Ragnar Relay Inc. (hereafter, the "Applicant ") has applied to the Director for approval of a Special Event Permit to conduct the Ragnar Relay Race on September 7b, 2013. This running race is moving through the Rocky Mountains and will have 300 people running on the course at any one time. 3. The Pitkin Country portion of the race will begin along the Rio Grande Trail in Emma. Racers will run the Rio Grande Trail to the Aspen Mass Trail to the Brush Creek Trail. From the Brush Creek Trail the racers enter Snowmass Village jurisdiction where they will finish at Fanny Hill. Exchange points in Pitkin County include the Arciero Trailhead in Old Snowmass (use of Old Snowmass Park and Ride for vehicles), the Brush Creek Intercept Lot. There will only be an aid station at the Pitkin Iron designated area on RFTA property. 4. The Pitkin County Sheriffs Office, Aspen Fire Protection District, Basalt Fire /Ambulance District, Emergency Manager, Aspen Ambulance, Communications Department, and City of Aspen Parking Department, Colorado State Patrol, and Open Space and Trails Department were all referred on the application. All referral agencies granted approval for the application. The Applicant has successfully obtained an Open Space and Trails Department permit for the use of Rio Grande Trail and Brush Creek Trails. The Applicant has provided proof of adequate insurance covering the event. The Sheriff's Office and the Communications Department have both signed off on the event. Dedicated ambulance service has been contracted. The City of Aspen Parking Department has approved use of the Intercept Lot. A State Trooper has been assigned to the Hwy 82 crossing in Old Snowmass. 6. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Special Event Permit for the 2013 Ragnar Relay subject to Applicant's compliance with each of the following conditions: All material representations made by the Applicant in the application (which shall specifically include representations made in all related supporting documents, correspondence subsequently provided by the Applicant, and representations made by phone), shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Decision. In order to control the traffic congestion through Woody Creek(leg 34) we are not allowing Ragnar Team Vans on Lower River Road. To keep vans off the road we are implementing the following plan: • 1 have already sent out 2 emails to all team captains letting them know the Vans are not allowed on leg 34 and will send out 2 more before the race Each team goes through a mandatory Safety Briefing at the check in. In the Safety Briefing they will also be told Vans are not allowed on Leg 34 Race Day we will have one volunteer stationed at the exit of the Old Snowmass Park and Ride(exchange 33) telling vans they must drive straight to Exchange 34 and wait for their runners there I will also have another volunteer stationed at N. River Road and Lower River Road, Turning vans around if they do not turn Right on SH- 82(see layout) • We also have these rules listed in our Runner maps. All Teams receive these maps at check in. On the map for leg 34 it says that Vans are not allowed on Leg 34 (see attached leg 34) We will have Ragnar Staff in vehicles monitoring the road making sure Vans are not in the area. 7 With all of this communication, I am confident that the traffic congestion will be a huge improvement over last year. Here is a little more back ground on why I put the Water Station at Pitkin Iron location. This was a change I made just a few weeks ago because of the construction on the Rio Grande. There is construction on the Rio Grande Trail Between Woody Creek Rd and Lower Bellwinkle Ln. which is right where I wanted to put the water station. I worked with John Armstrong on how to route my runners around the construction, off and on the trail. Attached is the layout plan for the water station now at Pitkin Irons. There will be two volunteers at that Water Station who will park their vehicles as shown on the layout. Attached and the link below is the Ragnar Relay who had their first event with us last year. Overall, last year seemed to be a well -run event notwithstanding the runner exchange issue at the Pitkin Iron location. This has been cleaned up the applicant is moving that exchange point to the Brush Creek Intercept lot. Ragnar proposes the event on September 7tn this year, where a total of 3,000 people will be running. Hold on though, don't get a bee in your bonnet, not all 3,000 at once! There are 250 teams (maximum) and only one person per team will be running at a time. Runners will also be spread out over the length of the course. The event enters Pitkin County along the Rio Grande Trail in Basalt. The most significant aspect of this event are the exchange points where runners swap out for new runners. These exchange points in Pitkin County are: Snowmass Park and Ride (runners have to cross the Hwy to get to the Arciero trailhead) and the Brush Creek Intercept Lot. From the Intercept Lot, runners take the Brush Creek trail, to the Rim Trail, and finish in the Town of Snowmass. The communication between the staff and SWAT will be 1. Mobile Phones 2. Satellite phones 3. Ragnar Race Command. The communication from the volunteers to the staff is through their cell phones and our race command(Ragnarl -66 1) Race Commands Primary role at the event is safety and communication between racers, volunteers and staff. Race command will then report it to Ragnar staff on the course who will respond. We will contract with Aspen Ambulance District(Jim Richardson 970 -544 -1571) to have a ambulance out on course roaming and checking in at each exchange through out the time runners are on the course in the County.We will also have bike EMT's on Rim Trail and a EMT at the finish line. We will have two major First Aid location in the County. One at the finish line and at Basalt Middle School. At these add stations we will have a Certified