PITKIN COUNTY, COLORADO, APPROVING A SPECIAL EVENT PERMIT FOR THE
POWER OF FOUR MOUNTAIN BIKE RACE
Administrative Decision No. -2013
RECITALS
1. Pursuant to Subsection 430-50(i) of the Pitkin County Land Use Code, the Community
Development Director of Pitkin County, Colorado ("Director") may approve a Special Event
Permit.
2. The Aspen Ski Company (hereafter, the "Applicant') has applied to the Director for approval of a
Special Event Permit to conduct the Power of Four Ski Mountain Bike and Running Race. The
race will consist of relay teams and solo racers who will scale and descend the four ski mountains
in the area. The bike race will occur on Saturday August 3, 2013 from 8:00 AM to 5:00 PM. The
running race will occur on Sunday August 4", 2013 from 8:OOAM to S:OOPM. Setup and
takedown dates will occur on August 3rd and 5", respectively. Approximately 150-200
participants are expected with an overall cap of 300 participants. The Applicant anticipates
approximately 20 staff members.
3. Participants will bike Snowmass, Buttermilk, Highlands, and Aspen Mountains. The route is as
follows:
• Start in Base Village in Snowmass Village.
• Ride up Snowmass to Cross Mountain Trail.
• Ride from Cross Mountain Trail to Elk Camp Summer Road to Vapor Trail.
• Take Vapor Trail to Government Trail to Buttermilk Tieback base area.
• From the base of Tieback, to the top of Buttermilk via the Summer Road.
• Top of Buttermilk to Government Trail and back down to the base of Tiehack.
• From the Tieback parking lot, cross the ARC bridge and then up the bike path to the base
of Aspen Highlands.
• Base of Highlands up the Summer Road to the Congo Trail.
• Congo Trail Down to Castle Creek Road.
• From Castle Creek Road to Midnight Mine Road.
• Midnight Mine Road to Little Annie Road intersection.
• Little Annie Road to the top of Richmond Ridge.
• Richmond Ridge to East Rim Singletrack.
• East Rim to Summer Road Crossing.
• Summer Road to top of Aspen Mountain.
• Summer Road to gondola plaza - finish.
Relays will occur at the base of Tiehack and at the Castle Creek/Midnight Mine Road
intersection.

4. The running race will occur along the same course, in reverse, and start in Aspen. The race will
start in Aspen and when it reaches Snowmass, various trails and runs will be used on the ski
mountain. The finish will be at Base Village.
5. The Pitkin County Sheriff's Office, Aspen Fire Protection District, Emergency Manager, County
Engineer, Aspen Ambulance, Communications Department, Open Space and Trails Department,
the United States Forest Service, and Risk Manager, were all referred on the application. Nearly
all referral agencies commented on the application and were in support with some conditions.
6. The Applicant has successfully obtained a United States Forest Service Permit for the event. No
Open Space and Trails Department permit is needed for this race to occur. The Applicant has
provided proof of adequate insurance covering the event.
7. The Director finds that, to the extent applicable, the application complies with the standards in
Subsection 4-30-50(i) of the Land Use Code.
THE DIRECTOR HEREBY APPROVES the Special Event Permit for the 2013 Power of Four
Mountain Bike Race and Running Race subject to Applicant's compliance with each of the following
conditions:
1. All material representations made by the Applicant in the application (which shall
specifically include representations made in all related supporting documents,
correspondence subsequently provided by the Applicant, and representations made by
phone), shall be adhered to, and considered conditions of approval, unless superseded by
specific conditions in this Decision.
2. The Applicant must demonstrate possession of applicable permits at all times during the
permitted activity and present such permits upon request.
3. Approval to hold this activity does not imply that extra services will be provided nor does it
place any additional liabilities on Pitkin County.
4. The Applicant shall be responsible for assuring that all areas outside the ski area resorts have
signage removed and garbage/debris removed after the event.
5. Course marshals will be staffed at the Maroon Creek and Castle Creek Road Crossings.
6. The Jeep Jamboree is a County permitted event on Saturday August 3'a which will utilize
Midnight Mine Road, Summer Road, and Richmond Ridge Road. The Applicant shall make
bike participants aware of the event and have course marshals at road crossings on Summer
Road, as needed to ensure no conflicts with Jeeps or other road users.
7. No parking shall occur on County Roads and no emergency access shall be blocked.

