically approvod by
the Fire Marshall prior to submittal of a building permit application.

E. Maintenance and Miscellaneous Roquirements
1. Roofs and gutters shall be kept clear of debris.
2. Roof vents shall be screenod with corrosive resistant wire mesh,witt►mesh one-fourth
('/.�)inch maximum.
3. All flammable materials shall be stored on a paratle!contour a minimum of fiftatt(l5)
feet away from any structure.
4. Weeds and gracses withia the ten(10)foot perimeter shall be maintained to a height not
more than six(6)inches.
5. Firewood/wood piles shall be stacked on a pata11e1 contour a minimum of fifteen(15)
feet away from the structure.
6. Fences shall be kept clear of brush and debris.
7. Wood fenc�s shal!not connect to other structures.
8. Propane tanks sha11 be buried, if pa�.sible,or installed according to NFPA 58 standards
and on a contour away from the structuro with standard defensible space vegetation
mitigation around any aboveground t�cdc.Any wood enclosure around the tank shall be
constructed witl�materials approved for two(2)how fire-resistive constivction an the
exterior side of the walls.
9. Each struct�u�e sha[1 have a minimum of one ten(l 0)pound ABC fire extinguisher.
10. Addresses shall be clearly marked with two{2)inch non-combustible letters and shall be
visible at the primary point of access from the public or common access road and
installed on a non-combustible post.
1 I. Failure to comply with these conditions of approval and the adopted master plan shall result in
revocation of the approvals and permits.

• Rescue:Mountain Rescue Aspen("MRA"�conducts apptoximately 50 missions per year,
aften in conjunctioa with the Pitkin County ShorifFa offica. The mission o�mmandor
(Rescuc Lcader)will usually run the mission from tha facility with mcmbers going ta the
facility to pick up equipment and vchicles. Many of thc responding r�scuers respond
directly to the trailhead/at�gtng atea for that specific mission.
� Meetings:The only two consistentty scheduled rn�etings are the G�.eral Moeting
(usually the first Monday of the month from 6:30pm to approximatety 8pm)and the
Rescue Leader�Ieetiug(usually the second Monday of the month from 6;34 to Spm�.
Other meetings sue schoduied as needed.
• Tr�ining:The tcam usually candacts 3 to 4 trainings per month with other schcdnled as
neeci�. Uauaiiy these trainings are from 6:30pm to appruximatety 8:30pm but ean occur
at�nytime. MRA usualiy canducts ono"weekend"training per month and schcdulss
additionai wsolcaar►►d trainiags as needed which would involve mcmbers collecting
vehicles and eq�ripmeht from the f�eility hefore heading into the field untess training at
the fscility. Tht"weeke»d"ttaining is usually from 9Ann until just after lunch but can
occur at anytime.
• Oth�x:This building is availablo ta all emergcncy agen�cies for other uses. The facility is
availabIo for use with pe�mission from Mountaan Rescue Aspen.

l. Rescue Mission Commend&Control
• The facility will be the primary iocation for mission management and command.
We hsve approximately SO missions per ycer. The mission command staff
(Rescue Leaders and Sheriffa Daputy's}will typicalIy run the incident from the
intcmal command room Iocated on the s�nd floor of the proposed building.
This comrnand room in conjunction with fhe map/planning room will greatly
improvo ttie effxtiveness of operations from our current&taility. Cucrently
mission managem�tt occurs in the same room and area as tho team prepares for
deploymtnt,the reporting garties are interviewed,briefing is oonducted,etc. Tbis
separation will inerease the effectivcuess of oommend wt►ich uttun�tely increa.9es
the 8afety of team membcrs aad f�c community. The otha-rooms in the proposed
facility wiU be usod on an as nceded based upon misaion camplexity. Thc backup
dispetch center is used by cammunicatioas peraonnet on an as nceded b�sis.

. meets monthly or additionally as neoded to discuss rescue missions,command
arid control,and any personnel issues that may arix.
• Board of Dtrector MeeHng:The BOD(5-?metnbers)meets montlily or
additionally as necessary to manage team fiutdr�ising,budget,and other team
rolatod issues. This meeting does not always occur at tho f$cility.
• Wark"ParNee":These mcetings occur every two months ar we schodula]as
needed and era held sa th�t m�rnbers can inspect the various z�sscue equipment.
The vchicles in the bays are examined to tnsur�e all equipment is in place and in
good working order.
3. Classroom Trainings
• Medieat Tr�i�g:Medical training occurs ta iccep up the madical
competencies that member's provide to i�jured parties.
• YCS: Incidant Cvmn�tnd Systcm training on misaion management and
responsibilities. The inetdent Command System(ICS)is a standardized,un-
scene,ali hazerds incidex�t managemont approsc�thnt:Allaws for the
intep,,ration of facalitics,equipmcnt,personnet,procodures and communications
opexating within a common organi�tionat shucture. Enabies a coardinated
responso among various jurisdictions and functional agencies,both public and
private. Estabtishes common pmcesses for planning and managing resources.
This training keeps MRA and other public�afety agencies up to speed for
interoperability of nll respc>ndors.

to look far clues which will h�lp the rescue mission.
� Heltcopter Ssfety:No helicopters will be at ow faciiity but oia building will be

• High-Angle Rope Resrue:The trsiaing towe.r will be utilized to practicc patient
pickoffs,rappel techniques,belaying rescuers,r�isic�g/IowCring m�d other

training to inelude patiait simulations on how to treat and care for diffcrent

• A 4S' training tawer is vital for the haining and testing of MRA's members and
equipment. Roclry Mountain Rcscue C�rroup(RMRC3)in Boulder County has a
tower af similar height. This height is needed to s�ffcly and adequately test