EMT, AED, IV's, water, ice and a medic bag. The EMT will have a First Aid tent set up just for their use. This tent will have cots, chairs and 3 walls for privacy. The medic bag will have bandages, wraps, and other basic first aid supplies. We will also have 2 Water Aide station on Leg 34. Please see attached maps for location and details. On the Course and there are 36 aid stations(exchange points), at which our volunteers will have detailed information for all emergency contact in the area and Ragnar contacts. Runner safety is of foremost concern. All teams are provided a Race Bible that includes a detailed course description and event rules. These must be presented at the time that the team checks in. Runners starting their legs after 6:30 pm and before 7:00 am must be wearing a reflective vest, tail/butt light and holding a flashlight or headlamp. Additionally, any team - member spectator must wear a reflective vest during these hours when outside their vehicle on public roads. The following is and excerpt form our Race Bible about these rules. 12. SAFE RUNNER When you are the "on" runner abiding by the following rules and guidelines will help keep you safe. 12.A) Run Against Traffic and on proper surfaces Runners are to run on the left shoulder of all roads (against traffic), using sidewalks or trails when available, unless signs or maps direct otherwise. 12.13) Be aware of traffic and obey traffic laws Runners are to understand that they do not have exclusive use of the roadway and are required to obey all traffic laws. This includes stopping at traffic lights. 12.C) Running & Participating at Night The following nighttime rules have been developed to help insure the safety of ALL participants. o Official Nighttime Hours can be found on Page 5. o ALL runners must wear night gear during the Official Nighttime Hours — Reflective Vest, Headlamp (or flashlight) and Blinking LED Taillight. o ALL participants must wear reflective vests during the Official Nighttime Hours everywhere on the course, including exchanges. o Pacers may be used but ONLY during nighttime hours (See Page 5). Pacers DO NOT have to be a member of the team. Running pacers can run with the runner but MUST run in single file. Bike pacers may ONLY be used on trails. Pacers MUST wear the same night safety gear as the runner (reflective vest, headlamp, and LED). o If you choose to have a van driver, who is not a runner, the driver must also adhere to these safety guidelines. Thought the Course there are 36 aid stations, at which our volunteers will have detailed information for all emergency contact in the area. Their process is to first call 991 for emergencies. In non - emergency situation they are told to call race command (661Ragnarl) to report a problem. The race management staff will then decide whether the issue can be resolved internally or requires the assistance of local authorities. Volunteers receive a race packet detailing there responsibilities at there location. See attached Doc. We will not be coning in the County. All teams are required to travel using two 12 passenger vans to reduce congestion. Teams consist of 12 runners. During the relay, each team member runs three legs. Relay legs typically range between 3 - 8 miles and vary in difficulty. Each team is responsible for providing two support vehicles, with six runners in each vehicle. The first vehicle will drop off the first runner at the start, and then proceed to the first exchange point. At the first exchange, the vehicle will drop off the second runner and pick up the first runner when that runner's leg is complete. Teams will repeat this pattern for six legs until they hand off to their second vehicle. This leapfrogging pattern will continue all the way to the finish line. The event is sponsored and managed by Ragnar Events LLC. Ragnar Events presented its first event, the Ragnar Relay Wasatch Back, in Utah in 2004. To date, Ragnar Events has presented over 50 events in 16 states (the courses for some events running through more than one state). Ragnar Events is in the process of obtaining permission from the various locations for the use of exchanges. Total in Colorado will be thirty minor exchange points and five Major exchange points. Each minor exchange point will consist of 5 portable toilets and an exchange chute which consist of 4 delineator cones, caution tape, and is approximately 4 feet wide and 8 feet long. The caution tape used will be tied between two delineator cones approximately 8 feet apart from each other. See Picture: 1.5 Proposed Runner Route Details The Colorado Ragnar Relay will start in Breckenridge, CO on September 6, 2013. Start times will be staggered, beginning at 6:00 AM and will continue every hour on the hour until 2:00 PM. The objective for the staggered start time is to spread the participants out so that the impact on local traffic will be minimal to avoid large groups of runners clustering together. Runners are required to obey all traffic laws and we instruct them to use the sidewalk when available. It is mandatory for participants to wear reflective vests with a tail light/ butt light and holding a flashlight or headlamp if their legs start after 6:30 PM and begin before 7:00 AM. 1.6 Safety, Emergencies, First Aid, and Night Running Runner safety is of foremost concern. All teams are provided a Race Bible that includes a detailed course description and event rules. We are happy to get you a copy of the Race Bible, please let us know if you would like one. All runners sign waivers where they acknowledge that the course includes areas where there may be traffic congestion and that they must obey race rules, which require observance of all applicable traffic rules and regulations. Runners are also told to text 661Ragnarl for any concerns or problems during the course. This phone numbered sends them to Ragnar Race Command. During the race a Ragnar Staff member is operating Race Command and solving problems. Runners