Glad we had a chance to catch up by phone today. Below please find my contact
information.
To review our conversation, I understand that the application for this year was in part
copied from that of a few years ago, and that the inclusion of MRA in the medical plan was
an oversight. I appreciate you contacting Mike Kraemer at PitCo community development
to clear this up.
Thank you for your offer to copy us on your current medical plan. I understand it includes
your current ranger staff, extra patrollers you will call in to supplement manpower, and
added levitator response by Snowmass/Wildcat Fire on the Gov't Trail segment.
We are always happy to help SkiCo where possible but I am relieved that we are not
expected to assign such a large share of our resources to this event during the height of
our SAR season.
Of course, should there be a race incident requiring our skill -set, we are on call through
the Sheriffs department and happy to respond.

Specific location(s): The mountain bike race would start at Snowmass Base Village
and climb and traverse Snowmass, Buttermilk, Aspen Highlands and Aspen
Mountain ending at upper gondola plaza in Aspen. The 50k race would follow the
same course in the reverse direction with the exception of Snowmass (since that
section contains bike -specific trails).

DETAILS & DOCUMENTS:
Event Summary:
We are expecting to get between 150 and 200 racers and would cap registration at
250. Registration is open to the public and would be around $100 per racer
regardless if you are registering as a solo racer or part of a relay team. Spectator
access would be free at the base of all mountains and for people hiking up the
mountains. Spectators wishing to use the gondola as access would be required to
purchase a gondola ticket.
There would be 20 staff members including ASC Bike/Summer Rangers, ASC
events team, City of Aspen Timing crew and Aid station/support staff.
We are going to try and secure 10 ASC employees as volunteers on Saturday to
help at aid stations.

Site improvements would include portable restrooms in the Tiehack parking lot
and at the entrance to Midnight Mine Road. Trash cans would be located at each
of the aid stations and relay stations. Event staff would do a course sweep for
garbage as well.
ASC Bike/Summer Rangers would be located at each of the Aid Stations
identified in the course description and on the course maps.
Ambulance pickup areas would include: Snowmass Base Village, Base of
Buttermilk, West Buttermilk, Tiehack, Base of Aspen Highlands, Base of
Midnight mine road and the base of Aspen Mountain.

Communication Plan:
All event, timing, medical, aid station staff will have an ASC radio that uses the
ASC repeater. ASC will provide radios to the emergency medical services and to
local law enforcement. BM ski patrol 1 = medical response, BM ski patrol 2 =
timing and race channel, BM ski patrol 3 = event operations channel. We will
follow ASC winter ski patrol policies for communication between medics,
ambulance and hospital.

participants and a press release to local media outlets.

Security Plan:
ASC staff will act as a crossing guard for street crossing on Maroon Creek Road
and on Castle Creek Road. No other security needed.
Medical Plan:
ASC will use the same medical plan as in the winter. The first responders will be
ASC Bike/Mountain Rangers that will be located at each of the different Aid
stations outlined in the course description and venue map. All ASC Rangers will
be in uniform.
Aid Stations will have water, cliff bars and also serve as a check point. Aid
stations will remain open until all races have passed through that Aid Station.
Safety Plan:
All safety and communication will be run through the Aid Stations and Aid
Station staff and medical staff.
Transportation/Traffic Plan:
We will promote using RFTA on all of our event marketing materials. Spectators
and competitors will be responsible for providing their own transportation during
the event.

We will have 2 portable toilets at Tieback aid station and at the Midnight Mine aid
station.

POWER OF 4 MOUNTAIN BIKE RACE
The Event
This unique mountain bike race combines the four std areas (Snowmass, Buttermilk, Aspen
Highlands and Aspen Mountain) of Aspen/Snowmass into one bike race. The diversity of the
terrain and crossing of the four mountains will immediately put this race on the calendar for Its
one of a kind characteristics. The race would consist of both solo racers and teams taking
advantage of the avid bike community In Aspen/Snowmass without a signature race to promote as
their own. Rates would start in Snowmass and continue up the mountain before starting across
the Government trail towards Buttermilk. Following would be Incredible ascents and descents of
Aspen Highlands, Buttermilk and Aspen Mountain. The race would have a spectacular finish in
downtown Aspen. With over 11,000 vertical gain, 35 miles, top rated single track, demanding
double track assents and coverage over four mountains this race will attract local and regional bike
racers.

