Pitkin County Public Works
Engineering Support Services Task Order-02
The planned services for this Task Order are to provide technical and engineering suppoR to
Pitkin County Public Works staff for the Public Works Maintenance Facility pavement repair
2013 construction project. The scope of the construction project includes prepazing the pazking
and travel ways surrounding the Pitkin County. A Man-hour estimate has been compiled for
budgetary purposes, and all directed work shall not exceed this budget without Pitkin County
approvals.
Work will consist of the following activities for the project: hydrologic analysis and hydraulic
design, pavement design and specifications, construction phase services as well as any
coordination with Pitkin County. Yeh and Associates will provide 3`d party testing of the paving
and base course materials during construction as a subconsultant to SGM under a separate Task
Order.
The work products will consist of preliminary and final plans, construction drawings, and
specifications. All drawings will be prepared in 11"xl7" format to CDOT standards and Pitkin
County guidelines. Standard drawings and specifications for construction will be those used by
CDOT/Pitkin County Public Works Department. CDOT nomenclature and work item codes will
be used for bid items, references to the work and the preparation of estimates and bid tabulations.
The construction drawings and specifications will be included by the County in the associated
RFP for this project. Material testing and reporting will be completed during construction.
Task 1.0 Project Management
1.1 Initial Project Meeting. An initial Design Scoping Review meeting was held and
an on-site inspection was made to ensure that SGM understands the existing
conditions as well as the project requirements.
1.2 Progress and Review Meetines. SGM and Pitkin County will coordinate as
required throughout the duration of the project.
1.3 Proress Reports and Billings. Progress reports and billings will besubmitted on
a monthly basis to the CounTy Project Manager and will include a billing
summary with total percent billed for each task.

Task 2.O.Design and Construction Phase Support: .
SGM Provide Pitkin County with the following design support:
2.1 Data Collection:
• SGM has visited the site with the County project manager to help develop the
scope of the project. SGM will review the existing site conditions and
existing plans provided by the County to further develop construction
document and specifications for the project.
• Field Survey is not included in this task order. Additional survey was
considered unnecessary to complete design drawings and specifications for
this project by the County.
2.2 Construction Drawinas:
• SGM will provide construction drawings for the pavement and subgrade
repair and improvement components of the project. The construction
drawings are to be included in the RFP and are limited to following typical
pavement sections required for the project as listed as follows:
1. Typical mill and overlay
2. Typical pavement and base course replacement section for
damaged areas
3. Typical longitudinal crack repair
4. Typical section for connection to unpaved section above the recent
water line replacement
23 Snecifications:
• SGM will provide specification for the pavement and subgrade repair and
improvement components of the project. The specifications are to be included
in the RFP and will follow CDOT and Pitkin County format. Assumed
required specifications are listed below:
1. Section 304—Aggregate Base Course
2. Section 306—Reconditioning
3. Section 401 — Plant Mix Pavements
4. Sections 403 and 703 —Hot Bituminous Pavement
5. Section 408 - Joint and Crack Sealant
6. Section 411 —Bituminous Materials
7. Section 420—Geosynthetics
8. Section 603 —Culverts and Sewers
9. Section 604 - Manholes, Inlets, and Meter Vaults

2.4 H drolov and Hydraulics Desin:
The existing site exhibits a few areas where drainage issues are present. The
County has requested that SGM provide a solution to the drainage problems at the
northwest corner of the pazking area. Ponding, ice, and debris accumulate in this
location which requires additional maintenance and limits the use of this area.
• SGM will provide alternative desigq recommendations to assist with the
drainage problem at the northwest end of the site. SGM will perform a basic
hydrologic and hydraulic analysis of the site conditions to determine facility
type, size, and location.
• SGM will provide construction drawings and specification for the selected
solution. This will include applicable details and specifications. Without full
design survey available the construction of this facility will need to be
. coordinated with the engineer.
2.5 Utilities:
• Utilities are generally not anticipated to be disturbed with this work. The
contractor will be responsible for locating and coordinating work with the
existing utility systems. SGM can provide design assistance to relocate
utilities if required.
2.6 Geotechnical En ineering and Material Testing:
• See Task Order—03.
2.7 Bid Phase:
• SGM will offer support to Pitkin County during the bidding process and the
County will advertise the projects in their normal fashion. SGM will be
available to answer contractor's technical questions regarding the project and
prepare any addendum's that may be necessary to finalize the construction set.
SGM can support the County by conducting a mandatory pre-bid meeting on
site to review the proposed project with prospective contractor's, meeting
minutes will be prepared and distributed to the attendees.
2.8 Construction Phase:
• SGM will provide assistance during the construction phase of the project.
This includes material submittal reviews, RFPs, construction observation,
design change documents, and general coordination with the County and
contractor. The construction phase services listed above are assumed to take
place during a 4 week period.