will call if they have a lost runner, a directional sign is missing, or they have a general question about the course. In case of emergency all runners and staff will call 911. After 911 runners will contact our Race Command to let race staff know of the emergency. We will have 8 -12 Ragnar Staff and trained Volunteers on the course at all times monitoring the race. Each person is trained on Ragnar Safety and emergency procedures. They are also trained on the access points of any trails and have maps of the entire course First Aid A first -aid station and first -aid staff will be located at each major exchange location. These first - aid stations will be equipped to handle extreme dehydration, heat stroke, and all of the minor sport injuries we often experience, including; blisters, sprains, strains, stings, etc. We require our first aid staff to be licensed to administer intravenous fluids (typically EMT intermediate and above, or RN, PA, M.D., etc). We hire first aid workers (EMT intermediate or above), either through a medical staffing agency or directly through local hospitals or emergency service personnel. In the event of a major medical emergency (i.e. any life threatening condition or injury that requires immediate medical attention) we instruct runners /volunteers to first call 911. Running at Night The following nighttime rules have been developed to help insure the safety of all participants. • Team Vehicles may leapfrog runners during night hours • It is not permitted for vehicles to follow behind the runner at the runner's pace • Leapfrogging refers to vans parking a couple hundred yards ahead of their runner; once the runner passes, the van waits until the runner is a couple hundred yards ahead them drives on ahead of the runner and stops again • All vans that are leapfrogging runners must obey traffic laws. When parked, please turn off headlights so as not to blind oncoming traffic • Leave park lights and hazard lights on so that the vehicle is visible to regular traffic • Do not stop or slow down in places that will impede traffic or runners and do not turn your hazard lights on while the vehicle is moving. • It is also encouraged that pacers accompany the runner during night hours. Pacers must wear the required night gear of flashlight or headlamp, reflective vest, and LED light. Pacers do not have to be a member of the team. • Every participant is required to attend a safety briefing to review all safety procedures and check in with Safety Gear. Each team Safety Gear consists of 12 reflective vests, 4 flashlights or head lamps, and 4LED tail /butt lights. These must be presented at the time that the team checks in. These volunteers are sent a race packet prior to the race with instructions about their shift, gear, training, rules, etc. All volunteer locations and shifts are pre- determined to the event. Volunteers working in or near an exchange point are in charge of runner direction, van management, trash and clean up. 1.9 Officer services Police Officers are stationed throughout the course in specific locations according to the safety demand and traffic flow throughout their jurisdiction. Officers are not to stop or slow traffic at any time. We will be working with the Colorado State Patrol to coordinate Police Officers on HWY 82. 1.10 Traffic Impact We anticipate 250 teams to register for this year's event. That means no more than 250 runners will be on the race course at any given time. Teams will be provided with staggered start times, one hour apart from 6AM to 2PM. Because start times are spread over a nine -hour period and only 250 runners are on the course at any given time, there will never be a large group of runners at any one location. Typically the complete group of 250 individual runners will be spread out over 30 -40 miles. 1.11 Road /lane Closures: No street closures will be necessary for runners. All runners are instructed to stay on the sidewalks /trails and follow all traffic signals and directions at all times. 000015 1.12 Insurance We are sanctioned under USA Track and Field. We will forward you the certificate of insurance as soon as it is issued to us. 1.13 Waste receptacles We will hire a company to place dumpsters at each of our major exchange locations if needed. Each minor exchange will be given at least (2) trash cans. Volunteers will be given the task of emptying the trash cans and keeping exchanges clean. A course manager will be in charge of picking up the trash from minor exchanges and delivering it to the dumpsters at the major exchanges. 1.14 Contingency /inclement weather plan Bad Weather The race will occur rain or shine. However, under certain severe weather conditions where significant damage or altercations to the race course occur, we will cancel the event. Conditions that may result in a race being canceled or delayed include but are not limited to the following: severe electrical storm, snowfall, tornadoes, earthquakes, hurricanes, flooding, fog, etc. Lightning If there is lightning at the start of the race we will delay starts until the lightning clears. If runners see lightning on the course after the race has started, runners are to off the road and into the support vehicle. If lightning clears within 1 hour runner will go back on the road where they left and make a note of the time. If lightning persists longer than an hour, runners will move ahead to the next exchange and be informed of Ragnar decision on whether or not the race will continue Flooding If a runner encounters flooded areas that cannot be ran through, runner are to get into the support vehicle, drive the runner ahead where the road is no longer flooded to continue running his or her leg. 1.15 Signage Plan Along the course there will be course signs that communicate to the runners which direction to go, on what side of the road to run, which exchange they are at, etc. The signs are 42" High, 18" Wide, .25" thick and are made of corrugated plastic.