POWER OF FOUR 50K TRAIL RUN
The Event
This unique trail running race combines the four ski areas (Snowmass, Buttermilk, Aspen
Highlands and Aspen Mountain) of Aspen/Snowmass into one race. The diversity of the terrain and
crossing of the four mountains will immediately put this race on the calendar for it's one of a kind
characteristics. The race would consist of both solo racers and relay teams of two taking
advantage of the long-distance trail runners in Aspen/Snowmass without a signature race to
promote as their own. Racers would start in Aspen and head up to the Sundeck before heading
down Midnight Mine Road towards the Congo Trail on Aspen Highlands. Following would include
running to Snowmass via Government Trail and peaking at the top of Elk Camp before finishing in
Snowmass Base Village. The race would feature 50km and 8,500ft of vertical over top-rated
single- /double -track trails and with coverage over four mountains this race will attract local and
regional trail runners.

• The start will be at Upper Gondola Plaza at Aspen Mountain
Course
Stage 1: Aspen Mountain
o Start at Ajax Tavern
o Run up the front -side of Ajax via the trail that was put in for last year's bike race
o Run up East Rim Trail to the Sundeck
o From the Sundeck run down Midnight Mine Rd. to Castle Creek Rd.
Stage 2: Aspen Highlands
o Run up the Congo Trail to the Summer Rd.
o Run down the Summer Rd. to Highlands Base Village
o Run across Maroon Creek Rd. to the bike path and over to the Tiehack Bridge
Stage 3: Buttermilk
o Make a left just across the Tiehack bridge and cross the road to enter the
Government Trail (this is also the relay spot for teams of 2)
o Run Government Trail all the way to Snowmass
Stage 4: Snowmass
o From Government Trail hop on Vista Trail heading up to Elk Camp
o At the top of the Elk Camp Gondola meet up with the Elk Camp Summit trail and take
that to the top of Elk Camp
o From the top Run down the Summer Road and then hop on the Cross Mountain Trail
and take it all the way to the Ullrhof
o From the Ullrhof, hop on Village Bound all the way down to the finish area in Base
Village

Participants
• Categories
o Solo Racers and relay teams of two
• In the first year we expect to draw between 100 to 200 (capping at 250) participants but the
long term goal is to turn this into a big draw event that attracts top athletes.

Logistics
• Timing will be conducted by hand with volunteers/staff
• Medical response and trail evacuation to be handled by Aspen Skiing Company Bike Patrol and
Summer Rangers on Snowmass and Aspen Mountain. 4-5 Aid stations located in key locations
along the course would provide beverages, snacks, info, etc...
• Clean up crew would do a sweep after the race.
Mountain Rescue Involvement
Contacting Mountain Rescue in hopes to provide the following:
o Medical response in the following areas: Government Trail between Snowmass &
Buttermilk, Buttermilk Ski Area, Aspen Highlands, Congo Trail & Midnight Mine Road
o Rescue members located at Aid Stations
o ASC would include MR in all marketing collateral as a Gold Level Partner of event
o MR would have the opportunity to place collateral into racer gift bag
o MR would have the opportunity to setup a information tent in Aspen Gondola Plaza or
at the top of Aspen Gondola for the day
o Open to other ideas as well

Re: Power of Four Safety/Communication Plan
Communication:
All event & aid station staff will be equipped with an ASC radio that will be used over the Aspen Skiing
Company repeater. Also a contact sheet with cell numbers will be provided to event staff. The following
channels will be used
• Snowmass Mountain/Government—SM Spare Channel
• Buttermilk to Aspen Highlands Base Area— BM Spare Channel
• Aspen Highlands/Congo Trail — AH Spare Channel
• Midnight Mine/Aspen Mountain—AM Spare Channel
• All accidents that are on the boundary of these areas will be reported to both mountains
• All accidents that happen outside of ASC ski boundaries will be immediately reported to the
Sheriffs office for approval for ASC patroller to respond or if deemed necessary Mountain
Rescue.
Aid Stations (all stations to include water, snacks (to be handed out by volunteers), radios, and
ASC patrollers)
• Aid Station 1 — Top of Elk Camp
• Aid Station 2 — Start of Government (there will be a course marshal where Government comes
into Buttermilk to report any injuries on Government Trail)
• Aid Station 3/Relay—Tiehack
• Aid Station 4 — Entrance to Congo
• Aid Station 5/Relay — Start of Mid Night Mine Road
• Aid Station 6 — Top of Richmond Ridge
• Finish - Sundeck

o We also have contacted Snowmass Wildcat (who has a levitator and will hire them for
coverage if they cannot be our standby contact for Government Trail)
